Debt was cut from a 2004 high of nearly $4 billion to $2.8 billion at the time of his departure in 2009. During this period, ridership rose nearly 15%, and the company set ridership records in 2006, 2007 and 2008, as on-time performance rose to attain record levels in 2012. He was involved with the development and passage of the 2008 Passenger Rail Investment and Improvement Act, and he worked closely with management to shape the company’s conception of its financial needs, and to make the case for its continuing value as a transportation provider – a value that Congress recognized by appropriating $1.3 billion for much-needed improvements to Amtrak’s infrastructure and rolling stock, and an additional $8 billion to launch the nation’s first grant investment program in intercity passenger rail. The process of ordering 130 badly-needed single level long distance cars and 70 electric locomotives was also begun during his tenure. > > Perhaps most importantly, he helped to ensure that the company would continue to pursue its successful course of moderate growth and prudent financial management by selecting Joseph H Boardman, at the time administrator of the FRA, as the successor to Alexander Kummant as President and CEO. Under Boardman’s leadership, the company set 10 annual ridership records in the 2002-2014 timeframe. Amtrak has continued to cut debt, improve its infrastructure, purchase new equipment, and improve both ridership and cost recovery – which reached an all-time high of 93% in 2014. Programs such as Wi-Fi installation and electronic ticketing, which had their genesis during the 2005-2010 timeframe, have also come to fruition, and have contributed significantly to the improvements in revenue and cost recovery. > > > Robert M.
