But those excuses end with Friday's March jobs report, the first of spring, which is expected to bounce back over 200,000 - Wall Street traders are looking for something closer to 300,000 - and show an economy revving up for the run to the November midterm elections. Democrats are fervently hoping for a big number. Because if they don't get it, they could wind up trying to hold off Republicans this fall while fighting the triple threat of an unpopular president, an unpopular health care law and a stagnant economy that has left voters grouchy and pessimistic. ... [T]he first three months of the year saw one weak number after another from job creation to consumer spending toconstruction. Was all this bad news just the result of frigid temperatures and heavy snows? Or were all the rosy predictions just a bunch of wishful thinking? The answers to these questions could decide the outcome of the 2014 midtermelections." http://go.politicoemail.com/?qs=40271aad0aba45a39eb658bd705c5bd368a05dc7ebb1b05f4e6357b8bac74017 FIRST IN SCORE-HARPER POLL PUTS MERKLEY AHEAD: Thus far the Oregon Senate race has flown mostly under the radar-and a new automated poll from the GOP firm Harper Polling suggests that while Democratic Sen. Jeff Merkley doesn't have anything to immediately worry about, he's not a lock. He has a 7-point lead over GOP candidate Jeff Conger, 47 percent to 40 percent; against GOP candidate Monica Wehby, his lead expands to 12 points (46 percent to 34 percent). Still, the fact that Merkley's numbers are below 50 percent means he's not invincible-and the generic ballot shows Democrats with just a 3 percent lead over Republicans, 45 percent to 42 percent. Merkley's approval rating stands at 41 percent approve, 33 percent disapprove. Walter Jones: "Since Griffin announced his plan to mount a primary challenge against Jones, he has tried mightily to shed his well-earned image as a Washington player who was more of a regular at Republican watering holes than back home in the Tar Heel state. ... But no matter how he casts himself, Griffin is an insider: He started two public relations firms in Washington, worked for the campaigns of George W. Bush and John McCain and for the late Sen. Jesse Helms, a fact he does mention to show his statecred. Still, he even once bragged to a reporter that he landed his first Washington internship at a cocktail party. His run is particularly striking in North Carolina, which has seen one of the largest booms of the tea party - where in 2010, Republicans took control of both houses for the first time since 1870. The fact Griffin is even running is testament that inthis year's midterm election, Washington insiders who would have been scoffed at just a couple of years ago are slowly creeping back to make bids for public office." http://go.politicoemail.com/?qs=40271aad0aba45a3cd5b243e01bd7bfb4ec394b21d0bb9c05a6a0356ba398fbb As Mark Schauer picks a running mate, Jack Kingston gets a fake voicemail from Obama in his new ad and candidates raise money at Nats Park, here's POLITICO's Morning Score: your daily guide to the 2014 midterms. SCORE Q&A, SAN DIEGO EDITION: Mayor Kevin Faulconer, the Republican city councilman who just won the special mayoral election earlier this year, sat down with your Score correspondent to chat about lessons from his race and what the Republican Party can do better in 2014. On what the national Republican Party needs to do to appeal to Hispanics: "You have to be able to communicate across all sectors and you have to be inclusive. The first ad that I ran was our Spanish language television ad. Its not just the right thing to do politically it's the right thing to do for this city ... Republicans for too long have not gone out and communicated effectively, attheir own peril. We changed that in this campaign-and I think we demonstrated that if you run a very inclusive campaign, the sky's the limit." On how the GOP can repeat his success in other urban areas: "You've seen the numbers in terms of party registration here in San Diego. People say oh, a Republican doesn't have a chance. No, you do have a chance-if you're saying the right things and you have policies people believe in and you're communicating those effectively across all demographics. ... The advice is probably fairly self-evident and common-sense, but the Republican Party for too long has not gone out and engaged in communities that it should. There are voters there that-it doesn't matter if you're a Republican or a Democrat, they want to know, what do you believe? What are the policies that you want to do? So I went directly into those communities and neighborhoods ... and even though the registration difference is fairly lopsided here in San Diego, you can't let that hold you back. You have to go out and deliver that message, and it works ... and you cannot take any community for granted." On his relationship with labor, after unions spent heavily against him in the campaign: 'The campaign's over. And as I've said, it's time to work together on areas where we have common interest. I'm genuine about that, I think it's been pleasantly welcomed by folks ... you do so much better on policy issues and others when you work together and try and find common ground." FRIDAY STANDINGS-Here's Morning Score's take on how some of the most important candidates, campaigns and political players should answer the question: Are you better off now than you were a week ago? YES: (1) Georgia Senate candidate Michelle Nunn, who got buzz Thursday over her first TV ad, and whose numbers in a new poll look good-her worst matchup was against businessman David Perdue, who's in hot water this week over comments about a fellow candidate's lack of a college degree; (2) The parties