Today's POLITICO Playbook presented by UnitedHealth Group By JAKE SHERMAN (sherman@politico.com; @JakeSherman), ANNA PALMER (anna@politico.com; @apalmerdc) and DANIEL LIPPMAN (daniel@politico.com; @dlippman) Listen to today's Audio Briefing | Subscribe on Apple Podcasts Driving the Day PRESIDENT DONALD TRUMP ON FOX ... BRIAN KILMEADE of Fox News interviewed the president yesterday on Long Island. Here are some bites you should see: -- TRUMP CALLED MS-13 gang members "stone cold killers, vicious killers." -- ON IMMIGRATION: Trump said he's going to get more money for the border, and added there is "a lot of pressure on the Democrats" to get that approved. On the discharge petition in the House, Trump said that "unless it includes a wall ... and unless it includes very strong border security," he'll veto it. He said that Congress has to end the "catch and release" policy. -- IMPORTANT: Asked if he could settle for a compromise that doesn't include all his priorities, Trump said, "I think it's time to get the whole package." -- ON THE NEW NFL POLICY: Trump said that players should "stand proudly" for the national anthem or they shouldn't be playing -- and maybe they shouldn't be in the country, he added. NEWS ... RYAN AND MCCARTHY TO TEXAS ... SPEAKER PAUL RYAN and HOUSE MAJORITY LEADER KEVIN MCCARTHY are heading to Houston today for a bunch of high-dollar fundraisers. TODAY the top two House Republicans have an event in Houston benefitting Protect the House -- the joint fundraising committee with VP Mike Pence -- that will feature several Texas Republicans, including Reps. Brian Babin, Kevin Brady, John Culberson, Bill Flores, Mike McCaul, Pete Olson, Ted Poe and Randy Weber. -- TONIGHT RYAN and MCCARTHY have a dinner for the Congressional Leadership Fund, the House GOP leadership-backed super PAC, and tomorrow morning they have a CLF breakfast. TWO THINGS WORTH THINKING ABOUT ... Amid all the hubbub about Ryan's status as speaker, and all the unending drama he has to deal with in D.C., he is still running around the country raising money for the GOP. And, McCarthy is getting in with top Republican money figures. ... BEFORE HE GOES: RYAN is speaking at the National Catholic Prayer breakfast. Remember, he just got into a flap after trying to push out the Catholic House chaplain. -- Here's a bit of what he'll say: "I want to spend a few minutes reflecting on some of the gifts God is trying to give us, namely what Catholic social doctrine brings to public life. Because there is a deeply serious problem we see right now within our society. We see moral relativism becoming more and more pervasive in our culture. Identity politics and tribalism have grown on top of this. "All of it has been made more prevalent by 21st century technology. And there is plenty of money to be made on making it worse. If there was ever a time and place where Catholics-from the clergy to the laity-are needed, it is here and now, in helping to solve this problem. Our social doctrine is a perfect antidote to what ails our culture. It begins with a vision of a free and virtuous society-not a set of policy prescriptions or even a toolkit for producing those prescriptions-but a vision of dignity and possibility." Good Thursday morning. We finally have something to be excited about! The Washington Capitals are in the Stanley Cup finals, where they'll play the Las Vegas Golden Knights. The first game will be Monday night at 8 p.m. in Las Vegas. The Caps were last in the Stanley Cup finals in 1998. JUST POSTED -- "Security troops on U.S. nuclear missile base took LSD," by AP's Robert Burns: "One airman said he felt paranoia. Another marveled at the vibrant colors. A third admitted, 'I absolutely just loved altering my mind.' Meet service members entrusted with guarding nuclear missiles that are among the most powerful in America's arsenal. Air Force records obtained by The Associated Press show they bought, distributed and used the hallucinogen LSD and other mind-altering illegal drugs as part of a ring that operated undetected for months on a highly secure military base in Wyoming. After investigators closed in, one airman deserted to Mexico. "'Although this sounds like something from a movie, it isn't,' said Capt. Charles Grimsley, the lead prosecutor of one of several courts martial. A slipup on social media by one airman enabled investigators to crack the drug ring at F.E. Warren Air Force Base in March 2016 ... Fourteen airmen were disciplined. Six of them were convicted in courts martial of LSD use or distribution or