Dear Mr. Creal,

I have spoken with the Resident Coordinator, copied on this message. Yes, we still need the expert in debt renegotiation and require someone who is fully bilingual, French and English. In terms of TOR, the expert assignment summarizes as follows: Review loan/debt agreement documents and draft proposals and counter-proposals for the government to put forward during the negotiations with various international public (Governmental) and private partners. The assignment is for six months as Adviser to the Minister of Finance working in Djibouti with some international travel.