and party committees, which may be the biggest beneficiaries of the McCutcheon decision; and (3) Hawaii Sen. Brian Schatz, who picked up an endorsement from President Obama in one of the few states where the president's approval rating is high enough for him to be a real boost. NO: (1) Big donors, who are about to be barraged with even more requests for cash from campaigns and parties now that their one excuse to say no-that they had maxed out-was just tossed out by the Supreme Court; (2) D.C. Mayor Vincent Gray, who lost the Democratic primary in his bid for reelection; and (3) North Carolina GOP Rep. Walter Jones, who's now getting hit by his second outside group and looks to be in real danger of losing to his GOP primary challenger. RATINGS CHANGES THIS WEEK: Sabato shifts HI-Sen from "Likely Democratic" to "Safe Democratic," and MD-Gov from "Leans Democratic" to "Likely Democratic" ( http://go.politicoemail.com/?qs=69b4acb8dbd28a3be260e63879e1741c781d8a22dd3d987075555da4cd3b5c2f http://go.politicoemail.com/?qs=69b4acb8dbd28a3be260e63879e1741c781d8a22dd3d987075555da4cd3b5c2f ). JEB, JINDAL APPEAR IN AD FOR GOP GROUP: POLITICO's James Hohmann reports: "Jeb Bush and Bobby Jindal appear in a commercial that will air Sunday to promote NewRepublican.org, a project focused on outlining a positive GOP agenda for the future. The former Florida governor and the current Louisiana governor, both potential 2016 presidential candidates, support a super PAC that is the brainchild of Republican strategist Alex Castellanos. 'If you believe that every parent ought to be able to choose their child's school, and that the economy should be driven from the bottom up, not the top down from Washington, then you're thinking like a New Republican,' Bush says to the camera at the start of the 30-second spot, shared first with POLITICO. 'If you don't think the Republican Party should be the party of big government, big business or big anything, you're thinking like a New Republican,' adds Jindal.' http://go.politicoemail.com/?qs=40271aad0aba45a364cacef33e3f4fd4dafe803ebb8670bd523993bd6036a0f4 CAMPAIGN PRO PREVIEW-TIDBITS FROM THE TEAM: FIRST IN SCORE-NRCC SLAMS TIERNEY OVER PEDIATRIC RESEARCH VOTE: The NRCC is out with an online ad slamming Massachusetts Rep. John Tierney for voting against a federal pediatric medical research bill.In an ad titled "Wrong Priorities," the committee says Tierney broke with the majority of the Massachusetts delegation and "voted no to funding children's cancer research." Obama signed the bill into law at a White House ceremony yesterday afternoon. Championed by House Majority Leader Eric Cantor, the bill will redirect $126 million allocated for national political conventions toward pediatric medical research. The bill was named for a 10-year old Virginia girl with an inoperable brain tumor who died in October. "It is absolutely pathetic that John Tierney would break from the majority of the Massachusetts Congressional delegation, the Democrat-led Senate and even President Obama and vote against funding research into pediatric autism andcancer just because it was a Republican bill," NRCC spokesman Ian Prior said. "In a rare moment when Congress and the President came together in a bipartisan manner to get things done, it was the extreme partisan Tierney who once again dug in his heels and put political party time over scientific advancements just to stay in line with Nancy Pelosi." Schauer's pick has some obvious pluses: Brown is from southeast Michigan, an area where Schauer's not as well-known. She's also likely to draw in some female and more liberal voters; she was one of the state lawmakers who was silenced in the statehouse in 2012 after using the term "vagina" during debate on an abortion-related bill. She was also one of four Michigan county clerks who issued marriage licenses to same-sex couples last month during the brief window when same-sex marriage was legal. Brown served two terms in the Illinois statehouse before winning the Oakland County Clerk job. Expect Republicans to rail on Brown as a liberal who's out of touch with Michigan voters. They might revive talk, for example, of a years-old case that dogged Brown during her campaign for the Oakland County Clerkship. According to a 2012 Detroit News report, an aide for Brown suggested she'd been wrongfully terminated by Brown after she disclosed that she was pregnant. The aide, Ericah Caughey, claimed Brown made a crude abortion-related comment and referred to her repeatedly as "preggers." At the time, Brown's allies said the claims were politically motivated and being leveled to discredit Brown's standing with female voters. MORE ON THE NEW MINNESOTA POLL: In reporting Thursday on a Magellan Strategies poll in Minnesota, conducted for the conservative group American Encore, we wrote that head-to-head matchupspitting Democratic Sen. Al Franken against two GOP opponents were asked after a series of questions-but didn't mean to suggest these questions would knowingly bias the topline results. The questions asked before the ballot tests constituted basic opinions of Franken, his GOP opponents and President Obama. There's some evidence that asking these sorts of questions introduces a difficult-to-predict priming effect to the survey ( http://go.politicoemail.com/?qs=69b4acb8dbd28a3b89aa68e9cf7c1dc1c3cd4e5473ada4bda8ac49b2387201bc http://go.politicoemail.com/?qs=69b4acb8dbd28a3b89aa68e9cf7c1dc1c3cd4e5473ada4bda8ac49b2387201bc ), but the jury is still out on whether it has an impact. As we noted, both GOP candidates have room to grow in the survey, and respondents in the poll (likely voters surveyed via IVR for landlines and live interviewers on cell phones)were mixed on Franken's job performance.
