By Seung Min Kim ( mailto:skim@politico.com skim@politico.com or @seungminkim) NEW THIS A.M.: PUBLIC SUPPORT FOR IRAQ, SYRIA AIRSTRIKES - The Washington Post and ABC News with a fresh poll out today: "Americans overwhelmingly view Islamic State terrorists as a serious threat to vital U.S. interests and, in a significant shift, widely support airstrikes in Iraq and Syria ... The nation's increasingly hawkish mood will form part of the backdrop for a speech by President Obama on Wednesday, when he will outline his thinking on how to confront the threat from the Islamic State." --"Over the past month, Obama has authorized limited military airstrikes in Iraq against the Islamic State and sent several hundred U.S. troops to the region to protect American personnel. But he has faced increasing calls from lawmakers in both parties to expand the U.S. military role, not only in Iraq but also in Syria, where the administration has been reluctant to intervene directly in that country's civil war ... The speech and session with congressional leaders are aimed at generating strong public backing and support from Congress for whatever mission Obama decides to launch. Congressional leaders said late Monday that they do not expect the White House to ask for authorization for his new strategy, according to senior House and Senate aides." --"Today, 71 percent of all Americans say they support airstrikes in Iraq - up from 54 percent three weeks ago and from 45 percent in June. Among those who say Obama has been too cautious, 82 percent support the strikes; among those who think his handling of international affairs has been about right, 66 percent support them. Nearly as many Americans - 65 percent - say they support the potentially more controversial action of launching airstrikes in Syria, which Obama has not done." http://go.politicoemail.com/?qs=f2bf9c04f91e7e12bbb4f19cff484f9db75d60bed7733c075f1268c9a784049d http://go.politicoemail.com/?qs=f2bf9c04f91e7e12bbb4f19cff484f9db75d60bed7733c075f1268c9a784049d HILL LEADERSHIP ON ISIL: NOT GETTING INVOLVED - Jake Sherman and John Bresnahan write for the hometown paper: "Top House Republican and Senate Democratic leadership have next to no interest in passing any sort of legislation to deal with the Islamic State of Iraq and the Levant (ISIL) threat in Iraq and Syria, according to aides. The top lawmakers believe President Barack Obama has enough authority as commander in chief to launch strikes without congressional action - at least for a short period of time. --"And neither Senate Majority Leader Harry Reid (D-Nev.) nor Speaker John Boehner (R-Ohio) think Congress has any role - unless Obama asks them directly to take a proposal up ... There's still a chance Congress will have to pass something to facilitate an anti-ISIL military campaign by U.S. forces. Obama could ask for additional money to combat the threat, and that could end up in a must-pass government-funding bill set to hit the House floor this week. The hesitance from congressional leaders on moving forward on an ISIL resolution isn't matched by their own backbenchers." http://go.politicoemail.com/?qs=f2bf9c04f91e7e1283083d9a5134e1e0ce9db4bc951a19a58cbdeea32832896c http://go.politicoemail.com/?qs=f2bf9c04f91e7e1283083d9a5134e1e0ce9db4bc951a19a58cbdeea32832896c --The New York Times has more on why Congress is divided on a response to the Islamic State: http://go.politicoemail.com/?qs=f2bf9c04f91e7e12f563ac76f1c5bd5a2785c6a08ceaed19c0b8c1913e387a2b http://go.politicoemail.com/?qs=f2bf9c04f91e7e12f563ac76f1c5bd5a2785c6a08ceaed19c0b8c1913e387a2b --Today's Oval Office meeting with President Barack Obama, Vice President Joe Biden, Senate Majority Leader Harry Reid, Senate Minority Leader Mitch McConnell, Speaker John Boehner and House Minority Leader Nancy Pelosi is scheduled for 3:15 p.m. Administration officials will brief senators on Wednesday re: ISIL and House lawmakers one day later: http://go.politicoemail.com/?qs=f2bf9c04f91e7e12856cb2d8401db816e7619a5aa303ea58a473496a7a7003c3 http://go.politicoemail.com/?qs=f2bf9c04f91e7e12856cb2d8401db816e7619a5aa303ea58a473496a7a7003c3 --GOP Sens. Lindsey Graham of South Carolina and Johnny Isakson of Georgia are calling for Special Forces in Iraq and Syria. From Robert Costa and Ed O'Keefe of the Washington Post: " 'Air power alone won't be enough,' Sen. Johnny Isakson (R-Ga.) said in an interview with The Washington Post. 