What to watch: What reaction will voters have to the House GOP's failed effort to repeal Obamacare? How will Republicans (and Democrats) spin the fiasco? Will all the talk at town halls and other district events focus on Obamacare or will other issues rise to the surface? -All eyes will be on elections for two open House seats once comfortably held by Republicans: The race to replace CIA Director Mike Pompeo in Kansas will be decided tomorrow. Nervous Republicans are pouring last-minute support into a district President Donald Trump carried by double digits. And the Georgia primary to fill HHS Secretary Tom Price's old seat is next week. Democratic newcomer Jon Ossoff could pull off an upset after raising an astounding $8.3 million. More on both below. -Neil Gorsuch will be sworn in today, starting with a private ceremony with Chief Justice John Roberts. Justice Anthony Kennedy will do the public swearing in the Rose Garden at 11 a.m. Trump and Vice President Mike Pence will both attend. Senate Majority Leader Mitch McConnell is in Kentucky, his spokesman said. And Senate Judiciary Chairman Chuck Grassley is also not attending, although he and Gorsuch spoke Friday, according to a spokeswoman. CRUZIN' TO KANSAS - Sen. Ted Cruz will be in Wichita today stumping for Kansas Republican candidate Ron Estes ahead of tomorrow's election. Cruz's rally is just one of several last-minute efforts by Republicans to gin up GOP support in the normally solid GOP district. The NRCC and Congressional Leadership Fund are both spending money there; Vice President Mike Pence recorded a robocall in support of Estes; and House Speaker Paul Ryan made a personal fundraising request. SPEAKING OF CRUZ, the Texas Republican is sitting on a $5 million war chest as he prepares to fend off a challenge from Democratic Rep. Beto O'Rourke (and others, potentially) next year. Burgess has the details this morning: Cruz "raised about $1.7 million in the first three months of this year across his Senate reelection campaign, his political action committee and the Ted Cruz Victory Committee. He now has $5.2 million across those three committees, and $4.8 million of that is in his Senate reelect account." "We're also discussing moving forward in terms of our committee hearings. So, you know, I can happily report that I think we are back to where we were before the whole White House excursion." RUBIO VS. TILLERSON, ROUND TWO - Sen. Marco Rubio's ongoing war of words with Secretary of State Rex Tillerson intensified over the weekend with the Florida senator criticizing the former oil executive for what he says is a boneheaded approach to the Middle East. Tillerson on Sunday maintained that the Trump administration's policy is to first defeat ISIS and then stabilize Syria. But Rubio sharply disagreed. "There is no such thing as Assad, yes, but ISIS, no," Rubio said Sunday on ABC. Tillerson lands in Russia tomorrow for his first trip to the country as a Trump Cabinet official. -UN Ambassador Nikki Haley also weighed in on Syria over the weekend and sounded a lot more in line with Rubio, saying a Syrian regime change is necessary.
