It might be time to change the saying to hell hath no fury like a speaker scorned. John Boehner quickly moved yesterday to punish two of the Republicans who bucked his bid to seek a third term as speaker. Ultimately the rebellion didn't matter, Boehner got support from 216 Republicans - more than enough to secure the post - but that didn't stop the Ohio Republican from stripping Florida Reps. Daniel Webster and Rich Nugent from their seats on the influential Rules Committee. And there could be more to come. Reps. Steve King, Marlin Stutzman, Scott Garrett and 20 others also cast 'no' votes for Boehner, who's allies are promising that any political retribution could unfold over the course of months. Jake and Bres have the story: http://go.politicoemail.com/?qs=49492f04dae7562bd4835ef88e0368ce5b9d562d535727721a0cd953912eff8e http://go.politicoemail.com/?qs=49492f04dae7562bd4835ef88e0368ce5b9d562d535727721a0cd953912eff8e EVEN WITH THE RETRIBUTION, HELL NO CAUCUS MAY HAVE FOUND THEIR MAN. Your Huddle author reports, "A surprising number of conservatives fell in love with Florida Republican Daniel Webster. It wasn't enough to knock John Boehner from his perch, but Tuesday's election for House speaker gave the chamber's restive conservatives another long-shot chance to register their unhappiness with their leaders. It also made an unexpected star out of Webster, who got 12 of the 25 votes cast by Boehner's Republican critics.... Webster, a former Florida House speaker and state Senate majority leader who came to Congress in 2011, told POLITICO he decided to enter the race less than 24 hours before the vote, after being urged by close friends including fellow Florida GOP Rep. Richard Nugent and Iowa Republican Rep. Steve King." http://go.politicoemail.com/?qs=49492f04dae7562bedfe305a5ea0ab31717e04f95e5f821ba1b1c90bd69c4db8 http://go.politicoemail.com/?qs=49492f04dae7562bedfe305a5ea0ab31717e04f95e5f821ba1b1c90bd69c4db8 MCCONNELL QUICKLY MEETS REALITY OF THE SENATE. Manu Raju reports, "The new majority leader finally reached the pinnacle of his power Tuesday, and was set to begin carrying out his pledges to 'restore' the chamber and empower its committee chairmen - using a bill to approve the Keystone XL pipeline as his opening shot. But he ran into a problem that has dogged his predecessors for decades: the Senate's arcane procedures. Democrats objected to McConnell's move to allow a quick Energy and Natural Resources Committee hearing Wednesday on the Keystone bill before the committee vote Thursday and the full-fledged floor debate starting next week. Republicans had to scrap the hearing, throwing a wrinkle in McConnell's carefully crafted plans and prompting Democrats to accuse the GOP leader of undermining his vow for 'regular order.'" http://go.politicoemail.com/?qs=49492f04dae7562b023159404501373b0a36455d819da9386686041cea7e3554 http://go.politicoemail.com/?qs=49492f04dae7562b023159404501373b0a36455d819da9386686041cea7e3554 $CALISE IS TILL FUNDRAISING. Anna Palmer with the scoop, "Steve Scalise is moving full steam ahead with his fundraising plan despite the fallout from a 2002 speech that he gave to a white supremacist group. The No. 3 House Republican's fundraising team sent an email blast Tuesday evening announcing a "Meet Team Scalise" event at the Capitol Hill Club next week.... While House GOP leaders have publicly backed Scalise, it is unclear whether GOP donors will be as forgiving. One of the major jobs of whip is to raise funds and campaign across the country for his fellow lawmakers. Several GOP fundraisers, lobbyists and aides said that he will have a hard time fundraising in key money pockets like New York and Los Angeles." http://go.politicoemail.com/?qs=49492f04dae7562b87ff407a23f959178cf167978c44718f3b39e2e7bf691854 http://go.politicoemail.com/?qs=49492f04dae7562b87ff407a23f959178cf167978c44718f3b39e2e7bf691854 GILLIBRAND'S NEXT STAND. Anna and Darren Samuelsohn write, "A dozen colleagues promised Sen. Kirsten Gillibrand in March that if the Pentagon didn't shape up, they would reconsider her proposal to take sexual assault cases out of the chain of command. Ten months later, she's coming to collect. The New York Democrat told POLITICO that she's been in talks with the Democratic and Republican senators who voted against her bill to change the way the military handles sexual assault cases but promised to keep an open mind about changing their stance. She is pushing them to read a recent Defense Department report that found that 62 percent of those who reported an assault faced retaliation - evidence, she says, that the current military justice process isn't working." http://go.politicoemail.com/?qs=49492f04dae7562be3cec297e70bcc870f9d50d40bd7328e342a87a5662fecd4 http://go.politicoemail.com/?qs=49492f04dae7562be3cec297e70bcc870f9d50d40bd7328e342a87a5662fecd4 GOOD WEDNESDAY MORNING, January 7, 2015. OBAMA KICKS OF STATE TOUR, PROMISES TO WORK WITH CONGRESS. President Barack Obama is hitting the road today, starting in Detroit, to tout his economic policies. The pre-State of the Union trip will take the president to Michigan, Arizona and Tennessee in the next week. Writing in Medium, Dan Pfeiffer outlined what we can expect to hear from Obama, including the White House's pledge to work