To subscribe, please sign up here (http://bit.ly/ecs1s) . ** Hospital Suicide Bomber ------------------------------------------------------------ A suicide bomber struck a hospital in the southwestern Pakistani city of Quetta today, officials said, killing at least 74 people in another devastating attack on civilians in a city that has become a byword for massacre and struggle over the past decade, as the New York Times’ Salman Masood reports (http://www.nytimes.com/2016/08/09/world/asia/quetta-pakistan-blast-hospital.html) . ** Siege of Aleppo ------------------------------------------------------------ The United Nations Security Council must not allow civilians on both sides of the Syrian city of Aleppo to be cut off from humanitarian aid, the United States said today as Russia accused Washington of politicizing a humanitarian issue, as Reuters’ Michelle Nichols reports (http://www.reuters.com/article/us-mideast-crisis-syria-un-idUSKCN10J22Y) . And, as the AP reports (http://www.usatoday.com/story/news/world/2016/08/08/turkeys-president-heads-russia-amid-improving-ties/88391338/) , Turkey’s president Erdoğan will travel this week to Russia to rebuild ties with Moscow and discuss solutions for resolving the Syrian crisis. Dive Deeper: The Institute for the Study of War has a new Syria situation report (http://www.understandingwar.org/backgrounder/syria-situation-report-july-30-august-5-2016) . ** The Emperor’s Address ------------------------------------------------------------ Japanese Emperor Akihito's indirect yet public plea for retirement will likely plunge Japan into a contentious debate over throne abdication, possibly reviving other thorny issues related to the shrinking Imperial family, as the Nikkei Asian Review reports (http://asia.nikkei.com/Politics-Economy/Policy-Politics/Abdication-talk-could-revive-other-succession-debates) . The BBC has an informative feature “Japan's Emperor Akihito: Ten things you may not know (http://www.bbc.com/news/world-asia-36983409) .” ** In That Number ------------------------------------------------------------ ** 16 ------------------------------------------------------------ The age of a French teenage girl charged today with supporting the Islamic State and trying to perpetrate a terror attack. Source: AP (http://abcnews.go.com/International/wireStory/french-teenage-girl-detained-suspected-attack-plot-41208548) . ** Critical Quote ------------------------------------------------------------ ** “So what should Obama do instead during his remaining months in office? Boosting conventional deterrence would be a good start—including by working with Congress to return U.S. defense spending to pre-sequester levels, fund new conventional strike weapons, and give the military much-needed budget certainty. He should do more to reassure nervous American allies and recognize that deterring Russia, China, and Iran matters more than accommodating them. He should tighten the screws on North Korea. He should push ahead with missile defense, including deployments in Europe and South Korea, irrespective of posturing from Moscow and Beijing. And he should proceed with the long-overdue modernization of America’s aging nuclear stockpile.” ------------------------------------------------------------ —Andrew Shearer, CSIS senior adviser on Asia-Pacific security and former Australian national security adviser, authored “Now’s Not the Time to Lower America’s Nuclear Guard, Mr. President” today. Source: War on the Rocks (http://warontherocks.com/2016/08/nows-not-the-time-to-lower-americas-nuclear-guard-mr-president/) . ** One to Watch ------------------------------------------------------------ Nicholas Szechenyi is the deputy director of CSIS’s Japan Chair and a senior fellow in CSIS’s Asia Program. Today he coauthored a Critical Questions (CSIS’s signature question and answer series) with Michael J. Green, “A Rare Television Address by Japan’s Emperor (https://www.csis.org/analysis/rare-television-address-japan-emperor) .” ** Optics ------------------------------------------------------------ (Photo credit: TORU YAMANAKA/AFP/Getty Images.) People look at a big video screen on the street as a speech by Japanese Emperor Akihito to the nation was televised today in Tokyo. Emperor Akihito said he is concerned his weakening health may make it hard to fulfil his duties, in a speech seen as signaling a possible future abdication. ** Highly Recommended ------------------------------------------------------------ The Economist weighs in on “The effects of surfers on local economies (http://www.economist.com/news/business-and-finance/21704592-quality-waves-create-surge-economic-activity-effects-surfers-local) .” Who knew that good waves generate economic activity worth $50 billion per year globally? ** CSIS Tomorrow ------------------------------------------------------------ At 10:00 a.m., CSIS’s International Security Program and the US Naval Institute will cohost a Maritime Security Dialogue on the future of expeditionary warfare (https://www.csis.org/events/future-expeditionary-warfare-general-robert-neller) with General Robert B. Neller, commandant of the US Marine Corps. ** This Town Tomorrow ------------------------------------------------------------ At 9:00 a.m., the Hudson Institute will host “Defending Taiwan: What Should the US Do (http://hudson.org//events/1360-defending-taiwan-what-should-the-u-s-do-82016) ?” And join the Wilson Center at 4:00 p.m. for “Women and the SDGs: Partner Perspectives (https://www.wilsoncenter.org/event/women-and-the-sdgs-partner-perspectives) ,” featuring Tony Sipa, chief strategy officer for USAID. ** CSIS On Demand ------------------------------------------------------------ Watch our latest Maritime Security Dialogue, “Naval Innovation and Capabilities: Charting the Future, Today (https://www.csis.org/events/naval-innovation-and-capabilities-charting-future-today) ,” cohosted by CSIS’s International Security Program and the US Naval Institute in July. ** Sounds ------------------------------------------------------------ The CSIS Podcast “Zika Moves North (https://www.csis.org/podcasts/csis-podcast) ,” discusses how the US and Brazil are handling the recent outbreak of the virus. ** I Like It Like That ------------------------------------------------------------ The latest media push (https://techcrunch.com/2016/08/08/berlin-based-spectrm-delivers-the-news-via-facebook-messenger/) may come directly to you via Facebook Messenger. ** Smiles ------------------------------------------------------------ I first met Aaron Neville in the late 1980s when as a Tulane undergrad, I lived down the street from him in New Orleans’ 13th Ward. I was throwing the football in the street with my friends and Aaron came out to say hello and throw the ball with us. Our jaws hit the asphalt. The Neville Brothers were the kings of the New Orleans music scene and still had a niche, underground following. Except Aaron, with his unique voice, his Grammy winning voice, was already larger than life. Aaron is a big guy. Physically imposing and has tattoos on his face. He used to wear tight, sleeveless shirts which showed off his biceps and his St. Jude earing hung off his left ear in the coolest possible way. And he was the sweetest, nicest guy you could ever meet—instantly. Aaron will be inducted (along with his brothers) into the Rock and Roll Hall of Fame someday. But he’s already larger than life. His music is known globally and Jimmy Fallon even does a great impression of Aaron. Just a few weeks ago, Aaron released a new album, “Apache (https://www.youtube.com/watch?v=9MamxVm9jmY) .” It’s a funk and soul record that will stand the test of time. Amazing musicians back him on the record, Eric Krasno, Eric Struthers and Charles Neville to name a few. Yet as always, it’s that voice of Aaron’s that is the showstopper. There’s only one voice like it in the world, as Aaron’s brother Cyril is fond of saying. How true, and how sweet. ** Feedback ------------------------------------------------------------ I always welcome and benefit from your feedback.