'We need to put together a wide-ranging coalition and have our Special Forces support it' ... Sen. Lindsey Graham (R-S.C.), in a separate interview, agreed. 'It's not possible to be successful on the ground without strong American hand-holding,' Graham said. 'What you'd want to do is interject Special Forces into kill-the-leader-type operations.' Graham and Isakson have long been two of the Senate GOP's leading hawks on foreign policy." http://go.politicoemail.com/?qs=f2bf9c04f91e7e1289e77ddb0555c0b79afd5ef2a7f32d7ce9ff01c0a92fed05 http://go.politicoemail.com/?qs=f2bf9c04f91e7e1289e77ddb0555c0b79afd5ef2a7f32d7ce9ff01c0a92fed05 SEEMS HIGH - Gallup: "Congress Approval Sits at 14% Two Months Before Elections" http://go.politicoemail.com/?qs=f2bf9c04f91e7e12834b8e7d32c31fb715de8f3c00edca15cc1fad371a3b4dcc http://go.politicoemail.com/?qs=f2bf9c04f91e7e12834b8e7d32c31fb715de8f3c00edca15cc1fad371a3b4dcc DEM BLOWBACK BEGINS ON IMMIGRATION - The Colorado Immigrant Rights Coalition plans to hold a protest outside Sen. Michael Bennet (D-Colo.)'s Denver office today registering their dismay with President Barack Obama's move to delay executive action on immigration. Per a statement from the group: "The lack of leadership on this issue from [Obama] and Colorado Senators Udall and Bennet has not gone unnoticed. President Obama and Senate Democrats will continue to be held accountable until they deliver what has been promised and is long overdue.' --Bennet is a member of the Gang of Eight that wrote the comprehensive immigration reform bill and, of course, is also the chairman of the Democratic Senatorial Campaign Committee, which is trying to protect a host of incumbents in red states who pushed the White House against acting unilaterally. @StephenAtHome: You can count on congress to pass immigration reform next year just as you can count on me to cover it on The Colbert Report next year. @rachelweinerwp: Mark Warner says he's 'troubled' by executive action on immigration, because he's not sure it can be comprehensive enough EBOLA FUNDING INCLUDED IN HOUSE CR - The Wall Street Journal's Kristina Peterson and Michael R. Crittenden: "House Republicans will include additional funding in their short-term spending bill to help address the outbreak of Ebola in Africa, House Appropriations Committee Chairman Hal Rogers (R., Ky.) told reporters Monday. Mr. Rogers said he expected the House to vote this week on the stopgap measure to keep the government running beyond the end of the month. The legislation could be released as soon as Tuesday and will not include any new controversial policy measures, he said." http://go.politicoemail.com/?qs=f2bf9c04f91e7e1204b5b136cad8fbff751d352726f9835294f9fe1ce2dff5b1 http://go.politicoemail.com/?qs=f2bf9c04f91e7e1204b5b136cad8fbff751d352726f9835294f9fe1ce2dff5b1 EX-MCMORRIS RODGERS AIDE SPEAKS OUT ON ETHICS CASE: The Seattle Times's Kyung M. Song: "The former spokesman for Rep. Cathy McMorris Rodgers who allegedly filed an ethics complaint against her last year broke his silence Monday, alleging the Spokane Republican retaliated against him and claiming her staff may have lied to investigators. In a four-page email sent to The Seattle Times and other media outlets, Todd Winer said he was interviewed by the House Ethics Committee as recently as last week. He said he expects the committee to move ahead with the case after the midterm elections by convening an investigative subcommittee." --McMorris Rodgers's attorney tells the Times: "We are sorry to see more frivolous allegations and information from the same source. From the beginning the Congresswoman and her staff have fully cooperated with the Ethics Committee and will continue to do so should it have more questions." http://go.politicoemail.com/?qs=f2bf9c04f91e7e12d584b9fef9a9afa975836d4e6f1d3841e68e75a61bb94979 http://go.politicoemail.com/?qs=f2bf9c04f91e7e12d584b9fef9a9afa975836d4e6f1d3841e68e75a61bb94979 --Roll Call's Matt Fuller has full text of Winer's email here: http://go.politicoemail.com/?qs=f2bf9c04f91e7e12767073cdd101afc96b18df50e8676fc08c35bfb5f12b9e1e http://go.politicoemail.com/?qs=f2bf9c04f91e7e12767073cdd101afc96b18df50e8676fc08c35bfb5f12b9e1e CHENEY TO MEET HOUSE GOP - The Los Angeles Times's Lisa Mascaro reports: "The meeting is