with Congress. "Despite what you might hear from the Beltway pundits, this President looks forward to working with the new Republican Congress on ways we can move America forward. That means working with the 114th Congress to make sure that more middle class families feel the benefits of our recovery. But it also means making sure that the new Congress doesn't roll back the progress and protections that Americans have fought so hard for the last six years." http://go.politicoemail.com/?qs=49492f04dae7562b257363aca88f341f9c5c17aecedf5803e120e692c1fbf846 http://go.politicoemail.com/?qs=49492f04dae7562b257363aca88f341f9c5c17aecedf5803e120e692c1fbf846 BIDEN BEING BIDEN. We thought about listing the best-one liners from Vice President Joe Biden's swearing-in ceremony yesterday but then discovered someone had beaten us to the punch. But serious, watch this, on repeat. http://go.politicoemail.com/?qs=49492f04dae7562b99c2cb6582976a0b4dc87e718c4a54f44a9a712eb2c61ba0 http://go.politicoemail.com/?qs=49492f04dae7562b99c2cb6582976a0b4dc87e718c4a54f44a9a712eb2c61ba0 . POLITICO also has some good clips: http://go.politicoemail.com/?qs=49492f04dae7562b00cc68b34ee209e8a9fd42a18ef50e924db1add97825ddcb http://go.politicoemail.com/?qs=49492f04dae7562b00cc68b34ee209e8a9fd42a18ef50e924db1add97825ddcb TRANSITIONS. New Jersey Sen. Robert Menendez promoted his longtime aide, Jodi Herman, to serve as the staff director for Democrats on the Senate Foreign Relations Committee. And Republican Study Committee Chairman Bill Flores has announced that Caitlin Carroll, formerly of Chairman Darrell Issa's staff on Oversight, will be the communications director for the conservative group. Flores, a Texas Republican, also announced that Andrew Shaw will join the committee as policy director. Shaw current works for Rep. Scott Garrett. Also joining the RSC is Jessica Harrison, Flores' scheduler, who will take up the post of director of operations and member services. House Republican Conference Chairwoman Cathy McMorris Rodgers will announce this morning a number of staffing changes. Nate Hodson, who has served McMorris Rodgers as communications director, will now be her deputy chief of staff. Taking on Nate's role is Riva Litman who was served as press secretary since 2010. Evan McMullin will join CMR's staff from the House Foreign Affairs Committee and will serve as chief policy director. Finally, Nick Magallanes has been promoted to senior advisor for health care policy. DEMS PROTEST BENGHAZI COMMITTEE REAUTHORIZATION WITHOUT DEBATE. Included in the rules package passed by the House yesterday evening was language to reauthorize the Select Committee on Benghazi - a panel established just last year to investigate the 2012 terrorist attacks in Libya. But that quiet inclusion is not going unnoticed by the committee's five Democrats who are protesting that members were not able to debate on the floor the veracity of the panel's work. "After eight months and more than a million taxpayer dollars spent, it remains unclear what new questions the Select Committee seeks to answer.Since our members were denied the ability to meaningfully debate or amend the resolution, we now look to the Committee to quickly adopt rules that ensure that our Democratic members are able to participate fully in the investigation," wrote Reps. Elijah Cummings, Adam Smith, Adam Schiff, Linda Sánchez and Tammy Duckworth. PRESENTED WITHOUT COMMENT. Steve Israel has written a novel about a salesman seduced by a receptionist. Ways and Means Committee Chairman Paul Ryan outlined why Republicans are starting with the 40-hour work week as their opening salvo to change Obamacare. "The law will collapse under its own weight. Until then, we have to start building a better health care system in its place. And we need to start with a new principle: Put the patient in the driver's seat. That's how we can build a healthy economy," the Wisconsin Republican wrote in USAToday. http://go.politicoemail.com/?qs=49492f04dae7562b699e7f195bc4ec3b444f9b6d5b4e2ad92d0e2f33709eb0e9 http://go.politicoemail.com/?qs=49492f04dae7562b699e7f195bc4ec3b444f9b6d5b4e2ad92d0e2f33709eb0e9 'TIS THE SEASON. Ready, set, roll those retirement announcements. New York Republican Chris Gibson announced yesterday his intent to retire after the 114th Congress - putting into a play a true swing seat that Democrats will surely focus on as a pick-up opportunity. Gibson trounced his opponent, Sean Eldridge, husband of Facebook co-founder Chris Hughes, in November. "There are few people in our Congress today that better embody public service. He spent his life in his native Kinderhook, went to war, and later became a distinguished academic," NRCC Chairman Greg Walden said in a statement.More: http://go.politicoemail.com/?qs=49492f04dae7562bec098e7fb4ee45acfc5c9985fd8aa2f7005d4c56254289ea http://go.politicoemail.com/?qs=49492f04dae7562bec098e7fb4ee45acfc5c9985fd8aa2f7005d4c56254289ea TUESDAY'S TRIVIA WINNER - David Keller, with the University of Colorado's School of Medicine, was the first to correctly answer that a no quorum log was the first entry into the Senate journal. TODAY'S TRIVIA - David has today's question: How many days after the first session of the Senate was convened did the Senate finally achieve a quorum?
