2014 Midterm Elections Report

Last night, Republicans gained control of Congress as the GOP expanded its majority
in the House of Representatives and gained seven seats in the Senate. With the
Louisiana race slated for a runoff, and numbers still coming in from Alaska, the
total number of Senate Republicans, now at 52 could grow to 53 or even 54, depending
on the December runoff results. As of this morning, Democrats are holding on to
43 Senate seats.

With power now truly divided between both ends of Pennsylvania Avenue, the looming
lame duck session will reveal whether the Obama administration and GOP congressional
leadership possess the ability to constructively work together on legislation.

January will usher in a new Congress with fresh faces and a rotating cast of characters.
We remain cautiously optimistic that 2015 will produce a significant uptick in
legislative activity and continued engagement on the regulatory front. Organizations
that recognize that creating a political environment that facilitates their public
policy agenda, will best manage their legislative/regulatory risk and achieve their
desired outcomes.

Advocacy in Washington has changed. While shoe leather lobbying remains a key tactical
component of an organization's overall public affairs program, it is no longer viewed
by sophisticated government relations practitioners as the only means to achieve
an inside the beltway objective. Rather, reputation is now the single strongest
predictor of power and influence.
