I have talked to General Allen, MG Longo and some deputies regarding a program that I started along with the UN and FinTRACA, when I was in Kabul. It is a method of detecting future killings by analyzing the money movements along with family activities and other surrounding chatter. It was never developed as I went to DC on the civil forfeiture actions.

But, it is a way to detect possible insider killing using financial ops and possible stop them - since it is the Taliban that is funding these terrible activities. I told everyone I could finish what I started with a team of 3 others. I don't want this to drop off the table as it can save lives of US and NATO military.
