NEW ON THE WIRE -- AP, 7:02 a.m.: "WASHINGTON (AP) - AP sources: Trump campaign chairman helped pro-Russia party route $2.2 million to US lobbyists." http://go.politicoemail.com/?qs=0f0c3b5f3fbe06e19864ed5cd3c24f18cd2b735ccd6407bed53a7d8d86bd5950

Good Wednesday morning from San Francisco! There are 83 days until Election Day, and Donald Trump has shaken up his campaign team, bringing in Breitbart CEO Stephen Bannon as the campaign chief executive, and Kellyanne Conway as campaign manager. This is seen across the board as a loss for Paul Manafort, the campaign chairman who has been guiding Trump for months.

THE SCOOP -- -- The Wall Street Journal's Monica Langley got the story from Trump himself. Trump told Langley: "I want to win. That's why I'm bringing on fantastic people who know how to win and love to win." Bannon, a former Goldman Sachs banker, has not run a presidential campaign. Conway, a longtime adviser to Mike Pence, worked on Texas Sen. Ted Cruz's super PAC earlier this cycle.

WSJ A1 -- banner headline, five columns across the top of the page: "Trump overhauls campaign team." The front page: http://go.politicoemail.com/?qs=0f0c3b5f3fbe06e13117f1652bb250fb395004a1128c02dae44c1844bce93229 The story appears to have broken too late for the print editions of the NYT and WaPo, both of which soon followed online, as did POLITICO.

BOB COSTA of the Washington Post -- one of the great explainers of Trump palace intrigue -- writes that the promotion of Conway and the hiring of Bannon represents the "elevating two longtime associates who have encouraged his combative populism."

COSTA, in a story timestamped at 3:06 a.m. Eastern: "Trump's stunning decision effectively ended the months-long push by campaign chairman Paul Manafort to moderate Trump's presentation and pitch for the general election. And it sent a signal, perhaps more clear than ever, that the real-estate mogul intends to finish this race on his own terms, with friends who share his instincts at his side. ... While Trump respects Manafort, the aides said, he has grown to feel 'boxed in' and 'controlled' by people who barely know him. Moving forward, he plans to focus intensely on rousing his voters at rallies and through media appearances...

"Bannon, in phone calls and meetings, has been urging Trump for months to not mount a fall campaign that makes Republican donors and officials comfortable, the aides said. Instead, Bannon has been telling Trump to run more fully as an outsider and an unabashed nationalist. Trump has listened intently to Bannon and agreed with him, believing that voters will ultimately want a presidential candidate who represents disruption more than a candidate with polished appeal, the aides said.

"Trump's decision developed over the weekend as he traveled to the Hamptons in New York for a Saturday evening fundraiser at the home of Woody Johnson, the wealthy Republican benefactor who owns the New York Jets ... Trump was confronted by several supporters there, including mega-donor Rebekah Mercer, about news reports on his advisers' desire to tame his personality. Trump was visibly infuriated at those stories, the Republicans said, and he conferred with Mercer about potential steps he might take to remake his campaign and populate his inner circle with voices more like his own. Bannon's name soon came up. Mercer, the daughter of hedge-fund titan Robert Mercer, spoke highly of him. (The
Mercer family is a prominent investor in Breitbart News as well as in a super PAC opposing Hillary Clinton.) Trump did the same and told her they had been talking." http://go.politicoemail.com/?qs=0f0c3b5f3fbe06e175c5833104c0b48dcfb66d94e9f7b2e3a5572a65de8502b9

--@costareports: "Bannon has convinced Trump that rest of campaign needs to be bare-knuckles brawl, w/ full-bore populism/movement politics" ... "Huge rallies. Gloves off. Brutal fights with Clinton. Heavy emphasis on nationalism and populism. That's the Bannon strategy."

