Long Beach Country Club 2014-2020 Progress Report The board is pleased to announce that we are ahead of schedule on all aspects of the plan to modernize the course and Clubhouse facilities. The special assessment money ($200,000) was allocated to the golf course improvements. The new sand, bunker reconfiguration and dredging were completed on budget. The total cost was $305,000, with the balance of the money coming from the refinancing of the Clubhouse. Other improvements: 1. All of the repairs to the windows and stone siding and base are completed. 2. The water leak problem in the pro shop has been fixed. 3. Hot water delivery to men’s and women’s locker rooms was improved. 4. The crack between the Clubhouse and patio has been repaired. 5. Parking lot resurfaced and striped 6. Pool changing rooms have been updated 7. Pool pump was replaced 8. New roof has been installed, including new flashing 9. Repair to front archway was completed 10. Additional parking lot lighting was installed 11. Clubhouse exterior power washed and stained 12. Repairs to soffits completed 13. Repainting of dining room and bar areas 14. Service elevator repairs 15. New phone system installed 16. Upgrades to Accounting and billing software, including training costs Total cost for the improvements was approximately $200,000. All of the above have already been paid or are in the existing budget. In addition we successfully petitioned the State Fire Marshall and the Department of Homeland Security for a special variance to allow us to use our patio tent all season, saving us the cost to build a permanent structure, which would have been very expensive. The next item on the list is to replace the pool liner before next season, approximately $40,000, and money has been set aside for this project. The other big project is to replace the Halfway House (HWH) with a new facility. As you may recall the board determined that upgrades to the existing HWH are not practical. A committee was formed to retain an architect to draw plans for a new facility. This has been completed and plans are available for review in the lobby. The Board is aware that some members would prefer we do nothing to the HWH, or if we do anything to just rebuild what we have now. Unfortunately that is not an option. Many building codes and safety and access laws have changed since the HWH was built 60 some years ago. First and foremost this is a commercial structure and all plans need to be approved not just at the local level, the HWH plan must be approved by the State Fire Marshall and the Department of Homeland Security. Any new structure will need to include at least one Americans with Disabilities Act (ADA) equipped bathroom, and also HVAC and kitchen exhaust venting systems that are adequate for the amount of cooking that we actually do at the HWH. We will also need a different sink configuration and more prep space to meet codes. All of this requires more room and a new HWH will need to be larger than the existing structure. We would also take this opportunity to add some amenities; such as a screened in porch area, a roof overhang for several rain protected golf cart parking spaces and an exterior drinking fountain which will add little to the overall cost. In addition we recommend that we connect to the municipal sewer lines and bring in new water service, which will entail digging and laying pipes, which can be routed behind the 9th green. We have hard numbers on this portion of the project and this will cost about $30,000. For construction the Board is still negotiating with potential vendors and we believe that we will be able to secure a contract for $250,000 or less. Therefore we are asking membership to approve a budget of $280,000 for the combined HWH demolition, construction and connection to municipal sewer and water lines. Financing the HWH: The good news is that we have on hand all of the money required for this project. We set aside $125,000 of the money from the refinancing of the Clubhouse in 2013. By retiring the sprinkler note early, on-going savings in our monthly debt service obligation, a tax refund, on-going tax savings and increased general revenue we have $300,000 available for capital projects. We will not need an assessment to complete this project. Timing: The goal is to be operable by next May. The Board recommends that you vote for this expenditure at the annual meeting.
