POPPING IN IOWA - SANTORUM TO LAUNCH JOBS TOUR - Former Pennsylvania Sen. Rick Santorum will unveil plans this morning for a 10-city summer swing across Iowa, branded the "Courage to Fight for American Jobs" tour. The campaign push starts July 5, with this itinerary to follow: July 5 - Waukee, Burlington, Ainsworth and Marion; July 6 - Cedar Rapids, Davenport and Cedar Falls; July 7 - Sheffield, Ford Dodge and Sioux City. From the announcement: "Senator Santorum will address his plan to bring manufacturing jobs back to America and discuss revitalizing our industrial and high-tech sectors with businesses across Iowa."

FIRST IN SCORE - SBA LIST VS. HUNTSMAN - The Susan B. Anthony List will take aim at Jon Huntsman this morning for declining to sign the group's strict anti-abortion pledge, with SBA List president Marjorie Dannenfelser calling it "extremely disappointing to see another candidate who is running on a pro-life message refuse to sign the promise to voters that he will act as a leader for our movement if elected to the White House." Huntsman opposes abortion, but says that he won't sign any pledges from political groups during the 2012 campaign. Dannenfelser isn't convinced, saying in a statement: "In order to become President of the United States one has to take the pledge of all pledges: the
Presidential oath of office ... So really, Huntsman does take pledges, just not the kind which address specific issues he will face if elected President."

MORE - HE HAS COMPANY - Three other Republican candidates are in the same boat as Huntsman: Mitt Romney, Gary Johnson and Herman Cain all previously announced they'd take a pass on the SBA List pledge. THE HOUSE CAMPAIGN - MEET THE NEW RYAN PLAN - The Democratic Congressional Campaign Committee has been pummeling Republicans for months over their support for Wisconsin Rep. Paul Ryan's controversial budget plan. Now, the DCCC is targeting Republicans over a lower-profile bill that the committee argues will "end Social Security." This one is a measure proposed by National Republican Congressional Committee Chairman Pete Sessions, allowing Americans to opt out of the Social Security system. The DCCC is launching robo-calls against 14 Republican members of Congress on the issue, tying them to "Republican leaders' scheme to gamble the Social Security that seniors worked a lifetime to earn,"
and warning: "One bad market could wipe out years of savings, putting generations of retirees at risk." The target list: Reps. Paul Gosar, David Schweikert, Dan Webster, Allen West, Tom Latham, Joe Walsh, Tim Johnson, Bobby Schilling, Renee Ellmers, Jon Runyan, Michael Grimm, Jim Gerlach, Pat Meehan and Reid Ribble.

MONEY TALKER - THE $15 TO $20 MILLION MAN - Mitt Romney will raise less than $20 million in the second fundraising quarter of the year, outdistancing his Republican primary rivals but failing to send a message of overwhelming financial force. Romney spokeswoman Gail Gitcho confirmed to the Wall Street Journal on the record that Romney will have raised between $15 million and $20 million for the quarter, and the paper reports that he will be getting some additional help from the pro-Romney super PAC, Restore our Future. The Journal: "A separate political entity created by supporters of Mr. Romney is expected to report at least $10 million, according to people close to the committee ... None
of Mr. Romney's rivals are expected to raise more than $10 million in the quarter, with the possible exception of Texas Rep. Ron Paul. Former Minnesota Gov. Tim Pawlenty will report garnering less than $5 million, according to people close to his campaign."

FLASHBACK TO 2007: Romney raised more than $21 million for his presidential campaign in his first quarter as a declared candidate last time around. He'll fall well short of that mark this time. Fairly or unfairly, that takes some of the pressure off lower-performing primary candidates; it also means that if President Obama hits his announced fundraising target of $60 million, he'll leave even the GOP frontrunner far behind in the dust. Republicans are already buzzing about what Romney's number might mean for a certain Western governor who's thinking about getting into the race if the right organizational and financial support is available.

BUT - STILL EYEING THE GENERAL: Romney and President Barack Obama will both be working the Keystone State today, as the former Massachusetts governor seeks once again to counter-program Obama's travel schedule. On Tuesday, Romney gave an interview to the Des Moines Register attacking Obama's economic performance, just as the president was headed to Iowa for a visit. Today, Romney will visit a now-closed factory that Obama toured in December 2009 to tout the success of the stimulus. The Morning Call: "Romney will hold a late afternoon news conference at the now shuttered factory, Allentown Metal Works ... At approximately the exact time that Romney is talking to reporters in Allentown in
front of the empty factory, President Obama will be speaking to a room of donors at the Hyatt Hotel in Philadelphia."

