By Burgess Everett (@burgessev or mailto:beverett@politico.com beverett@politico.com ) MARK YOUR CALENDAR: The House has voted for a full year of DHS funding, meaning we won't have another spending battle until September. But there's an even heavier lift that will come in October or November, per the CBO, when the debt limit needs to be lifted. "Republicans have no clue what, if anything, they will demand in exchange for raising the debt cap. 'These conversations are really in their nascent stage,' said House Budget Committee Chairman Tom Price (R-Ga.), who said he prefers returning to the so-called Boehner rule, requiring spending cuts at least equal in size to any increase in the debt ceiling. 'I don't know what we will ultimately decide.'" Brian Faler: http://go.politicoemail.com/?qs=3cf202ab7ca931211e089508f44462237d91c63b3e75fec2529569c9967df65a http://go.politicoemail.com/?qs=3cf202ab7ca931211e089508f44462237d91c63b3e75fec2529569c9967df65a GOP stuck with weakened Boehner: Of course the next cliff is much sooner, the March 31 deadline for passing a new Doc Fix for Medicare payments. And despite all the grumbling from conservatives, House Republicans are probably going to be stuck with House Speaker John Boehner as they take on a series of cliffs. "The best argument Boehner's friends make about his future is that no one else in the Capitol wants his job - hardly a ringing endorsement of Boehner's legislative finesse. 'I would ask the question this way: 'If not John Boehner, who?' said Rep. John Kline." Jake and Bres: http://go.politicoemail.com/?qs=3cf202ab7ca931218cc284ce30394989f51f346a856570d40a8b17f387d4f242 http://go.politicoemail.com/?qs=3cf202ab7ca931218cc284ce30394989f51f346a856570d40a8b17f387d4f242 Fears of gridlock: On the Senate side there's a different problem. Republicans don't have 60 votes and Senate Minority Leader Harry Reid has shown his iron grip on the caucus can torpedo plenty of legislation. And that means the DHS fight is just the first test for Republicans' promises to prove they can govern with majorities in both Congresses. Indiana Sen. Dan Coats, who hasn't decided whether to run for reelection, is watching things closely: "I thought we were off to a good start with Keystone, but now we've hit a wall, so I'm trying to weigh where we are going for the next 18 months or so." And some Republicans now say they oversold their abilities in November. "Those people who ran around telling Americans that if both houses are in one party that things are going to start happening, with all due respect, probably oversold it," said Rep. Mark Amodei (R-Nev.). Manu Raju: http://go.politicoemail.com/?qs=3cf202ab7ca9312174cda607c23a99e7017faa81b3003c5fb8adaebc302c818b http://go.politicoemail.com/?qs=3cf202ab7ca9312174cda607c23a99e7017faa81b3003c5fb8adaebc302c818b BENJAMIN NETANYAHU WARNS ON 'BAD DEAL': The Israeli Prime Minister gave a thundering speech with a lot of applause lines on Tuesday as he hammered the negotiators in the Obama administration and across the world working to strike a nuclear deal in Iran. "Though he said he was 'grateful' for all President Obama has done for Israel, Netanyahu went on to excoriate the administration for what he called its failure to insist on terms tough enough or enduring enough to prevent Iran from acquiring a nuclear weapon. 'It doesn't block Iran's path to the bomb; it paves Iran's path to the bomb,' Netanyahu said." WaPo: http://go.politicoemail.com/?qs=3cf202ab7ca931214510fbe230c534053667b34db71894c6817a3dac0f9107d9 http://go.politicoemail.com/?qs=3cf202ab7ca931214510fbe230c534053667b34db71894c6817a3dac0f9107d9 Democrats do not like what they hear: House Minority Leader Nancy Pelosi, who was visibly frustrated with Netanyahu during the address, led the post-Democratic charge against the address by deeming it "an insult to the intelligence of the United States." But she was far from alone as House Democrats held a press conference to bash the PM's address and Senate Democrats scratched their head at exactly what he wanted. "He seemed to say that there was no way [to] ever trust Iran. Which says to me you can't have a deal with Iran. And then he said, 'Well, why don't you work for a better deal?' So it was confusing," said Sen. Barbara Boxer (D-Calif.). "I think he had circular reasoning." Our story: http://go.politicoemail.com/?qs=3cf202ab7ca93121ccc401c1486c51bf7d0767805b163e56235e8a5eee1d1fda http://go.politicoemail.com/?qs=3cf202ab7ca93121ccc401c1486c51bf7d0767805b163e56235e8a5eee1d1fda GOP responds legislatively: Just a couple hours after Netanyahu was done, Senate Majority Leader Mitch McConnell began moving the Senate toward a bill that would allow Congress to vote up or down on a nuclear deal. But the Republicans quickly encountered a problem: Democrats angry that the bill hasn't even passed committee yet. An "outraged" Bob Menendez took to the floor on Tuesday to say he will vote against his own bill if the process doesn't change, and when you've lost Menendez...My story: http://go.politicoemail.com/?qs=3cf202ab7ca93121144380235970e83ffb1115d1ebe5edebb481e0e082fbbe53 http://go.politicoemail.com/?qs=3cf202ab7ca93121144380235970e83ffb1115d1ebe5edebb481e0e082fbbe53 OBAMACARE BACK AT THE SUPREME COURT: The SCOTUS watchers began lining up in