INAUGURATION DAY - "'None of us knows what is going to happen,'" by POLITICO's Edward-Isaac Dovere: "Everything in Washington is a question-what kind of bills are going to come through Congress, how radically Republicanism and conservatism are going to be reshaped, what the Democratic Party is going to do in an attempt to be relevant again, how much is going to be dictated by the president's mood on any given day, what would constitute everything going right, what will happen when something inevitably goes wrong, how much America is going to change with each day, with each minute. ... 'The great unknown,' said Virginia Gov. Terry McAuliffe, a Democrat who said he's spent weeks trying to get
in touch with the transition team to learn what its agenda might mean for his state, and still hasn't heard back." Full story.

- "Can Trump's 'record-setting' inauguration turnout claim be measured?" by POLITICO's Elana Schor: "Donald Trump has vowed that his inauguration will draw 'unbelievable, perhaps record-setting turnout,' and he's all but guaranteed to keep touting the size of Friday's crowds in Washington. But any attendance claims from Trump and his team will be troublesome to fact-check, particularly in the age of "fake news." The National Park Service stopped publicly gauging the size of mass gatherings on the National Mall after dueling forecasts for the 1995 Million Man March sparked a lawsuit threat. Crowd-counters can expect a potential post-inauguration estimate from D.C. officials, who initially
projected Trump's swearing-in and the subsequent celebrations would draw upwards of 800,000 people." Full story.

- "Intercepted Russian communications part of inquiry into Trump associates," by The New York Times' Michael S. Schmidt, Matthew Rosenberg, Adam Goldman and Matt Apuzzo: "American law enforcement and intelligence agencies are examining intercepted communications and financial transactions as part of a broad investigation into possible links between Russian officials and associates of President-elect Donald J. Trump, including his former campaign chairman Paul Manafort, current and former senior American officials said. The continuing counterintelligence investigation means that Mr. Trump will take the oath of office on Friday with his associates under investigation and after the
intelligence agencies concluded that the Russian government had worked to help elect him. As president, Mr. Trump will oversee those agencies and have the authority to redirect or stop at least some of these efforts." Full story.

2018 PREP - Renacci makes statewide ad buy in Ohio: GOP Rep. Jim Renacci of Ohio is making a statewide ad buy this weekend, in yet another sign of a potential run for governor in 2018. "Frustrated with career politicians?" Renacci says in the ad. "Got my start in business, so you know I am. But now we have a new president and a new Congress. We can tear down what's been holding our economy back." He urges the new Congress - without ever mentioning that he's a member of it - to "tear down useless regulations," "high taxes" and Obamacare. While he hasn't launched a campaign yet, Renacci started calling donors saying he was looking at running for governor, and the new ad campaign covers
territory far from his Cleveland-area district. Watch the ad here.

NEW THIS MORNING - Democracy for America makes first 2018 endorsements: Democracy for America, a progressive PAC that raised $5.9 million in the 2016 cycle, is making its first endorsements of the 2018 cycle today, backing Democratic Sens. Tammy Baldwin of Wisconsin, Sherrod Brown of Ohio, Bernie Sanders of Vermont and Elizabeth Warren of Massachusetts. Baldwin and Brown are two of the most liberal of the 10 Democratic senators up for reelection in states that Donald Trump carried, while Warren and Sanders are expected to be reelected easily.

PERSONNEL MOVES - "Giuliani to advise group promoting Trump's agenda," by POLITICO's Alex Isenstadt: "Former New York City Mayor Rudy Giuliani has signed on as an adviser to a political group that is being set up to promote President-elect Donald Trump's ambitious agenda. In an interview on Thursday evening, Giuliani, a close Trump ally who had once hoped to become secretary of state, said he had decided to play an active role in boosting the newly formed Great America Alliance, a 501(c)(4) nonprofit, to help advance Trump's policy goals through what is expected to be a wall of Democratic opposition." CASH HUSTLE - "Top Democratic donors urged to invest more at state level," by POLITICO's Gabriel Debenedetti in Aventura, Fla.: "It's all about the states. That's the message that will greet a wide swath of the Democratic Party's leading donors and operatives here on Friday evening. Nick Rathod, executive director of the State Innovation Exchange, is slated to pitch them on a new round of investment in the progressive group that aims to rebuild the party from the ground up by focusing on state legislatures - a strategy adopted by Republicans a decade ago." Full story.

