By Elizabeth Titus With Tarini Parti, James Hohmann and Steven Shepard ON TO NOVEMBER: The fourth House incumbent of the cycle suffered a primary loss Tuesday as Democrat Seth Moulton defeated Rep. John Tierney in Massachusetts' 6th District. "Moulton, 35, will face moderate, openly gay Republican Richard Tisei, 52, in the fall campaign," Campaign Pro's Kyle Cheney writes. "Tisei narrowly lost to Tierney, who's been plagued by a gambling scandal involving his wife and brother-in-law, in 2012. Although the race is still expected to be close, Moulton backers have argued he's a better candidate to take on Tisei than the scandal-ridden Tierney." Latest figures: Moulton 49 percent, Tierney 41 percent, all precincts reporting. Meanwhile, another Massachusetts House primary, among Republicans in the 9th District, remained too close to call early Wednesday morning. http://go.politicoemail.com/?qs=68b93a53e16f2bebbf559a59bd06d6de8ea16743822d4405cf1d133c0482eb7d http://go.politicoemail.com/?qs=68b93a53e16f2bebbf559a59bd06d6de8ea16743822d4405cf1d133c0482eb7d Massachusetts governor (D): "Martha Coakley's quest for the Massachusetts governorship survived a scare Tuesday," Cheney writes. "The two-term attorney general beat back aggressive bids from state Treasurer Steve Grossman and former Obama administration Medicare chief Don Berwick. ... Coakley will face Republican Charlie Baker in the 10-week sprint to Nov. 4. ... Although Coakley maintained a lead as returns poured in, most polls had predicted a runaway margin. Her narrow win is certain to revive memories of her late-campaign fade against Republican Scott Brown in a 2010 Senate special election - and some Democratic strategists worried that a weak finish in the primary could knock Coakley off her front-runner footing heading into the general." Latest figures: Coakley 42 percent, Grossman 36 percent, Berwick 21 percent, 99 percent reporting. http://go.politicoemail.com/?qs=68b93a53e16f2beba2e89733d2f057bdd64dd820a8514f9dfcc8dfb52eb77c29 http://go.politicoemail.com/?qs=68b93a53e16f2beba2e89733d2f057bdd64dd820a8514f9dfcc8dfb52eb77c29 Rhode Island governor (D, R): Rhode Island General Treasurer Gina Raimondo defeated two fierce Democratic rivals in a primary that topped $10 million in spending. Raimondo led Providence Mayor Angel Taveras 42 percent to 29 percent, with first-time candidate Clay Pell at 27 percent and all precincts reporting. Raimondo will face Cranston Mayor Allan Fung, who defeated 2010 Moderate Party candidate Ken Block in the Republican primary 55 percent to 45 percent. http://go.politicoemail.com/?qs=68b93a53e16f2bebd30454bf32757eba88029ad6d4893d9d9cbe48f0ac5402d4 http://go.politicoemail.com/?qs=68b93a53e16f2bebd30454bf32757eba88029ad6d4893d9d9cbe48f0ac5402d4 New Hampshire Senate, House and governor (R): Scott Brown, "the former Massachusetts senator, who lost to Elizabeth Warren in 2012 and became a New Hampshire citizen last December, easily defeated two main challengers, former state Sen. Jim Rubens and former U.S. Sen. Bob Smith," Campaign Pro's James Hohmann writes. Latest figures: Brown 50 percent, Rubens 23 percent, Smith 23 percent, 87 percent reporting. http://go.politicoemail.com/?qs=68b93a53e16f2bebbba9482206ab3ff2c9553b903bcb67bfee4a393325ff8a88 http://go.politicoemail.com/?qs=68b93a53e16f2bebbba9482206ab3ff2c9553b903bcb67bfee4a393325ff8a88 ... In the 1st District, former Rep. Frank Guinta defeated Dan Innis 49 percent to 41 percent (83 percent reporting) to face Democratic Rep. Carol Shea-Porter. In the 2nd District, Club for Growth-backed Marilinda Garcia beat Gary Lambert 50 percent to 26 percent (89 percent reporting) to face Democratic Rep. Ann McLane Kuster. ... RGA-backed Walt Havenstein dispatched Andrew Hemingway 56 percent to 37 percent (87 percent reporting) to face Democratic Gov. Maggie Hassan. New York governor and lieutenant governor (D): Gov. Andrew Cuomo survived progressive Zephyr Teachout's challenge by a closer-than-expected margin - 62 percent to 34 percent (98 percent reporting) - as did his running mate, former Rep. Kathy Hochul, who defeated Tim Wu 60 percent to 40 percent. Cuomo now faces Republican Rob Astorino; he leads him by 29 points in the RealClearPolitics polling average and had $32 million on hand compared to Astorino's $2.4 million last month. RGA Chairman Chris Christie acknowledged Astorino in a congratulatory statement after a flare-up earlier this summer, when Christie said the group doesn't "invest in lost causes." http://go.politicoemail.com/?qs=68b93a53e16f2beb3a1f65fe3cff10b9d7ddb0eaa19f63d0722571547123ab7b http://go.politicoemail.com/?qs=68b93a53e16f2beb3a1f65fe3cff10b9d7ddb0eaa19f63d0722571547123ab7b As Freedom Partners hits Nick Rahall, Nancy Pelosi hits a fundraising milestone and the Senate campaign bosses meet, here's POLITICO's Morning Score: your daily guide to the 2014 midterms. Challengers have access to more money than ever. ... Primaries can help, Democrats. ... The NRSC still has game. ... Message to conservatives: Tactics matter. ... A good ad still matters. ... 