Good Evening, Welcome to The Evening CSIS—my daily guide to key insights CSIS brings to the events of the day plus HIGHLY RECOMMENDED content from around the world. To subscribe, please send me an email at aschwartz@csis.org (mailto:aschwartz@csis.org) . ** ISIS Kills Navy SEAL ------------------------------------------------------------ A US Navy SEAL was killed in Iraq as a result of enemy fire about 30 kilometers north of Mosul, Pentagon officials confirmed today. And, as the Daily Beast’s Nancy Youssef reports (http://www.thedailybeast.com/articles/2016/05/03/u-s-service-member-killed-by-isis-in-iraq.html) , the service member is the third killed in Iraq since the US campaign against ISIS began and the second to die while trying to help build local forces. Dive Deeper: CSIS’s Anthony Cordesman wrote about the role of US special forces in Iraq last December in his commentary “More Special Forces For Iraq and Syria: Tactical Asset or Strategic Tokenism (http://csis.org/publication/more-special-forces-iraq-and-syria-tactical-asset-or-strategic-tokenism) .” Plus, the Washington Institute for Near East Policy’s James Jeffrey wrote for the Atlantic in late April “Leave Root Causes Aside—Destroy the ISIS ‘State.’ (http://www.theatlantic.com/international/archive/2016/04/destroy-isis-as-state/480531/) ” ** Korea Forum ------------------------------------------------------------ CSIS’s Korea Chair hosted the sixth annual JoongAng Ilbo-CSIS Forum, “Exploring a New Paradigm on the Korean Peninsula (http://csis.org/event/exploring-new-paradigm-korean-peninsula) ,” featuring Amb. Mark Lippert, Amb. Ahn Ho-Young, Amb. Richard Armitage, as well as the State Department’s Daniel Russel and former officials Wendy Sherman, Kurt Campbell, and Robert Einhorn. Dive Deeper: Read a transcript of remarks delivered by Daniel Russel (https://csis.org/publication/assistant-secretary-state-russel-keynote-remarks-joongang-csis-forum-2016) , assistant secretary of state for East Asian and Pacific affairs, and Wendy Sherman (https://csis.org/publication/may-2016-joongang-ilbo-csis-forum-luncheon-address-honorable-wendy-r-sherman) , former undersecretary of state for political affairs. ** Turkey's Visa-Free Travel ------------------------------------------------------------ Turkey has agreed to abolish visa restrictions for all EU citizens, passing one of the last remaining hurdles for it to secure visa-free access to Europe for its own nationals. But, as the Financial Times’ Peter Spiegel and Alex Barker report (https://next.ft.com/content/8a1fe6d2-110d-11e6-839f-2922947098f0) , Ankara continues to fall short in its efforts to bring its human rights laws up to EU standards, putting hopes of reaching an agreement for visa-free travel for 80 million Turks at risk. Dive Deeper: This week the CSIS Russia and Eurasia Program released a new report: Turkey in a Reconnecting Eurasia: Foreign, Economic, and Security Interests (http://csis.org/files/publication/160429_Cevikov_TurkeyReconnectingEurasia_Web.pdf) . And, the Atlantic Council today published “Turkey’s Syria Predicament (http://www.atlanticcouncil.org/publications/issue-briefs/turkey-s-syria-predicament) ” by Fausal Itani and Aaron Stein. ** Tumbling Production ------------------------------------------------------------ Venezuelan bonds tumbled today after energy consultancy IPD Latin America said the country’s oil production fell more than investors had expected. As Nathan Crooks of Bloomberg reports (http://www.bloomberg.com/news/articles/2016-05-03/venezuela-bonds-tumble-after-oil-output-falls-more-than-expected) , it’s the first time since 2008 that oil output has fallen across all regions in the country. Dive Deeper: Late yesterday, CSIS’s Michael Matera penned a new CSIS Critical Questions (CSIS’s signature asked & answered series of short papers): “Venezuela’s Impending Collapse (http://csis.org/publication/venezuelas-impending-collapse) .” ** In that Number ------------------------------------------------------------ ** $472 million ------------------------------------------------------------ The dispute between the Millennium Challenge Corporation (MCC) and the government of Tanzania puts a $472 million power sector improvement grant at risk. Source: CSIS (http://csis.org/publication/tanzanias-ruptured-relationship-millennium-challenge-corporation) . ** Critical Quote ------------------------------------------------------------ ** “Texans in the coming decades will see continued threats from tropical and infectious diseases. The answer is not to build a wall, or rely on ad hoc, half measures, and delay action only until a crisis materializes. The answer is to elevate the priority of meeting these challenges early and preemptively—alongside other natural disasters. That requires elected political leaders acting now to finance and build capacities.” ------------------------------------------------------------ —J. Stephen Morrison, CSIS Global Health Policy Center director, and Peter J. Hotez on “Ebola, Zika, and a Globalizing Texas (http://csis.org/publication/ebola-zika-and-globalizing-texas) .” ** One to Watch ------------------------------------------------------------ (Photo Credit: Twitter.) Matt Vasilogambros (@MattVas (https://twitter.com/MattVas) ) is a senior associate editor at the Atlantic where he covers news. Matt was previously a staff correspondent and editorial fellow at the National Journal. For news from around the world, Matt is one to watch. ** Optics ------------------------------------------------------------ (MOADH AL-DULAIMI/AFP/Getty Images.) Iraqi soldiers guard a position on the front line against ISIS jihadists near Fallujah, in Iraq’s Anbar province, on May 3, 2016. ISIS still controls Fallujah city only 30 miles west of Baghdad. ** Highly Recommended ------------------------------------------------------------ Today CFR’s Micah Zenko authored “Five Red Team Insights for Leaders and Practitioners (http://blogs.cfr.org/zenko/2016/05/03/five-red-team-insights-for-leaders-and-practitioners/) .” ** CSIS Today ------------------------------------------------------------ CSIS’s Energy and National Security Program hosted “The Future of PHMSA (http://csis.us11.list-manage.com/track/click?u=833ec271d60c6750d9c3baaac&id=76608c8e7a&e=d556e146bd) ” with administrator Marie Therese Dominguez of the Pipeline and Hazardous Materials Safety Administration. Yesterday, you saw what The Meters looked and sounded like performing just a few years ago—powerful music. But how about in 1974? (https://www.youtube.com/watch?v=p5IQ0y8wllk) This is the original four members of The Meters plus Art Neville’s little brother Cyril on percussion. Dr. John’s intro of the band on this TV show is enough to make you smile. And you just might start dancing to this joyful, funky, noise too. Don’t be afraid to get up and get down—I promise, you won’t wear out your carpet. ** Feedback ------------------------------------------------------------ I always welcome and benefit from your feedback.
