The report, by Peter Engelke, senior fellow in the Strategic Foresight Initiative, drew its inspiration from the realization that although the story of Africa is increasingly one of economic dynamism, there remain some very real development challenges, including quite a few related to the interdependencies between three key resources: food, water, and energy. Managing the “nexus” between these resources is vital, as the African continent’s highly uneven resource endowment potentially limits prosperity and leaves many nations exposed to severe climate change-induced stresses. In the area of food security, limited water and energy inputs have impeded agricultural productivity and, until these problems are solved, will prevent Africa from fulfilling its full potential. At the same time, the emerging global community of countries along all shores of the Atlantic Ocean—east and west, north and south—can play a major role in addressing these challenges if the horizons of imagination are wide enough to embrace non-traditional partners and ideas in an innovative fashion. The situation is also dynamic, with numerous opportunities for south-south exchanges and an ever-burgeoning role for private-sector drivers of development. Moreover, there is enormous potential for innovative approaches to solving the food-water-energy dilemma, including disruptive technologies that can dramatically enhance resource efficiencies while increasing output. The report was the product of a yearlong process that included a high-level conference and thus benefited from the insights and contributions of a number of distinguished scholars and practitioners. The final publication includes a foreword by Atlantic Council President and CEO Frederick Kempe as well as essays by both Council Vice President and Brent Scowcroft Center Director Barry Pavel and yours truly. We are grateful for the participation as panelists at the report launch by the Honorable Constance Berry Newman, former assistant secretary of state for Africa and our newest senior fellow at the Africa Center, and the Honorable Robert Thompson, former assistant secretary for economics at the US Department of Agriculture, as well as the comments offered at the event by H.E. Rachad Bouhlal, ambassador of H.M. the King of Morocco to the United States, and H.E. Michael Moussa-Adamo, ambassador of the Gabonese Republic to the United States. Addressing the Food, Water, and Energy Nexus is intended to provide a conceptual framework for what the Atlantic Council envisions as a comprehensive, multi-year initiative. The report and the work behind it were made possible by generous support from OCP Group S.A., and can be accessed here<http://click.icptrack.com/icp/relay.php?r=37151958&msgid=556745&act=TT84&c=453911&destination=http%3A%2F%2Fwww.atlanticcouncil.org%2Fimages%2Ffiles%2FFood_Water_Energy_Nexus_re-numbered.pdf>.