billed as a pep talk before the fall election, when Republicans are favored to gain seats. Cheney's visit with the House GOP will be held at the Republican National Committee headquarters. But on the eve of President Obama's address to the nation about an offensive against Islamic militants, Cheney's presence brings to mind an earlier era of the Iraq war under Bush." http://go.politicoemail.com/?qs=f2bf9c04f91e7e122b2addb8ef7d07816a214d28f40223e6740e42c8b03a8ac0 http://go.politicoemail.com/?qs=f2bf9c04f91e7e122b2addb8ef7d07816a214d28f40223e6740e42c8b03a8ac0 WORTH A CLICK - Check out MSNBC correspondent Kasie Hunt's interview with Sen. Here's his statement going out later today: "I have dedicated this year to introducing policy proposals on a wide range of issues affecting South Florida and the Keys that includes reforming our anti-poverty programs, creating jobs, and helping more people attain higher education. In the next Congress, Carlos Curbelo can help me deliver on these kinds of ideas as we serve the people of Florida's 26th Congressional District." --Garcia defeated former Rep. David Rivera (R-Fla.) in 2012, a longtime Rubio friend who was dogged by scandal during his brief stint in the House. Rubio told POLITICO back in May that he wouldn't endorse Rivera - who tried running again - unless he won the primary. http://go.politicoemail.com/?qs=f2bf9c04f91e7e12a8266048408f8087ff416a8fb7779ad0c8da2b61a0816279 http://go.politicoemail.com/?qs=f2bf9c04f91e7e12a8266048408f8087ff416a8fb7779ad0c8da2b61a0816279 HOYER, MCCARTHY NEGOTIATING EX-IM DEAL - POLITICO's Jake Sherman and John Bresnahan with the details of the back-channel discussions between the two second-ranking members in the House: Majority Leader Kevin McCarthy (R-Calif.) and Minority Whip Steny Hoyer (D-Md.): "In the [Friday] phone call, Hoyer pressed McCarthy [to] pass a full seven-year extension of the agency as called for in Democratic legislation. Hoyer said he would be willing to accept a five-year extension. Hoyer thinks Democrats have a strong negotiating position." --"When McCarthy said that wasn't possible, the bargaining over short-term extensions began, according to Democratic and Republican sources. There was every reason to believe them: Dingell posted on his Twitter account photos from the hospital, including a message that he was catching up on the Tigers' game and planned to catch the Lions on 'Monday Night Football.' His office said doctors expect him to be released in a few days and that he plans to return to Washington for congressional meetings next week." http://go.politicoemail.com/?qs=f2bf9c04f91e7e12e4a16699ba5b4d4d715a0fdc1bbc10f498099242d488c92f http://go.politicoemail.com/?qs=f2bf9c04f91e7e12e4a16699ba5b4d4d715a0fdc1bbc10f498099242d488c92f @john_dingell: Terrific way to start the game, @Lions. Just what the doctor ordered. (Not really. They ordered antibiotics, thankfully. But the TD helps.) COMING ATTRACTIONS: D.C. STATEHOOD HEARING - The Washington Post's Mike DeBonis: "The campaign to make the District of Columbia into the nation's 51st state will get its first hearing on Capitol Hill in more than two decades. The Senate Homeland Security and Governmental Affairs Committee, chaired by Sen. Tom Carper (D-Del.), will hear testimony next Monday, Sept. 15, on the New Columbia Admission Act of 2013. The bill would shrink the federal district to a small area surrounding the White House and Capitol and admit the remainder of the District of Columbia as the 51st state. Carper introduced the statehood bill last year and had pledged to activists that he would hold a hearing." http://go.politicoemail.com/?qs=f2bf9c04f91e7e1292ddb9888868bf8de5763c3286fc6729926c774b67bc7497 http://go.politicoemail.com/?qs=f2bf9c04f91e7e1292ddb9888868bf8de5763c3286fc6729926c774b67bc7497 INFLUENCE THEFT: CANTOR AIDE TO PSW - Our buddy Byron Tau over at POLITICO Influence reports: Chris Vieson - former House majority Leader Eric Cantor's floor director - is joining the boutique public affairs and lobbying shop Public Strategies Washington as a partner. "Not surprisingly, through his years of service in leadership offices Chris has developed personal relationships with virtually all Republican members and key staffers," wrote firm president and CEO Joseph O'Neill in an email. BENGHAZI'S BACK - Fox News reports on the first public