<P>With ITC expiring in 6 mos, the chance to put ~500 acre solar farm at the DE City site is closing out fast.</P>

<P>We have a foreign investor with a panel manufacturer portfolio company who might be willing to do the deal fast enough to sneak under the deadline. I'm sure the DE panel investment you made would be your preference, but I doubt we would be able to deliver anything without the overseas $ given how ridiculous US debt and equity markets (still) are.</P>

<P>So, now that the deal finally closed, do you think it is plausible to get PBF to agree to give back to to DE or do a trivial ($1/year) 25-year lease of the least-useful land on the site?</P>

<P>As we discussed before, solar creates the most jobs fastest, but has the fewest in the long run.</P>
