FOR THE SECOND TIME in less than a decade, a member of the House of Representatives was shot in public. Gabby Giffords was holding a meet and greet outside a supermarket when she was shot in the head in 2011. Scalise was practicing on a baseball field in Alexandria with some of his House and Senate GOP colleagues.

A FEW REALITIES TO KEEP IN MIND. Members of Congress walk around Washington and their home districts without police details all the time -- and many have privately told us that it freaks them out. Only members of the House and Senate leadership are protected by the Capitol Police. On a rare case-by-case basis, lawmakers are given a Capitol Police officer if there is a specific threat. Some have local police trail them at home. Many members of Congress, however, would not be recognized by the average person.

IN WASHINGTON, HOWEVER, lawmakers feel somewhat cocooned. They work inside a massive Capitol complex, with armed police officers standing guard every few feet. They show up at closed fundraisers, where they're surrounded by wealthy donors and lobbyists. This shooting has shaken lawmakers' confidence that they're safe within the Beltway.

THE CONGRESSIONAL BASEBALL GAME is one of the few vestiges of bi-partisan revelry in Washington. Lawmakers show up for practice around 6:15 a.m. beginning two months before the June game. Aides and lobbyists come to help them train. President Barack Obama came to a game in 2015, and there were rumors in the Capitol this week that Trump would attend tomorrow's game. Lawmakers are competitive about the contest, and Scalise is particularly fervent about the game. (Scalise's friend and fellow Louisianan, Cedric Richmond, is the Democrats' star pitcher.)

IF YOU KNOW STEVE SCALISE, you know he loves the Congressional baseball game. He handed out bats as a present to allies a few years ago. Just like Kevin McCarthy, Scalise is the kind of lawmaker that thrives off his backslapping friendships with members of the House. He lives with Reps. Kevin Brady, John Shimkus and Erik Paulsen. And he is constantly in touch with members of the House Republican Conference, asking how he can help them in the Capitol, and if he could help fill their campaign coffers.

-- He's become known in D.C. for his tours of offshore oil rigs in Louisiana. He invites members of Congress from both parties and choppers them out to rigs off the coast of Louisiana. Jake once was the sole reporter to fly to an offshore rig with Scalise, Michele Bachmann, Mark Sanford and other lawmakers in 2014. THE HOUSE AND SENATE have canceled their votes for the day. President Donald Trump canceled his speech at the Labor Department this afternoon. The White House announced there would be no press gaggle today. Vice President Mike Pence canceled a speech before the National Association of Homebuilders, and instead headed to the White House. Several committees have postponed hearings, though some -- like the House Foreign Affairs Committee -- decided to move forward with their events.

ON THE SCENE -- "Shots, screams, chaos erupt at GOP baseball practice," by Kyle Cheney in Alexandria, Virginia: "It started as an idyllic morning for baseball, two dozen Republican congressmen and aides attending softball practice and escaping, for a moment, the rancor of Washington. Then the bullets started to fly. 'I was on deck about to hit and I hear, bam!' Rep. Mo Brooks (R-Ala.) said. 'And I look around and behind third base in the third base dugout, I see a rifle. And I see a little bit of a body and then I hear another 'bam' and I realize there is an active shooter. At the same time I hear Steve Scalise over near second base scream. He was shot.'

"Scalise, the third-highest-ranking member of [the House], crumpled to the ground near second base, where he had been fielding ground balls here at Eugene Simpson Stadium. Horrified lawmakers described watching as a helpless Scalise screamed in pain and began crawling toward the outfield grass, leaving a trail of blood behind him. THE GUN DEBATE IS ALREADY BEGINNING TO RAGE. House Republicans were supposed to consider a bill today in committee that would've loosened gun restrictions. That was put off. President Donald Trump was the first president to speak at the National Rifle Association's meeting in years, and has consistently discussed being a champion for gun rights.

THE REPUBLICAN MAIN STREET PARTNERSHIP's annual gala this evening will continue as planned, according to an email sent to attendees.
