If you recall from some emails earlier this year, Tom Costin was one of Ted Kennedy's best friends and he's been helping the country of Panama. He forwarded the email below to me this afternoon. He tells me they understand that the VP cannot attend, but a letter would be most helpful.
I'm not sure of any of the politics of this, but I told Tom I would pass it along.

Time is of the essence since the event is scheduled for January 6, 2012 ! If the Vice President can not attend please request a letter from his office stating that. However, if the VP is decides to send the US Ambassador in Pma to the event, it would be helpful if he sent President Moscoso a letter stating that the Ambassador is going in his stead.

Also, as requested, former President Mireya Moscoso of Panama's email is as follows mireyapty@yahoo.com please copy me, if possible, at RHGSLAW@AOL.COM with whatever correspondence is sent to her so that I may follow up.
