BREAKING OVERNIGHT: ANOTHER PLANE INCIDENT - The AP reports: "An Air Algerie flight from Burkina Faso to Algiers disappeared from radar early Thursday, the official Algerian news agency said. Air navigation services lost track of the plane after 50 minutes after takeoff, the agency said. That means that Flight AH5017 had been missing for hours before the news was made public. The owner of missing plane operated by Air Algerie says 110 passengers and 6 crew were aboard. ...

-- "Ougadougou is in a nearly straight line south of Algiers, passing over Mali where unrest continues in the north. However, a senior French official said it was unlikely that fighters in Mali had weaponry that could shoot down a plane. The official, who spoke on condition of anonymity because she was not authorized to speak for attribution, said the fights have shoulder-fired weapons which could not hit an aircraft at cruising altitude."

-- News of the missing plane comes in the wake of last week's tragedy in which pro-Russia separatists shot down a Malaysian Airlines plane carrying 298 passengers and crew. Bodies began arriving in the Netherlands on Wednesday, the WSJ reports: "Forty coffins bearing the first remains of those killed in the crash of Malaysia Airlines Flight 17 arrived at the military airport in the Dutch city of Eindhoven on Wednesday. After seven days of chaotic scenes at the crash site in eastern Ukraine, with the bodies of the 298 passengers decomposing in the summer heat, it was the first of many steps toward returning the victims to their loved ones. ... The Dutch crowded onto streets, flyovers and
highways in the thousands in a moment of grief and relief. The collective outpouring of sadness broke like a storm that had been brewing for days."

FAA LIFTS TRAVEL BAN TO TEL AVIV- POLITICO's Adam Snider has the story: "The Federal Aviation Administration late Wednesday lifted its 36-hour-old ban on U.S. airlines flying into and out of Ben Gurion Airport in Tel Aviv, Israel, a prohibition that had brought the agency furious criticism from Sen. Ted Cruz (R-Texas) and former New York Mayor Michael Bloomberg. The FAA had first issued the no-fly order Tuesday following a rocket that landed about a mile from the airport, and then renewed the ban earlier Wednesday. The agency said it lifted the ban after it worked 'with its U.S. government counterparts to assess the security situation in Israel ..."

SEN. WALSH PLAGIARIZED WAR COLLEGE THESIS - Jonathan Martin with a big scoop on A1 of the NYT: "Democrats were thrilled when John Walsh of Montana was appointed to the United States Senate in February. ... On the campaign trail this year, Mr. [John] Walsh, 53, has made his military service a main selling point. Still wearing his hair close-cropped, he notes he was targeted for killing by Iraqi militants and says his time in uniform informs his views on a range of issues. But one of the highest-profile credentials of Mr. Walsh's 33-year military career appears to have been improperly attained. An examination of the final paper required for Mr. Walsh's master's degree from the United States
Army War College indicates the senator appropriated at least a quarter of his thesis on American Middle East policy from other authors' works, with no attribution. Mr. Walsh completed the paper, what the War College calls a "strategy research project," to earn his degree in 2007, when he was 46. The sources of the material he presents as his own include academic papers, policy journal essays and books that are almost all available online.

-- "Most strikingly, the six recommendations Mr. Walsh laid out at the conclusion of his 14-page paper, titled 'The Case for Democracy as a Long Term National Strategy,' are taken nearly word-for-word without attribution from a Carnegie Endowment for International Peace document on the same topic."

MURKOWSKI-BEGICH TENSIONS BREW - MANU Raju writes for the hometown paper: "In Mark Begich's view, fellow Alaska Sen. Lisa Murkowski is a valuable member of his "team" on issues ranging from fisheries to fighter jets. But in the heat of Begich's bruising reelection bid, Murkowski wants off that team. Murkowski, a moderate Republican who has represented the state since 2002, is taking the unusual step of publicly rebutting her Democratic colleague's claims that the two are a close duo in Washington. She has requested her name be removed from a Begich press release noting they were on the same page on a recent vote over contraceptive legislation. She's scoffed at Begich's campaign citing their
work together in a recent 60-second radio ad. ...

-- "In an interview, she made crystal clear she's no fan of Begich citing her name without her consent. 'I just think he needs to run on his record - and not mine,' she said bluntly in the Capitol this week. When asked to characterize their relationship, Murkowski added: 'He's running for office, and I want a Republican partner.'"

D.C. ACTIVISTS STAGE ANDY HARRIS 'CONSTITUENT SERVICE DAY' - If Rep. Andy Harris (R-Md.) wants to block D.C.'s efforts to loosen its marijuana laws, then activists here say they have a laundry list of other local issues they want him to deal with. Activists are inviting D.C. residents to show up at his Longworth Building office at 11 a.m. today and present Harris with their concerns about city services and ideas for improving the community. "Given Rep. Harris' clear statement that Congress is DC's local legislature, and his keen interest in District policy, we expect he will welcome our thoughts and concerns," says a news release about the gathering. "He recently told WAMU radio that he has
a duty to legislate for the District saying, 'If they're in the federal enclave, then Congress is their local legislature.'"

NO MIGRANT AGREEMENT BEFORE RECESS - Jake Sherman and Seung Min Kim report for POLITICO: "House Republicans and Senate Democrats don't agree on much when it comes to addressing the massive influx of young migrants crossing the Texas border. But senior figures in both parties are privately in sync on one critical point: Legislation addressing the crisis won't become law until September at best - if a bill ever makes it off Capitol Hill at all. The reasons President Barack Obama's $3.7 billion request for assistance - or anything that looks like it - won't pass Congress before the August recess range from the political to the practical. ...

-- "But there's risk for Democrats and Republicans. The border crisis will continue to rage with Congress out of town in the middle of an election season, and the stalemate would provide fresh evidence that Washington's current configuration is ill-equipped to legislate."

-- House Republicans unveiled their own fix to the border crisis on Wednesday, including changes to a 2008 anti-trafficking law that would make children from central America be treated the same as minors from Mexico or Canada.

SENATE TO VOTE ON HIGHWAY BILL NEXT WEEK - Siobhan Hughes reports for the WSJ: "Senate leaders have agreed to vote next week on a bill to replenish the fund that covers the federal share of highway and mass-transit spending, a timetable that would leave just days to spare before the money is expected to run dry. Senate Majority Leader Harry Reid (D., Nev.) on Wednesday said the Senate will take up a $10.8 billion bill the House passed earlier this month, but will allow votes on four amendments. Members from both parties are eager to replenish the Highway Trust Fund, which accounts for about one-quarter of the nation's spending on mass-transit systems and the repair, operation and
maintenance of highways. The House-passed measure keeps the fund going through May 2015."

RECORD NUMBER OF EX-HOUSE MEMBERS TO FILL SENATE RANKS - WaPo's Paul Kane crunches the numbers: "Despite the record levels of unpopularity of Congress, both parties are fielding members of the House as candidates in races that will probably determine control of the Senate. Five of the most critical races feature a House member as the nominee: House Republicans are challenging Democratic Senate incumbents in Arkansas, Colorado and Louisiana, and House Democrats are trying to defend seats vacated by retiring Democratic senators in Iowa and Michigan. ...

-- "Yet party strategists contend that sitting House members have experience in fundraising and past campaigns, along with an understanding of the national issues that are in play, which trumps the potential disadvantage of being part of Washington. Primary voters in many states have demonstrated their hunger for winning the Senate majority by frequently nominating these House members by acclamation in barely contested races."