both. None of the airmen was accused of using drugs on duty." http://go.politicoemail.com/?qs=4d999ba63db09f6dd2b15e8ace18d8e03bc154d13677d02c16eccec5fc92fbe610e7e5ce32c1b9d78f4908e2a40be455 SPOTTED: Rudy Giuliani on Wednesday inside the Grand Havana Room on Fifth Avenue, one of the only spots you can smoke inside in Manhattan. He was smoking a cigar with his right hand, reading his iPhone with his left, and watching Fox News. NOBEL WATCH ... NYT'S CHOE SANG-HUN in SEOUL: "North Korea Issues New Threat on Trump Meeting, Calling Pence Remarks 'Ignorant and Stupid'": "North Korea said on Thursday that it would have second thoughts about a summit meeting between its leader, Kim Jong-un, and President Trump if American officials continued to make what the North considers threats against its leadership. "The North Korean official who issued the warning singled out Vice President Mike Pence for remarks that she called 'ignorant and stupid.' In an interview broadcast on Monday on Fox News, Mr. Pence warned that North Korea's government could end up like that of Col. Muammar el-Qaddafi, the former Libyan leader. ... "In a statement carried by the North's official Korean Central News Agency on Thursday, the North Korean official, Vice Foreign Minister Choe Son-hui, referred to 'unlawful and outrageous acts' by top American officials and said that Mr. Pence had made 'unbridled and impudent remarks that North Korea might end like Libya.'" http://go.politicoemail.com/?qs=4d999ba63db09f6d7dda801ec109ebaaa4bb5770141fb8f2c4c0a06e649ee1c67d1d76018d2c12827df0b9daa3eb9b6d THE INVESTIGATIONS ... -- "MOSCOW" MANU RAJU (@mkraju): "Mueller's team, in new filing, urges court to deny request from news orgs, including CNN, to unseal search warrants and other docs sealed in Manafort case. The argument: 'The investigation consists of multiple lines of inquiry,' a sign probe not ending imminently, via @kpolantz". -- WAPO'S JOSH DAWSEY: "In reversal, Giuliani now says Trump should do interview with Mueller team": "President Trump's attorney Rudolph W. Giuliani switched gears Wednesday, saying that he would prefer the president grant an interview to special counsel Robert S. Mueller III's office and that a decision would be made within 'the next couple weeks.' "'I guess I'd rather do the interview. It gets it over with. It makes my client happy,' he said in an interview with The Washington Post. 'The safe course you hear every lawyer say is don't do the interview, and that's easy to say in the abstract. That's much harder when you have a client who is the president of the United States and wants to be interviewed.' ... "Giuliani said he was concerned that the president would become a target or that the interview would be a perjury trap, because the 'truth is relative.' The president's legal team continues to try to set limitations on an interview, including the duration and questions posed, he said. 'They may have a different version of the truth than we do,' Giuliani said." http://go.politicoemail.com/?qs=4d999ba63db09f6d03ff7a96664408db121b35dc474f6a0917a5762474f71586ccc9482d24ffa2da9b382c8732f0a8cf ALEX ISENSTADT: "Garrett in turmoil, might quit Congress": "Rep. Tom Garrett (R-Va.) has abruptly parted ways with his chief of staff and is considering not seeking reelection in November, according to three people familiar with the matter. Garrett, a member of the conservative House Freedom Caucus, split with his chief of staff Jimmy Keady on Tuesday evening, according to the sources. "The first-term Garrett represents a conservative district that stretches from southern reaches of the state to more northern areas. His seat has become more competitive this election year in part because he's posted anemic fundraising totals. In recent months, the congressman has struggled to keep pace on the fundraising front with his Democratic opponent, journalist and filmmaker Leslie Cockburn." http://go.politicoemail.com/?qs=4d999ba63db09f6dc29436d6553f5f2c9e8172dc623f71e071ba786fe9c35cf084ea070372a78d3fd0877a3a6ebf3404 -- GARRETT'S team reached out to us at quarter of two this morning, passing along a statement from the congressman: "We will clear this all up today." "Kelly's presence comes despite previous White House assurances that no member of the president's team would attend the Justice Department gathering. It's unclear if the briefings will include documents or details about the informant's work for the FBI or whether they'll cover the intelligence community's reluctance to share the highly classified information with members of