MAGGIE HABERMAN from New York and ASHLEY PARKER from Las Vegas in the NYT: "Mr. Bannon has been a supporter of Mr. Trump's pugilistic instincts, which the candidate has made clear in interviews he is uncertain about suppressing. He is also deeply mistrustful of the political establishment, and his website has often been critical of Speaker Paul D. Ryan and Senator Mitch McConnell, the majority leader ... The moves were hammered out beginning on Sunday in meetings at Mr. Trump's golf club at Bedminster, N.J. Roger Ailes, the former head of Fox News, also met with Mr. Trump that day ... and he will be part of efforts to prepare Mr. Trump in his debate against Mrs. Clinton and with other
tasks, according to three people briefed on the discussions." http://go.politicoemail.com/?qs=0f0c3b5f3fbe06e1ec2dfeea167e981b11bb91fc46b5e701baeb6a936cbdc0ee

--Matt Nussbaum and Ken Vogel: "Manafort emerged victorious from a power struggle with former campaign manager Corey Lewandowski, who was fired in June, but the Trump operation never came to resemble a traditional presidential campaign. Manafort's associates privately conceded in recent weeks that he'd grown frustrated with his futile effort to instill message discipline in the candidate. ... Bannon has been quietly advising people around the Trump campaign for months." http://go.politicoemail.com/?qs=0f0c3b5f3fbe06e1d8afe37a4d45d8b7a74f23ee835e0def77673dfaf3bb4315

READING THE TEA LEAVES -- If we were Republicans running down-ballot races for House or Senate, we'd be scared. Trump hasn't shifted toward a general-election posture, and is getting creamed in every reputable poll. It's only a matter of time until Republicans are forced to put more space between themselves and the candidate.

-- "Trump whacked by more damaging polls," by Nick Gass and Nolan McCaskill: A "Washington Post poll from Virginia found Clinton leading Trump by a whopping 14 points among registered voters, 52 percent to 38 percent, and by 8 points among likely voters, 51 percent to 43 percent. In Florida ... [a] Monmouth University poll released in the afternoon showed Clinton opening up a 9-point gap in the state, where her largest lead had not exceeded 6 points in recent weeks. In Florida, where presidential fortunes have often been won, lost or drawn out in historic fashion, Clinton now leads Trump 48 percent to 39 percent among likely voters, drawing large support from women, the state's racially
diverse population and, notably, 12 percent of Florida Republican voters." http://go.politicoemail.com/?qs=0f0c3b5f3fbe06e187f43dffd2ce4eb65db2847e7950a5c615761b63e9c5df0e

SNEAK PEEK -- SAVANNAH TALKS TO THE KAINES ON THE "TODAY SHOW" -- airing in the 8 a.m. hour -- SAVANNAH: "Do you support the public release of the FBI notes and notes of interviews regarding the email investigation?" TIM KAINE: "Savannah, you asked the question really well, do you support the public release -- yes. Anything that the FBI gives to Congress, they should give to the public. Because what we've seen is this lengthy, multi-million dollar congressional investigation that has been highly partisan where they've wanted to leak out this or that to try to make their case against Hillary Clinton. Let the public see what the FBI decides to let Congress see."

SCOOP -- HOW FORD IS PITCHING D.C. ON DRIVERLESS: Ford announced Tuesday it is looking to roll out the first self-driving cars by 2021, and the automaker didn't waste anytime making its case to regulators. The company shared its news with Washington stakeholders, including key aides at the Department of Transportation, offices on Capitol Hill who represent Ford facilities and committees of jurisdiction. A Ford official told us they are lobbying for a "national framework of operational and safety standards to avoid a patchwork of conflicting state laws and regulations." Ford is expecting to use a Self-Driving Coalition for Safer Streets -- a consortium which includes Google, Lyft, Uber and
Volvo -- to push its case in D.C.