SCORE INTERVIEW - "Q&A: Los Angeles Mayor Eric Garcetti," by Campaign Pro's Elena Schneider: "Los Angeles Mayor Eric Garcetti is on the ballot for reelection in March, but that hasn't quieted multi-year speculation that he's eying a bigger, statewide stage. In an interview with POLITICO, Garcetti didn't rule out the possibility, but he insisted that he's 'focused on my city.' ... Nabbing the 2024 Olympics tops that list of priorities. And it's also an area of agreement with President-elect Donald Trump, whom Garcetti castigated during the election as a racist, a bigot and a sexist."

- You're running for reelection in March, and that leaves room to consider either a gubernatorial run in 2018 or a potentially open Senate seat, if Sen. Dianne Feinstein chooses to retire. Are you considering running statewide? I really am only focused on my city. There may be a time when I can serve my city better in another capacity, but I don't look that far down the line in the future, especially when there's a job in front of me and there's more work to be done. Read the full interview here.

PRIMARY CHALLENGE - "Brianna Wu intends to run against Stephen Lynch in 2018," by The Boston Globe's Jaclyn Reiss: "Brianna Wu, the cofounder of a Boston company who has made headlines in recent years for being targeted by the GamerGate movement," will announce today that she's challenging Democratic Rep. Stephen Lynch of Massachusetts in the primary. "'To me, Congressman Lynch represents everything I think is wrong with the Democratic Party,' said Wu, 39, adding that she disagreed particularly with Lynch's stances on women's issues and healthcare, as well as what she described as flip-flopping. Lynch's views on social issues such as gay rights and abortion have indeed shifted dramatically
over the years, sparking praise from some who say his worldview has broadened and criticism from others who argue that he puts political expediency ahead of core convictions." Full story.

THE BUSINESS SIDE - "Snapchat to Enable Ad Targeting Using Third Party Data," by The Wall Street Journal's Mike Shields: Snapchat "has signed a deal with Oracle Data Cloud, previously known as Datalogix, that will help marketers use data from offline purchases, such as supermarket loyalty cards, to target consumers with potentially more relevant ads on the increasingly popular Snapchat mobile messaging app. ... This is the first time Snapchat has allowed for ad targeting using third party data. Google, Facebook and Twitter have long offered the same offline data-targeting options through their own Datalogix partnerships." The move could help campaigns - several of which embraced Snapchat in
2016 - target voters with much greater precision that they can now. Full story.

TRANSITION SPEED READ - "Trump aides jockey for best White House real estate," by POLITICO's Shane Goldmacher: "In the two months since Donald Trump won the most coveted office in the United States, his aides have quietly jostled for the next most valuable workspace-the short corridor just down the hall from the Oval Office. Reince Priebus will occupy the corner suite at the hallway's end that is traditionally reserved for the chief of staff. In between, Steve Bannon, Trump's chief strategist, will work in one of the handful of coveted corridor offices, as will Jared Kushner, Trump's son-in-law and his most trusted confidante, according to three officials familiar with the office
assignments." Full story.

- "Trump sought military equipment for inauguration, granted 20-plane flyover," by The Huffington Post's Jessica Schulberg: "During the preparation for Friday's transfer-of-power, a member of Trump's transition team floated the idea of including tanks and missile launchers in the inaugural parade, a source involved in inaugural planning told The Huffington Post. 'They were legit thinking Red Square/North Korea-style parade,' the source said, referring to massive military parades in Moscow and Pyongyang, typically seen as an aggressive display of muscle-flexing.The military, which traditionally works closely with the presidential inaugural committee, shot down the request, the source said.
Their reason was twofold. Some were concerned about the optics of having tanks and missile launchers rolling down Pennsylvania Avenue. But they also worried that the tanks, which often weigh over 100,000 pounds, would destroy the roads." Full story.

CODA - QUOTE OF THE DAY: ""My past statements made over five years ago about abolishing the Department of Energy do not reflect my current thinking. In fact, after being briefed on so many of the vital functions of the Department of Energy, I regret recommending its elimination." - Former Texas Gov. Rick Perry, who has come around to the Energy Department's existence now that he is about to lead it. (CNN)