Congress. "Trump allies in Congress spent the day Wednesday expressing doubts that the Justice Department would provide substantive information, though the Justice Department has declined to reveal what it will share." http://go.politicoemail.com/?qs=4d999ba63db09f6de0177fc0cb22939c0aed26e351fa3770f774284fb348d6f14cd8291f5a6c92a504f80ada754bc3de -- AP's Mary Clare Jalonick and Jonathan Lemire: "Trump has told confidants in recent days that the revelation of an informant was potential evidence that the upper echelon of federal law enforcement has conspired against him, according to three people familiar with his recent conversations but not authorized to discuss them publicly. "Trump told one ally this week that he wanted 'to brand' the informant a 'spy,' believing the more nefarious term would resonate more in the media and with the public. He went on to debut the term 'Spygate' on Wednesday, despite its previous associations with a 2007 NFL scandal over videotaping coaches." http://go.politicoemail.com/?qs=4d999ba63db09f6d328fe4dc3bbe37154d2c32a76379524e725ce3812b038168fea754acc5b68fb24751d8cf94de0956 THE FRESNO BEE: "In an interview with The Bee, Rep. "House GOP holds last-ditch immigration talks as showdown looms," by WaPo's Mike DeBonis: "House Republican leaders have at least temporarily blunted an internal rebellion to force votes next month on protecting young undocumented immigrants from deportation while they negotiate with the GOP renegades on an alternate path forward. "But with conservatives and moderates far apart on crucial provisions, there was little sign Wednesday that the warring factions would be able to reach a workable agreement on a compromise immigration bill. ... A permanent dreamer fix is 'essential,' said Rep. Carlos Curbelo (R-Fla.), who filed the petition, after emerging from a meeting with Ryan, House Majority Leader Kevin McCarthy (R-Calif.), Majority Whip Steve Scalise (R-La.) and leaders of the GOP's conservative bloc." http://go.politicoemail.com/?qs=4d999ba63db09f6d9aa1ae4f9cacc9a24c8598093781ce77eff4b82febc208005dbd549196742377d27706ee3cbb610a -- WE'LL BE WATCHING the House floor today -- the day Congress leaves for a week -- to see if people sign. TRUMP READIES TARIFFS ON CARS -- "Trump Administration Looks Into New Tariffs on Imported Vehicles," by WSJ's William Mauldin, Timothy Puko, and Kate O'Keeffe: "The Trump administration is using national-security laws to consider imposing new tariffs on vehicle and auto-parts imports, the Commerce Department said Wednesday. President Donald Trump is asking for new tariffs of as much as 25% on automobile imports, according to those familiar with his request, after he repeatedly signaled his intention to impose such tariffs. Mr. Trump has asked his team to investigate using a legal provision of the 1962 Trade Expansion Act to find whether tariffs or other restrictions are needed on imported cars. It is the same legal justification the administration used to impose tariffs on steel and aluminum imports in March." http://go.politicoemail.com/?qs=4d999ba63db09f6d04bfabcbb8f4c7e3649f46e48f2af992151afdfc0d19c6a40e6c44fe183f6324941f2ef2f7658823 THE MIDDLE EAST IS SAVED ... [H]is F.B.I. background checks dragged on for a year and became one of many political distractions for the White House. ... "Mark S. Zaid, a veteran Washington lawyer who handles security clearances, said it was highly unlikely that the special counsel would uncover evidence of improper foreign entanglements and not flag it for security officials. ... The Koch network group will launch a six-figure ad campaign over the Memorial Day weekend calling out GOP lawmakers who voted for this year's budget-busting spending bill. The campaign will target 10 Republicans who joined with Democrats to approve the $1.3 trillion omnibus - a bill that stoked an uprising among fiscal hawks in Washington. "The ads will run in print and online, alongside radio messages and mailers. The targeted members include Rep. Dannenfelser, who this week celebrated Trump at a gala and called him the "most pro-life president in history," said the president's moves to defund Planned Parenthood and appoint anti-abortion judges have turned her from Trump skeptic to key supporter. Dannenfelser didn't rule out supporting Trump if another scandal broke, even if it involved paying for an abortion. "I think every person that we deal with in politics is just as human as you and I sitting here, so I would want to know the circumstances," Dannenfelser said. "And I would take it from there."
