Vogel: "Tea party activists are attacking a campaign finance rider in the $1.1 trillion spending bill that they view as a sneaky power grab by establishment Republicans designed to undermine outside conservative groups ... Disgruntled activists fear the committees will unleash the added cash against conservative candidates in primaries, making it even harder for them to unseat establishment-friendly incumbents ... The same conservative activists have long advocated for looser campaign finance laws, but they argue the language of the rider in the 1,600-page bill gives the establishment wing an unfair advantage by tweaking the law specifically for donations to party committees." http://go.politicoemail.com/?qs=f5b66c8fbfb1fa87036df8b6ee8d1c6a7e32413ab2a28d1adfe71a9f7f1d5fde http://go.politicoemail.com/?qs=f5b66c8fbfb1fa87036df8b6ee8d1c6a7e32413ab2a28d1adfe71a9f7f1d5fde While Carol Shea-Porter considers a fourth race against Frank Guinta and the Club for Growth gets a shakeup, here's POLITICO's Morning Score: daily news, notes and essential information for the 2015 and 2016 election cycle. COMEBACK TRAIL - Shea-Porter eyes (another) return to Congress: NH1's Paul Steinhauser reports that outgoing Rep. Carol Shea-Porter is open to a third stint in Congress, following her ousting by Republican Frank Guinta. The pair has traded representation of the state's First Congressional District since 2007, when Shea-Porter first won the seat. Guinta booted her in 2010, and she beat him in 2012, before he won again last month. The seesawing district is considered one of the most consistently competitive in the country. More from NH1: "Asked by NH1 if House Democratic Leader Nancy Pelosi or leaders from the Democratic Congressional Campaign Committee have reached out to her regarding a 2016 run, Shea-Porter said 'I've had conversations with a number of them, so I'm just leaving it there.'" http://go.politicoemail.com/?qs=f5b66c8fbfb1fa87dd5361f8f0b2ab86cb5ed349d1dace307e27bb6ba836cdf4 bit.ly/1upn7zV - "Backers: Mitt more open to 2016 run," by Ben White and Maggie Haberman: "While some people close to Romney insist he hasn't moved from saying he has no plans to run, the 2012 Republican nominee has sounded at least open to the idea in recent conversations, according to more than a dozen people who've spoken with him in the last month. In his private musings, Romney has sounded less than upbeat about most of the potential candidates in the 2016 Republican field, according to the people who've spoken with him, all of whom asked for anonymity in order to speak freely. "He has assessed various people's strengths and weaknesses dispassionately, wearing what one ally called his 'consultant cap' to measure the field. He has said, among other things, that Jeb Bush, the former Florida governor, would run into problems because of his business dealings, his work with the investment banks Lehman Brothers and Barclays, and his private equity investments." "Indeed, Bush, for his part, has begun conducting opposition research on himself to identify any potential issues that could arise, a standard move for potential candidates but nonetheless one that indicates his level of seriousness about the process, two people familiar with his plans said. He has also had discussions about how he would get out of his business ventures. Indeed, one Bush supporter said the former Florida governor would be far more proactive than Romney was in responding to attacks about his business record, which Romney made central to his run." http://go.politicoemail.com/?qs=f5b66c8fbfb1fa8787311fd549238d875815197c4df7078a36e244006d7842d0 http://go.politicoemail.com/?qs=f5b66c8fbfb1fa8787311fd549238d875815197c4df7078a36e244006d7842d0 SIREN - "Ex-Obama aide makes Warren-2016 push," by Maggie Haberman: "A former campaign aide to President Barack Obama who is volunteering with a super PAC trying to draft Democrat Elizabeth Warren to run for president says he's gathered 'in the hundreds' of signatures from fellow Obama alumni to prod the Massachusetts senator into the race. The onetime aide, Christopher Hass, has circulated the letter on an Obama alumni email group and said it will be released on Friday ... The letter states that former Obama campaign staffers and Organizing for America aides are making the pro-Warren push. http://go.politicoemail.com/?qs=f5b66c8fbfb1fa872ed3f08c307bc8d8538b6f2e87c17225a2e1560e0194340a http://go.politicoemail.com/?qs=f5b66c8fbfb1fa872ed3f08c307bc8d8538b6f2e87c17225a2e1560e0194340a ROLE CHANGES - "Club for Growth makes leadership change," by James Hohmann, with Kenneth P. Vogel and Maggie Haberman: "The Club for Growth's announcement Thursday that Chris Chocola is being replaced as president after six consequential years comes at a crucial juncture for the conservative group. David McIntosh - like Chocola, a former Republican congressman from Indiana - will take charge on Jan. 1. A chairman of the Republican Study Committee in the 1990s, McIntosh is said to have close ties to Indiana Gov. Mike Pence, who is considering a run for the White House in 2016 ... the Club's challenge now is whether it remains the chief antagonizer for Republicans on the right, or if establishment victories and upstart competitors weaken its influence. http://go.politicoemail.com/?qs=f5b66c8fbfb1fa87362dbde0554fd2eb02c94256c73a7f4c4549233ea5d380a5 http://go.politicoemail.com/?qs=f5b66c8fbfb1fa87362dbde0554fd2eb02c94256c73a7f4c4549233ea5d380a5 EARLY AD BLITZ - Five Dems hit over Obamacare: An anti-Obamacare PAC has is out with one of the earliest ad blitzes of the 2016 cycle, targeting five Democrats and urging them to "demand the full truth" about the law from the Obama administration and MIT economist Jonathan Gruber who's come under fire for saying the law was passed in part due to the "stupidity of the American voter." The ads, launched by the Our Patients First PAC, target Reps. Ann Kirkpatrick (AZ-01), Ami Bera (CA-07), Sean Patrick Maloney (NY-18), and Reps.-elect Gwen Graham (FL-02) and Brad Ashford (NE-02). 'Every one of the five politicians we are highlighting has pledged to serve the public interest. They need to keep their promises - and dealing with the disaster of Obamacare is the first place to start," said Dr. Jane Hughes, co-founder of OPF PAC said the media campaign is necessary because of the damage ObamaCare has done to the doctor-patient relationship and the quality of care available to patients.
