The new 1<SUP>st</SUP> CD merges parts of three old districts into one new strong Democratic district. Congressman Carnahan’s current 3<SUP>rd</SUP> CD represents more of St. Louis City than Congressman Clay’s current 1<SUP>st</SUP> CD and with close to 60% of 2010 St. Louis City primary voters coming out of the old 3<SUP>rd</SUP> CD makes this favorable to Congressman Carnahan.
