THE EDITORS: The Barclays scandal, in which the bank reported
artificially low borrowing costs during the 2008 financial turmoil, is
further confirmation that the industry just can't be trusted to
regulate itself. "We hope the investigations expose the bad actors,
lead to jail terms for those who knowingly manipulated the market, and
force out the senior managers and board directors who participated in,
or overlooked, such conduct." [Read more] And, THE EDITORS write,
the U.S. should repeal the Jackson-Vanik amendment, a Cold War relic
designed to compel the Soviet Union to allow emigration of its Jewish
population. As Russia joins the World Trade Organization this month,
keeping the law "would put the U.S. in violation of WTO rules and allow
Russia to penalize American companies." [Read more]

wreckage of the U.S. Supreme Court’s decision upholding the Affordable
Care Act have something in common with liberals who want to whip up
fear of a conservative Supreme Court in the run-up to the presidential
election. Both sides claim that unheralded parts of Chief Justice John
Roberts’s opinion made significantly conservative new law." [Read

WILLIAM PESEK: In Japan, stockholders are speaking out against shady
investment practices. Some are agitating to rename investment bank
Nomura Holdings Inc. "Vegetable Holdings" -- in order "to urge healthy
business practices on a board embroiled in insider-trading

SAM WANG and SANDRA AAMODT: Breast feeding doesn't make children
smarter. "Although it is true that children who were breast-fed as
babies have higher intelligence than bottle-fed children, the reason
for the correlation is in the mother’s brain, not her breast. A U.S.
mother whose IQ is 15 points higher than her neighbor’s is more than
twice as likely to breast-feed." [Read more]
