Please take a look at my recent article for Foreign Policy, Development and Diplomacy Are Instruments of a 'Peace through Strength' Foreign Policy (http://csis.us11.list-manage.com/track/click?u=833ec271d60c6750d9c3baaac&id=231c660466&e=e55aaf27de) , in which I argue for a top-to-bottom review of our foreign assistance programs. This review would help the administration identify areas to increase spending and where to reduce or exit.