the miserable D.C. drizzle yesterday evening to see Solicitor General Donald Verrilli try once again to defend the healthcare law from legal challenges today. NYT: "Mr. Verrilli will again face Michael A. Carvin, who represented the plaintiffs last time. Mr. Carvin will argue that the law forbids the federal government from providing tax subsidies to help people buy insurance in the three dozen states that have refused to establish their own insurance marketplaces, known as exchanges. The federal government runs the exchanges in those states. If subsidies are not available in them, more than six million Americans could lose health care coverage and insurance markets could collapse, imperiling the health care law itself." http://go.politicoemail.com/?qs=3cf202ab7ca93121b996cfec83fd7f9da216fe94bbef4d533ce68245031806b4 http://go.politicoemail.com/?qs=3cf202ab7ca93121b996cfec83fd7f9da216fe94bbef4d533ce68245031806b4 ** The Beer Institute represents the American beer industry, which employs more than 2 million Americans earning nearly $79 billion in wages and benefits. Welcome to the Huddle, your play-by-play guide to everything Capitol Hill, where your daily Congress fix won't be scuttled by mere snowfall. Please send tips to mailto:beverett@politico.com beverett@politico.com and follow along on Twitter @burgessev. TODAY IN CONGRESS - The Senate is in at 9:30 a.m. and will vote on the NLRB resolution and to break a filibuster on the Keystone veto override starting at about 11:45 a.m. The House is in at 10 a.m. and will begin voting on a passenger rail bill around 2:30 p.m. Thursday wipeout: The threat of a snowstorm in Washington has CANCELED Thursday's House session. Lots of members are traveling to Selma this weekend so that's probably a factor. AROUND THE HILL - At 10 a.m., Sens. Mike Lee and Marco Rubio will roll out their tax plan in the Senate studio and Senate women, led by Barbara Mikulski, will speak out on the floor against human trafficking. At 11:15 a.m. Democratic Leader Pelosi and Rep. Donna Edwards will unveil a new task force in HVC Studio A. At 11:30 a.m. House Democrats, Mark Kelly and former Rep. Gabrielle Giffords will unveil new gun legislation in Cannon 234 and Rep.Ron Kind and the New Democrats will unveil their new policy agenda in HVC StudioB. At noon a number of progressive House Democrats and outside groups like the AFL-CIO will host a press conference taking on new trade deals in HVC 215.At 2 p.m., Sen. Chris Murphy will talk King v. Burwell in at 2 p.m. in S-115. At 3 p.m., Rep. Lloyd Doggett and other Democrats will unveil new tax credit legislation in HVC Studio B. At 6:30 p.m. Rep. Rodney Davis and the Illinois State Society host a ceremony celebrating Lincoln. TUESDAY'S MOST CLICKED: Mike Lillis's comprehensive list of Democrats that skipped the Netanyahu address. OBAMA'S NEXT VETO(S): The Senate will wrap its work on disapproving of the National Labor Relations Board new election policies today, then it's on to the House shortly thereafter. Alas, it will meet the same fate as the Keystone XL Pipeline: A presidential veto. That was one of three veto threats that came from the other end of Pennsylvania Ave. on Tuesday, as the White House also threatened to block two House science bills. That's 18 official Statements of Administration Policy this Congress, and all but one are veto threats. The bill would allow lawmakers to set negotiating objectives for trade deals in exchange for a yes-or-no vote, giving trading partners confidence Congress will not pick agreements apart. 'I can't agree to something that is going to diminish the power of ... the fast track approach, that's one of the difficulties we are having,'" Hatch said. "Members of the New Democrat Coalition have struggled for years to make their centrist message heard in the larger, and distinctly more left-leaning, House Democratic Caucus. The 46 self-described 'moderate' and 'pro-growth' House members in the coalition say they agree with the rest of their caucus on "90 percent of the issues" - it's the remaining 10 percent that's harder to summarize ...'The New Dems' message doesn't fit on a bumper sticker,' [said Rep. Derek Kilmer]. 'So I said we should stand on the steps of the Capitol and shout, 'What do we want? A comprehensive approach to job creation that includes tax reform, investments in infrastructure and a pro-growth budget that invests in our future!'" http://go.politicoemail.com/?qs=3cf202ab7ca93121bd6ee73d52b7ec0f86710a3b1bc3d7e6aa5641c80ec55e27 http://go.politicoemail.com/?qs=3cf202ab7ca93121bd6ee73d52b7ec0f86710a3b1bc3d7e6aa5641c80ec55e27 THE EARLY CAMPAIGNERS: Maryland Democrats are already scrambling for Mikulski's seat and Joe Sestak is set to announce his run against Sen. Pat Toomey today in Pennsylvania. But the jockeying isn't only relegated to the Senate, and it is not hyperbole to say that House races never really stop. Let's take a trip up to the Real Maine, where Mainers deride where I'm from as Southern Massachusetts. "The 2016 campaign in Maine's 2nd Congressional District kicked off Tuesday when Democrat Emily Cain said that she will seek a rematch with freshman U.S. Rep. Bruce Poliquin ... 20 months before Election Day and just two months after the Republican congressman's swearing-in."