During his East Room press conference Wednesday - his first since the kickoff of the 2012 Republican campaign - Obama drew that comparison in the starkest terms to date, likening veteran politicians in their 40s, 50s and 60s to his young daughters, Sasha and Malia. 2012 CALENDAR WATCH - HALEY REBUKED - South Carolina will keep its state-funded presidential primary after all. Despite the best efforts of Republican Gov. Nikki Haley to kill government financing for the election, the GOP-held state House and Senate voted yesterday to override the first-year governor's veto. Haberman: "It preserves the primacy of the South Carolina primary as the gateway to the South - there had been talk of possibly creating a caucus system with Haley's veto looming - while allowing Haley to claim fiscal-conservative credentials by having nixed the government funding for it in the first place."

ELSEWHERE IN S.C. - BACHMANN GETS PERSONAL IN ROCK HILL - Minnesota Rep. Michele Bachmann finished her three-state, four-day announcement tour last night with a town hall meeting at Winthrop University, drawing more than 600 attendees to an event that turned deeply personal. Bachmann's known as a sharp-elbowed, bomb-throwing political pugilist, but when she got a question about her position on abortion she took the answer in a different direction. Hohmann reports: "Michele Bachmann says her opposition to abortion and much of her outlook on the world were shaped by a previously undisclosed miscarriage she suffered over two decades ago ... Bachmann said the miscarriage led to her and her
husband's decision to take in 23 foster children on top of a family that grew to include five biological children. But, she said, it also prompted them to reconsider their professional lives and goals."

THE MAN IN THE WINGS - PERRY TO MEET CALIF. FAN CLUB: Rick Perry will be in Sacramento this afternoon and the excitement there is already building, at least among a group of California state legislators who are urging the Texan to run for president. About two dozen lawmakers have signed on to the Draft Perry push, led by Assemblyman Dan Logue, who told the San Francisco Chronicle that "he's been inundated, 'people from all over' are calling and wanting in on the meeting ... Perry's message is 'job creation,' and his record backs it up, argued Logue ... So on Thursday, 'we're going to talk about that dynamic and we're all going to be encouraging him to run,' he said."

AND - GOING GLOBAL - Perry turned his attention beyond Texas to stake out a hawkish position on Israel, urging Attorney General Eric Holder to prosecute pro-Palestinian activists who plan to protest the blockade of Gaza. The Texas Tribune: "The letter, dated June 28, underscores the widening reach of Perry's interest in national and international affairs ... In May, Perry issued a press release slamming the president for advocating an Israeli-Palestinian peace deal based largely on the land borders that were in place before the 1967 Arab-Israeli war."

TODAY AT THE FEC - SUPER PAC FRIENDS? The Federal Election Commission will take up a request this morning to decide whether federal candidates can solicit massive donations for super PACs from corporations, unions and individuals. Campaign finance advocates say that's a back door to letting candidates raise - and get influenced by - unlimited sums of money. POLITICO's Ken Vogel: "FEC staff lawyers have produced three competing draft answers for commissioners to consider Thursday ... As POLITICO revealed this week, Pelosi and Reid, who decried Republican super PAC spending during the 2010 midterm elections, recently began raising money in $5,000 chunks for the two Democratic super PACs that
filed the FEC request to be considered Thursday - House Majority PAC and Majority PAC."

MINNESOTA SHUTDOWN WATCH - DOWN TO THE WIRE: The home state of two Republican presidential candidates could be without an active state government as soon as tomorrow, as Minnesota legislators remain locked in a staring contest with Democratic Gov. Mark Dayton over how to balance the budget. If Minnesota shuts down, both Pawlenty and Bachmann will be expected to respond - especially Pawlenty, who's being blamed by Democrats for much of the budget gap the state's trying to fix. The Star-Tribune: "Dayton and Republican lawmakers continued working on finding a budget solution that would avert a shutdown. While they huddled in intense talks throughout the day, there were no signs of a major
breakthrough."

NO COMEBACK FOR CARSON - DEMS LOSE OKLA. RECRUIT - Democrats hoped they'd be able to hold retiring Rep. Dan Boren's seat by nominating ex-Rep. Brad Carson, Boren's predecessor. But after indicating that he'd enter the race, Carson reversed course in a Facebook post yesterday and said he won't run, increasing the likelihood of a GOP pickup.