hearing for the select committee, scheduled for the week of Sept. 15: "The hearing is expected to focus on the State Department's Accountability Review Board, which examined Benghazi's aftermath. The board published a report chronicling what was known about the 2012 Benghazi attack, in which four Americans including Ambassador Chris Stevens were killed. Witnesses have not yet been announced. The Accountability Review Board was chaired by former Ambassador Thomas Pickering and vice chaired by former Joint Chiefs of Staff Chairman Adm. Mike Mullen." http://go.politicoemail.com/?qs=f2bf9c04f91e7e12c8d7f2ef029f4869d929b3228a67b248f2ddd8a2bcaa3d60 http://go.politicoemail.com/?qs=f2bf9c04f91e7e12c8d7f2ef029f4869d929b3228a67b248f2ddd8a2bcaa3d60 SENATE ADVANCES CAMPAIGN FINANCE AMENDMENT - But the bipartisanship ends there, as Burgess Everett writes: "Many of the Republicans only voted for the bill to foul up Democrats' pre-election messaging schedule, freezing precious Senate floor time for a measure that ultimately has no chance of securing the two-thirds support necessary in both the House and Senate to amend the Constitution. The legislation needed 60 votes to advance and Democrats took a cynical view of the 79-18 tally. Senate Majority Leader Harry Reid (D-Nev.) said the GOP's tactic was simply to 'stall' because it would eat up limited floor time that Democrats are eyeing for votes aimed at encouraging gender pay equity and raising the minimum wage." http://go.politicoemail.com/?qs=f2bf9c04f91e7e12c98676f7f5151fe0a2ae63eac51249db15b88d6be98268ff http://go.politicoemail.com/?qs=f2bf9c04f91e7e12c98676f7f5151fe0a2ae63eac51249db15b88d6be98268ff --How Senate Dems advertise a press conference when Republicans try to mess with the floor schedule: "AS SENATE DEBATES A CONSTITUTIONAL AMENDMENT TO OVERTURN CITIZENS UNITED, SENATE DEMOCRATS FIGHT TO FIX BROKEN CAMPAIGN FINANCE SYSTEM SO NATION'S YOUNG PEOPLE CAN HAVE A FAIR SHOT TO AFFORD COLLEGE" ROTHENBERG: SENATE GOP TO PICK UP 7+ SEATS - The veteran prognosticator writes: "While the current Rothenberg Political Report ratings don't show it, I am now expecting a substantial Republican Senate wave in November, with a net gain of at least seven seats. But I wouldn't be shocked by a larger gain ... Of the seven Romney Democratic seats up this cycle, Montana, South Dakota and West Virginia are gone, and Arkansas and Louisiana look difficult to hold. Alaska and North Carolina, on the other hand, remain very competitive, and Democrats rightly point out that they have a chance to hold both seats." http://go.politicoemail.com/?qs=f2bf9c04f91e7e12d59e3b68dffc2346c79997828b90bb246ab766d2b8f0bd16 http://go.politicoemail.com/?qs=f2bf9c04f91e7e12d59e3b68dffc2346c79997828b90bb246ab766d2b8f0bd16 @RalstonReports: mailto:.@SenatorReid .@SenatorReid adds rider to new First Amendment amendment to muzzle @StuPolitics. OUT TODAY: 'CITY OF RIVALS' - Bipartisan Policy Center President Jason Grumet is out with his book "City of Rivals" today, and Huddle snagged this little nugget, from when former Majority Leader Trent Lott's phone rang at 2 a.m. and Bill Clinton was on the other line. "I answered and heard the White House Operator say, 'please hold for the President?' ... He explained that he needed my help. It was a very important issue and he expect my support. I told him that I would be happy to work with him. I hung up the phone and my wife asked 'what did the President want?' I told her that I didn't really know but I thought it might have something to do with Latin America." The upshot here from Grumet: Hard to imagine Mitch McConnell and President Obama having the same convo. http://go.politicoemail.com/?qs=f2bf9c04f91e7e1262097fff5006c185d622bd5a470e496fc59d782ddd1e72cc http://go.politicoemail.com/?qs=f2bf9c04f91e7e1262097fff5006c185d622bd5a470e496fc59d782ddd1e72cc (h/t Burgess Everett) WHERE'S THE FASHION POLICE? - Huddle believes this would be a no-no under the Speaker's well-known preference for proper attire on the House floor, via The Hill: "SPOTTED: Rep. Sheila Jackson Lee sporting a pair of white flip-flops with her pearls while on the House floor on Monday. While the Texas Democrat was all business on top - wearing a red suit jacket with a black and white scarf and pearl necklace - she was ready to hit the beach on the bottom, with her toe-baring shoes.
