REPUBLICANS REBUFF TRUMP ON TRADE -- Bad news. Dumb. An abuse of power. Those are the words Republican senators are openly using to pan President Donald Trump's decision to impose sweeping aluminum and steel tariffs on U.S. allies, an action they fear will hurt Americans across the country and GOP candidates at the polls. "The move thrusts the GOP back into an internecine war over free-trade policies that have defined the party for decades, just as Republicans mobilize for a hotly contested midterm campaign," Burgess reports. "Most Republicans believed that the Trump administration's tariffs on aluminum and steel would be relegated to China and that exemptions for allies would continue into
the summer. So Congress was largely blindsided by the administration's reversal."

While House Speaker Paul Ryan (R-Wis.) simply said he disagrees "with this decision," other Republicans were much more openly critical. Sen. Pat Toomey (R-Pa.) called the tariffs "bad news," predicting retaliation from allies. Sen. Ben Sasse (R-Neb.) said the move is "dumb" because it treats allies like opponents, Sen. Bob Corker (R-Tenn.) called it an "abuse of authority" and Sen. Lamar Alexander warned that it's "a big mistake." "Most senior Capitol Hill staffers weren't notified of the decision until late Wednesday, and briefings on the new policies weren't conducted until Thursday," Burgess notes. "Congressional leaders were briefed on Thursday morning... Rank-and-file lawmakers were

RYAN RAISES $700K FOR HOUSE REPUBLICANS -- House Speaker Paul Ryan (R-Wis.) hauled in roughly $700,000 for House Republicans in a fundraising swing through Ohio. "Republicans insisted the fundraisers in Dayton and Cincinnati were for House Republicans in general, not Congressmen Mike Turner and Steve Chabot specifically. The Republican incumbents are facing Democratic opposition in the fall," Dayton Daily News' Jessica Wehrman reports. "Ryan also headlined a fundraiser along with Sen. Rob Portman and former Rep. Pat Tiberi for state Sen. Troy Balderson, a Zanesville Republican who [is] running for the open 12th District seat in suburban Columbus that Tiberi vacated in January. The
fundraiser, which cost $1,000 for guests and $2,700 for hosts, included a reception and a roundtable at a private residence in Dublin."

The retiring GOP leader has raised $54 million through the first quarter of 2018. He's given more than $40 million of that to the NRCC, House Republicans' campaign arm. Chabot and Turner are being challenged by Hamilton County Clerk of Courts Aftab Pureval and small businesswoman Theresa Gasper, respectively, both of whom outraised the GOP incumbents in the last quarter. But, as Wehrman notes, "Turner and Chabot have substantial war chests from prior campaigns." Cook Political Report lists Turner's district as "likely Republican" while Chabot's district "lean[s] Republican." BOEHNER WEIGHS IN ON DEATH OF GOP -- Former House Speaker John Boehner (R-Ohio) says the Republican Party is gone. It's "kind of taking a nap somewhere," he said, while the Trump Party takes its place. "Addressing a crowd at the Mackinac Policy Conference, Boehner acknowledged a difference in political style between himself and the president," Cristiano Lima reports. "But Boehner offered praise for some of Trump's actions on foreign policy, deregulation and trade." While conceding it's all but impossible to "peel away the noise and the tweets and all that," Boehner said, "If you peel all this away, from a Republican standpoint, the things that he's doing by and large are really good

THURSDAY'S MOST CLICKED: Burgess' report on Republicans' rising hopes of maintaining their Senate majority after a key deadline in Arizona passed this week was the winner.

MCCARTHY HITS GOOGLE FOR 'NAZISM' FLAP -- House Majority Leader Kevin McCarthy (R-Calif.) criticized the tech giant Google for showing in its search results for the California GOP that the state party's ideology includes "Nazism." "This is a disgrace," tweeted McCarthy, whose post included a screenshot of his search. "Sadly, this is just the latest incident in a disturbing trend to slander conservatives." A Google spokesperson blamed the incident on internet vandalism. "This was not the result of any manual change by anyone at Google," the spokesperson said. "Sometimes people vandalize public information sources, like Wikipedia, which can impact the information that appears in search."