--"Ford Developing Fully Driverless Car," by WSJ's Christina Rogers: "Ford Motor Co. plans to release a fully driverless car without a steering wheel or pedals in the next five years, the latest salvo in a technological arms race engulfing the global auto industry. ... The nation's No.2 car maker also plans to double the staff at its Silicon Valley office to 260 by the end of 2017, hiring researchers and business-development staff in an effort to expand into new transportation services." http://go.politicoemail.com/?qs=0f0c3b5f3fbe06e1810d586090f55ad786f0ed13ebb47ba9890ca4a6b081464e

HUMA PROFILE - "Huma Abedin On Her Job, Family, and the Campaign of a Lifetime," by Nathan Heller in Vogue: "To onlookers, Clinton and Abedin seem to travel the world as a single entity joined by complementary strengths. If Clinton spends her life at the microphone, Abedin is constitutionally circumspect. If Clinton, in her bold suits and impeccable coifs, distills a certain era of feminist empowerment, Abedin, with her breezy downtown dresses and mobile power-dialing, is the professional face of a younger, more wired-in female generation. As Clinton's longest-serving staffer, she is both the campaign's deepest memory and its farthest-seeing eye."

MEDIAWATCH -- "CNN Falls to MSNBC in Primetime for Second Straight Week," by The Wrap's Brian Flood: "Fox News remained the highest-rated network in all of cable primetime during the week ending Aug. 14, with MSNBC passing CNN for the second straight week - and only the second time in all of 2016 - during the hours of 8-11 p.m. MSNBC finished seventh overall in primetime, averaging over 1 million viewers, while CNN's 723,000 average viewers placed it at No. 16 among all cable networks. MSNBC aired the Olympics, but not during primetime, returning to regular programing for 'MTP Daily' at 5 p.m., well before the 8 p.m. official start of primetime. ...

"CNN's drop is significant, as the network was the No. 1 cable channel in Monday-Sunday primetime and Monday-Friday prime, in terms of both total viewers and the key 25-54 news demo as recently as the week of July 25 during the Democratic Convention. ... Coming out of the GOP and Democratic conventions, MSNBC has topped CNN in total prime viewers all 11 weeknights of August." http://go.politicoemail.com/?qs=0f0c3b5f3fbe06e132d8b7fd8dc10d1c63e68696666dd5a5f6119691716516a0

Iowa is expected to have ballots ready by the end of September, as are Illinois and two other states. More than a half-dozen traditional, must-win battleground states are falling off the map as Hillary Clinton surges ahead of Trump in the polls. And it's left Trump - who isn't answering Clinton's advertising in the swing states - with little plausible route to 270 electoral votes barring a major, sudden change to the dynamics of the race." http://go.politicoemail.com/?qs=0f0c3b5f3fbe06e1cbcf4a12e0c93266b5916beaabd9de2619e2f0eb1741dbfd

INSIDE THE CAMPAIGNS -- "Trump campaign insiders explain their war on the media," by Yahoo's Hunter Walker: "The Trump campaign's email blast war against what it considers biased reporting is about to resume, according to its commander, senior communications adviser Jason Miller. The emails, labeled 'MEDIA BIAS OFFENDER' in screaming capital letters, began showing up in reporters' inboxes on Aug. 3 and continued for five days. ... Nixon in the White House and parlayed his fierce defense of the president into a television career as host of 'The McLaughlin Group,' the long-running Sunday morning program of combative political punditry, died on Tuesday at his home in Washington. He was 89. ... Mr. McLaughlin helped reinvent the political talk-show format by injecting unabashed partisanship and a dash of entertainment. His program, broadcast on select CBS and PBS stations, inspired a generation of pundits, although few quite adopted his self-exaggerated, blustery persona."

FRANK MAISANO PROFILE - "King of the energy flacks," by E&E's Robin Bravender: "If there's an energy hearing on Capitol Hill, Frank Maisano will likely be camped out at the table reserved for press, bantering with reporters and gathering intel. ... Maisano is 48 and tall, with signature dark, floppy hair. He's got the swagger of an athlete, likely honed in his days as a high school track star. He works in Bracewell's Policy Resolution Group, a shop that combines lobbyists, lawyers and communications experts." http://go.politicoemail.com/?qs=0f0c3b5f3fbe06e17e9968792f40210109d11f05cf851dcd7eb8875fed61a5d1
