As I understand it, they may expire soon and would be worthless if they do nothing. Meridian isn't sure that they 1) were talking to the right people at Citi who understand that these tax credit have monetary value and may expire soon and 2) were talking to someone high enough at Citi. Hence the interest in talking to someone at the CFO level.
