Welcome to GWD's New Newsletter!

_Welcome to the revamped newsletter from the Gender, Women and Democracy
team at NDI! We'll be sharing news and updates with you throughout the
year._

The work to build democratic resilience is more important now than ever.
In this work, the role that women play in increasing the effectiveness of
democratic institutions, strengthening economic opportunities and
stabilizing emerging states to prevent crises and conflict cannot be
understated. GWD continues to work with NDI's regional teams in more than
60 countries around the world to support inclusive, resilient and
accountable democracy.

What's New at GWD

#InspireTheNextGen

On International Women's Day, NDI released a short video that celebrated
the powerful impact that politically active women can have as leaders and
mentors on the confidence and political ambitions of adolescent girls and
young women. To explore ways to address the gap in young women's political
engagement through collaborative programming, GWD convened a roundtable of
experts from organizations including the Population Council [3], Women Win
[4], She Should Run [5] and Girls in Politics [6]. GWD also successfully
completed its second partnership with a team from George Washington
University's Capstone Project. In March, this team of four graduate
students undertook commissioned research on young women's and men's views
on women's leadership as part of their postgraduate coursework. As we go to
press, they are completing their report and dissertation; we wish them good
luck as they come to the end of their studies.

2017 Madeleine K. Albright Luncheon

The 2017 Madeleine K. Albright Lunch continued the theme of inspiring
the next generation of women leaders. Our keynote speaker at the lunch was
US Senator Kamala Harris, one of the newest members of the US Senate, who
was introduced by Senator Barbara Mikulski, who was until her retirement in
January 2017 the longest serving woman in the US Senate. A group of young
women from Running Start [8], and the winners of our social media
competition [9], were sponsored guests at the lunch. The Madeleine K.
Albright Award this year went to Women Act for Living Together (WALT), an
organization in the Central African Republic focused on supporting young
women to act as agents of reconciliation and social cohesion. For video of

61st UN Commission on the Status of Women

At the UN's annual Commission on the Status of Women in New York in March,
NDI joined with the Huairou Commission [11] to host a panel event of women
mayors and community leaders to discuss the kinds of governance needed to
make cities work for women's economic empowerment. Panelists included
Mimoza Kusari-Lila, mayor of Gjakova, Kosovo, and Patricia Chase-Green,
mayor of Georgetown, Guyana. The panel was moderated by Meryl Frank, former
US Ambassador, a former mayor herself.

Senior Gender Advisor Caroline Hubbard also participated in an event
sponsored by the Inter-Parliamentary Union [12] on violence against women
in politics. Alongside representatives from the IPU, UN Women and the UN
Special Rapporteur for Violence Against Women, Caroline spoke about the
challenges facing work on this issue, and how NDI was facing those
challenges through the #NotTheCost campaign, and its development of tools
and guidance for addressing this violence in elections, political parties
and online.

GWD Around the World

GWD Director Sandra Pepera has spent much of the spring representing the
team around the world. In February, she visited NDI programs in Cambodia,
Myanmar-Burma and Nepal, providing targeted guidance and training for NDI
staff and partners. In March, her travels took her to a workshop run by
NDI's Syria program [13] on finding local governance responses to sexual
and gender-based violence in that conflict. April found her first
discussing NDI's #NotTheCost initiative as part of a high-level roundtable
of experts at Uppsala University in Sweden, before heading to Kenya to
participate in NDI's Pre-Election Assessment Mission [14], and to lead a
workshop for representatives from women's parliamentary caucuses from
Kenya, Somalia, South Sudan and Uganda.

New Resources

#NotTheCost

In March, GWD marked one year since the launch of the #NotTheCost
initiative and NDI's global call to action against the violence that women
in politics face. The importance of this work continues to be underscored
by powerful testimonies from women around the world and by new research.

To celebrate the anniversary, GWD released a brand new publication with
program guidance for practitioners seeking to incorporate a focus on
violence against politically active women in their programs. GWD also
launched new versions of the global Call to Action publication [15] in
Arabic, French and Spanish. Follow the link to find the publications and

can be used to report acts of violence against women in politics.

Upcoming Events & Initiatives

Investigating the anti-democratic nature of online violence

The anti-democratic impact of online psychological abuse, harassment and
other forms of violence whether perpetrated by authoritarian regimes
through bots, hacking and the dissemination of misinformation, or by
individuals or organizations - some working transnationally - is a growing
concern for democracy advocates across the globe. Research shows that this
form of violence has a significant negative impact on women's participation
in online political discourse.

NDI is working in collaboration with teams from the Center for
International Private Enterprise (CIPE) and the Center for International
Media Assistance (CIMA), to develop norms and standards for an open and
inclusive internet. As part of this collaboration, a NDI-CIPE-CIMA team
attended and co-facilitated a working group on the draft norms and
standards at RightsCon, an international conference on the internet,
technology and human rights which was held in Brussels in March. Under our
#NotTheCost [18] initiative, GWD has begun a program specifically to
address online harassment and violence against politically active women.
NDI will carry out in-country research to collect information about the
chilling effect this abuse can have on young women's participation [19] in
political discourse online and ultimately their political ambitions -
information that is badly needed to raise awareness of the problem and
develop opportunities for action to address it.

Win With Women 2.0: Assessing Political Parties

After a decade of use all over the world, we're revamping the 'Win With
Women (WWW)' political party assessment. the new "WWW2.0" assessment will
have an additional component to allow a deeper examination of violence
against women within political parties. The tools under this assessment are
being piloted in Côte d'Ivoire, Honduras, Tunisia and Tanzania. Be on the

Women Mayors' Network

GWD continues to build technical and resource partnerships to support its
Women Mayors' Network initiative, collaborating with a growing community of
academics, local politicians, practitioners and researchers. Planning for
the first meeting of the Network's Advisory Council, and the subsequent
launch of the Network, is underway.