'Meddling' in the other party's primary is really difficult." http://go.politicoemail.com/?qs=68b93a53e16f2beb0593a82e25b940d35c35393abd4b2152c39760635c0d20e4 http://go.politicoemail.com/?qs=68b93a53e16f2beb0593a82e25b940d35c35393abd4b2152c39760635c0d20e4 AIR WARS - Brown launches first general-election ad: The 30-second spot, produced by Eric Fehrnstrom, frames the race as a choice between an Obama rubber stamp and an independent change agent. "Let me tell you why I'm running," Brown says as he sits at the counter of MaryAnn's Diner in Derry. "I want a strong America with good jobs you can count on and a foreign policy that once again leads the world. My opponent, Sen. Shaheen, votes with President Obama 99 percent of the time. What does that mean for you? Fewer jobs, higher taxes and debt, a health care law that doesn't work and an unstable world. ... I'll be an independent senator that votes for New Hampshire first." http://go.politicoemail.com/?qs=68b93a53e16f2beb0cf48e7ad55d24ab1a2e747134304abbba725b837311313d http://go.politicoemail.com/?qs=68b93a53e16f2beb0cf48e7ad55d24ab1a2e747134304abbba725b837311313d Freedom Partners targets Rahall on coal: The Freedom Partners Action Fund super PAC is going up with an ad in West Virginia's 3rd District today, backed by six figures, that's scheduled to hammer Democratic Rep. Nick Rahall for the rest of the month. "West Virginia depends on coal. It powers our homes. It creates thousands of jobs, so why is Congressman Nick Rahall trying to kill coal?" a narrator asks in the ad over visuals of the lawmaker and President Obama. "If Nick Rahall doesn't vote for West Virginia, why should we vote for him?" http://go.politicoemail.com/?qs=68b93a53e16f2beb6e738311afcba90f9eb90beaf2d88bfa61abca2dd7a367b4 http://go.politicoemail.com/?qs=68b93a53e16f2beb6e738311afcba90f9eb90beaf2d88bfa61abca2dd7a367b4 POPPING THIS MORNING - Foley leads by 6 points in Conn. Quinnipiac poll: Republican Tom Foley has a 6-point edge on Democratic Gov. Dannel Malloy in Quinnipiac University's first likely-voter poll of the cycle, 46-40. Foley leads by 13 points among independents - and while Malloy has a 7-point lead among women, Foley more than makes up for that with a 19-point lead among men. Quinnipiac University polling director Doug Schwartz: 'Foley leads Malloy in large part because he is viewed by most voters as better able to handle pocketbook issues. Voters think Foley is better able than Malloy to handle their top issue - the economy and jobs. Foley also has big leads on taxes and government spending, while Malloy has small leads on gun policy and education.' http://go.politicoemail.com/?qs=68b93a53e16f2bebe4abb4410de4e22d0ad5042a4af37a235d03b13bd2d50557 http://go.politicoemail.com/?qs=68b93a53e16f2bebe4abb4410de4e22d0ad5042a4af37a235d03b13bd2d50557 TODAY ON POLITICO - "GOP seizes on Islamic State in midterms," by Alex Isenstadt and Manu Raju: "While foreign affairs has taken a back seat this midterm election to economic issues and lingering dissatisfaction with Obamacare, ISIL - and the ongoing questions about the president's strategy for dealing with it - plays neatly into what is the central GOP 2014 thrust: to exploit widespread public dissatisfaction with a president who, six years into his tenure, is facing mounting questions about his leadership. ... McConnell's ad may provide the clearest blueprint of how Republicans will use the issue moving forward, casting the Republican senator as a steady leader at a time of unrest domestically and overseas. ... The president is set to outline his plan to defeat ISIL in a prime-time address Wednesday night, and Democrats are eager to see him reverse the damage from his remark two weeks ago that he did not have a strategy for dealing with the militants in Syria." http://go.politicoemail.com/?qs=68b93a53e16f2bebf8c48e641516218ccdcf78414e01f1f3ca2f80c23f297221 http://go.politicoemail.com/?qs=68b93a53e16f2bebf8c48e641516218ccdcf78414e01f1f3ca2f80c23f297221 "Pelosi the money juggernaut," by Anna Palmer and John Bresnahan: "She has raised $80 million for her party this cycle and more than $400 million during her dozen years as party leader. It's an eye-popping sum that places her as one of the top Democratic fundraisers in history, in the realm of Bill and Hillary Clinton and Barack Obama. Pelosi said in an interview that donors give because they believe in the Democrats' mission, not because of any strong-arming tactics by her. 'I'm not interested in anything really for myself,' the California lawmaker insisted. 'It's just about the causes that we believe in and candidates that advance them.'" http://go.politicoemail.com/?qs=68b93a53e16f2beb2a19632136e02e919c55e075ff8813c96acd7397a32c16df http://go.politicoemail.com/?qs=68b93a53e16f2beb2a19632136e02e919c55e075ff8813c96acd7397a32c16df FIRST IN SCORE: The Republican National Committee is out with a memo today setting the stage for the general election. "The president's name may not be on the ballot, but Republicans will make sure that voters know that voting for a Democrat is the same as voting for Obama," the committee vows. "It will be impossible for Democrat Senate candidates to run away from the president." In addition to having a presence and representing consumers on every main street, independent agents are very politically active at the local, state and national levels. Each spring, approximately 1,000 agents visit Washington, D.C. to meet with their elected officials, and thousands more support their $2 million federal political action committee (InsurPac), making it the largest property-casualty PAC in the nation.
