Good Thursday afternoon. NEWS -- JIM DEMINT is in the process of setting up a NEW conservative group that will be announced in the next few weeks. He and his allies have been talking around town about it in recent days. Wesley Denton, his spokesman, said: "We'll be announcing in a few weeks and we're excited to get started. Our goal isn't to replicate things other great organizations are doing, but rather to fill a void and advance the conservative movement in a meaningful way."

THE LATEST ON SCALISE -- "Scalise faces third surgery after being wounded in mass shooting," by Rachael Bade: "House Majority Whip Steve Scalise, shot Wednesday during a congressional baseball practice, was undergoing his third surgery Thursday morning as his colleagues gathered to discuss the horrific shooting and share cautiously optimistic statements about Scalise's recovery.

"The Louisiana Republican remained in critical condition early Thursday as doctors at MedStar Washington Hospital Center began a third operation. The bullet had fractured bones and torn through internal organs, according to a late Wednesday night hospital statement. And Scalise, who suffered severe blood loss, had been receiving multiple units of blood transfusion. According to sources familiar with Scalise's condition, the third surgery was routine for gunshot victims. Doctors went in to check on the work they performed the night before.

"On the Hill, lawmakers grappled with the severity of Scalise's condition, with some Republicans even speculating that Scalise could be out commission for some time. Speaker Paul Ryan (R-Wis.) and his leadership team called an emergency conference Thursday morning to give lawmakers an update. Scalise's chief deputy whip Patrick McHenry (R-N.C.), who's visited him in the hospital, gave a moving speech about faith in dark times - and about Scalise's strength as an individual. Sources in the room said people tried to stay optimistic, even as some members who witnessed the horrific shooting stood and told their stories. Lawmakers signed jumbo cards for Scalise and the other victims."

PRESIDENT DONALD TRUMP said Scalise's situation has "been much more difficult than people even thought at the time," per pooler Jordan Fabian of The Hill. "Trump said 'he's in some trouble' but [added], 'he's going to be OK, we hope.'"

-- HOUSE MINORITY LEADER NANCY PELOSI'S husband lost at least $10 million on his investment in the United Football League and the Sacramento Mountain Lions team. But Pelosi and her husband remain very rich, with a net worth of between $32 million and $149 million.

-- HOUSE MAJORITY LEADER KEVIN MCCARTHY'S wife has picked up a job at the California Republican Party.

-- NEW YORK REP. CHRIS COLLINS disclosed between $25 million and $50 million in Innate Immunotheraputics, the company he has been advising other lawmakers to invest in. He had between $5 million and $25 million last year.

-- REP. DARRELL ISSA (R-CALIF.) has picked up a building right across from the Capitol. He now owns 25 D Street, SE through a limited partnership, according to his financial disclosure. He bought it in April 2016.

-- REP. CHARLIE CRIST (D-FLA.) took quite the pay cut to come to Congress. He made $604,596 from the law firm Morgan and Morgan in 2016.

TRUMP'S CLIMATE POLICY -- "Energy Department Closes Office Working on Climate Change Abroad," by NYT's Brad Plumer: "The Energy Department is closing an office that works with other countries to develop clean energy technology, another sign of the Trump administration's retreat on climate-related activities after its withdrawal from the Paris agreement this month.

"The 11 staff members of the Office of International Climate and Technology were told this month that their positions were being eliminated, according to current and former agency employees. The office was formed in 2010 to help the United States provide technical advice to other nations seeking to reduce greenhouse gas emissions. MEDIAWATCH -- The New York Times editorial board was pilloried online for its editorial about yesterday's shooting. In the editorial, they connect the shooting of then-Rep. Gabby Giffords to a map put up by Sarah Palin's PAC -- even though extensive Times reporting from the time showed no such connection, and the ABC News story they linked to said that "no connection has been made" between the shooting and the map. National Review's David French on the editorial: "Let's be blunt. In its zeal to create moral equivalencies and maintain a particular narrative about the past, the Times flat-out lied. ... The Times editorial board didn't have far to go to understand Loughner's motivations; it
could have asked ...
