Last night, President Trump nominated an exceptional public servant, Ambassador Mark Green, to be the next USAID Administrator - a critical role for America on the world stage. With an impressive background as a member of Congress, a highly respected ambassador, and member of the Millennium Challenge Corporation Board, Ambassador Mark Green is an exceptional choice to lead USAID. Once confirmed, one of the first items on Ambassador Green's plate will be the discussions underway on the government-wide Executive Order, "A Comprehensive Plan for Reorganizing the Executive Branch." Green will join Secretary Tillerson and the State and USAID leadership amidst swirling rumors of reorganization - along with budget battles, including proposed cuts of up to 30 USAID mission closures. As an expert on development and a champion of the aid reform agenda, the new nominee will be an invaluable partner for Secretary Tillerson. After a long list of names, Administration officials finally settled on John Sullivan as the nominee for Deputy Secretary of State - and this week he came before the Senate for his confirmation hearing. As the ultimate diplomat, Sullivan told Senators that there are "no preconceived ideas" on the reorganization and contrasted the work of his future colleagues to that of long-term climate scientists and short-term weather forecasters, saying that he gets "the cultural policy differences between AID and the Foreign Service." SADDEST PLACE ON EARTH. Bipartisan foreign policy powerhouse duo Senators Bob Corker (R-TN) and Chris Coons (D-DE) once again called on the world to focus, this time on the horrors of the Bidi Bidi Uganda refugee camp and the famine in South Sudan in their NY Times op-ed, urging "common-sense reforms that will feed more people and save more lives." TOP BRASS. Defense News captured the growing volume of military voices - 6 combatant commanders, alongside Defense Secretary Mattis and the Chairman of the Joint Chiefs of Staff - who have joined in defending the State Department and USAID in testimony to Congress. President Trump heads out on his first official overseas trip next week with stops in Israel, Saudi Arabia, and Italy - spiritual homes to major religions. And with the visit to the Pope, we'll be particularly watching to see what humanitarian issues come up. CITY ON A HILL. This week, Senator John McCain (R-AZ) spoke out in an op-ed, responding to Secretary Tillerson's speech to State Department employees where he intimated that American values would follow security and economics in our foreign policy. McCain wrote: "We are a country with a conscience... Depriving the oppressed of a beacon of hope could lose us the world we have built and thrived in." CONDI'S BOOK. Former Secretary of State Condoleezza Rice - just out with her new book "Democracy: Stories from the Long Road to Freedom" - made the rounds on the press circuit this week. When asked about cuts to her old stomping grounds at Foggy Bottom, she noted, "The president proposes, but it's Congress that is going to authorize, so we're going to have a debate... I hope it's done with a scalpel, not a bludgeon." NSC SHUFFLE. Army Reserve Major General Ricky Waddell has been tapped to be one of the Deputy National Security Advisors as K.T. McFarland takes up the U.S. Ambassadorship to Singapore in the coming days. The two-star general is almost a "mash-up" of Secretaries Mattis and Tillerson with his significant combat experience from Iraq and Afghanistan and his previous work for BG Group on oil and gas. HUMANITARIAN HUDDLE. Ivanka Trump and U.S. Ambassador to the UN, Nikki Haley, just met last week for an unscheduled meeting at the White House to discuss ways to address some of the world's most pressing humanitarian crises. Foreign Policy Magazine reports that the meeting "signaled an intent to raise the profile of American support for humanitarian relief around the world" at a time when the Administration's budget advisors have proposed steep cuts. GRAND CANYON STATE. Just this morning, House Freedom Caucus member Trent Franks (R-AZ) joined the USGLC for an event in Phoenix, where he told the crowd of Arizona leaders: "As we face a growing number of global crises, we cannot afford to shortchange a key pillar of national security we must ensure that our civilian forces are armed with the resources they need to be effective."