VULNERABLE REPUBLICANS LOOK TO IMMIGRATION TO SAVE THEIR SEATS -- Facing perhaps his most difficult run for reelection, Rep. Jeff Denham (R-Calif.) is leading a new charge -- and defying House Republican leaders along the way -- to protect Dreamers from deportation. "Nearly two dozen other House Republicans -- about half of them politically vulnerable and many in districts with large Hispanic populations -- have followed suit, affixing their signatures to a petition that is just a few votes short of forcing [House Speaker Paul] Ryan to act," The New York Times' Sheryl Gay Stolberg reports. "If it works, it will push the party into a divisive, and politically risky, election year debate on
immigration. To avoid such a showdown, the speaker has scheduled a two-hour meeting on immigration with his rank and file when lawmakers return to Washington next week."

"There have been some critics who say that this could cost us our majority," said Denham, who faces a crowded primary on Tuesday in which the top two vote-getters, regardless of party, move on to the general election. "My concern is if we do nothing, it could cost us our majority. So yes, it's risky. But it's the right thing to do." GOP COMMITTEE TO PICK GARRETT REPLACEMENT TOMORROW -- Virginia's 5th District Republican Committee will meet Saturday morning at Nelson County High School to pick a nominee to replace Rep. Tom Garrett (R-Va.), who announced earlier this week that he is an alcoholic and will retire from Congress. Former staffers have also accused the congressman and his wife of treating them like servants. The jockeying to replace Garrett is well underway. State Sen. Bryce Reeves will not vie for the bid. "My work in the Senate of Virginia is not done," Reeves said in a statement. Hours later, fellow state Sen. Bill Stanley wrote in a Facebook post that he would make himself available to run for Garrett's
seat.

"The 5th is a sprawling district that extends from Fauquier County down through Charlottesville and south to the state line," the Richmond Times-Dispatch's Andrew Cain reports. "Among the other GOP candidates for Garrett's seat are Denver Riggleman, a Nelson County distillery owner who sought the GOP nomination for governor last year; Del. Michael Webert, R-Fauquier; and Martha Boneta, a farmer and property rights advocate from Fauquier. MOST UNLIKELY TO WIN A CONGRESSIONAL RACE -- Nathan Larson, a 37-year-old accountant from Charlottesville who admits to being a pedophile and has boasted online about raping his ex-wife, is running for Congress in Virginia as an independent. Larson conceded in a phone call with HuffPost that he created now-defunct "chat rooms that served as gathering places for pedophiles and violence-minded misogynists like himself," Jesselyn Cook and Andy Campbell report. Larson says he's a mix of a pedophile and someone who writes about pedophilia. "When people go over the top there's a grain of truth to what they say," he said. DEMOCRATIC CANDIDATE COMPARES TRUMP TO BIN LADEN -- Dan Helmer, a Democratic candidate running for Congress in Virginia, released a TV spot this week calling President Donald Trump "the greatest threat to our democracy" since Osama bin Laden. The 30-second ad from Helmer, an Army veteran who is among the six Democratic candidates competing to challenge Rep. Barbara Comstock (R-Va.), began running Thursday and is expected to be broadcast through Virginia's June 12 primary. The White House called the ad "reprehensible" and challenged party leaders, specifically House Minority Leader Nancy Pelosi (D-Calif.), to "swiftly condemn this abhorrent message." More:

WHO'S WHO? -- Rep. Ron Estes (R-Kan.) is facing an unlikely primary opponent: Ron Estes. The new Estes on the ballot is a first-time candidate who lives in Wichita. His website calls him "The Real Ron Estes," and he says he plans to challenge Congressman Estes because "our status quo elected leaders" avoid town halls and constituents and fail to represent the district. "I believe Kansas Republicans deserve a Rep. Ron Estes who will show up and represent Fourth District Kansans," said the unelected Estes, who called the incumbent Estes "the epitome of the D.C. Swamp." Josh Bell, a spokesman for Congressman Estes, called the other Estes candidacy a clear "attempt to deceive Kansas voters."
