A standing room audience of 150 Congressional leaders, staff-members and participants attended the sold-out event held at the U.S. Senate offices at the Capitol Visitors' Center. This event featured opening remarks by Senator Bob Casey (D-PA) and Representative Marcy Kaptur (D-OH-9). Speakers included: * Jeff Madrick, acclaimed author and economist, Director of TCF's Bernard L. Schwartz Rediscovering Government Initiative * Fred Block, Professor of Sociology, University of California Davis * Amy Goldstein, award-winning journalist, the Washington Post, and author of Janesville: An American Story * Madeline Janis, Executive Director, Jobs to Move America * Andrew Stettner, Senior Fellow, The Century Foundation Overseen by Mr. Madrick, the "High Wage America Project" will focus on research and policy solutions to develop a high wage agenda and reverse policies that have cut wages, benefits and working conditions since the Reagan Administration, thus contributing to the high levels of income i nequality that are eroding the middle class. The Bernard L. Schwartz Rediscovering Government Initiative (RGI) at The Century Foundation (TCF) will direct its efforts over the next two years to policies that can make America a high- wage society once more. Low-wage America is characterized by wages that for forty years have stagnated for most Americans, especially for those with no more than high school educations. A 35-year-old man with a job typically makes no more than did a 35-year-old male four decades ago and often makes less, especially for those in the middle and low end of the pack. According to Figure 1, those at the top of the wage distribution have seen their pay increase, while those at the middle and bottom have remained stagnant or declined after a brief surge in the late 1990s. Meantime, the costs of education, health care, and housing have grown rapidly. Incomes have become much more unequal over that same period, a small portion near the top taking the vast majority of gains in earnings. Technology played a role too, making numerous skilled and unskilled occupation obsolete, and widening the gap in wages between those with and without college educations. Off shoring has become a favored policy for big business, aided by U.S.tax policy, and has led to much a weaker manufacturing sector than other advanced nations. Yudken and Michael McCormack After decades of decline and political indifference, the U.S. manufacturing is getting fresh attention. "American Manufacturing Is Having a Moment," declared CNN in a recent headline.1 During his reelection campaign, President Obama set a goal of bringing back 1 million of the manufacturing jobs that had been lost after the recession, and supported bold new investments in the nation's manufacturing capacity.2 President Trump made restoring manufacturing jobs a key part of a winning campaign among Rust Belt states that carried him to election as president. Is this renewed focus on the manufacturing sector sound economic policy, or as pundits from across the political spectrum have complained, is it just a nostalgic bid for middle-class jobs that are gone for good? This report examines prevalent assumptions about the value of a renewed commitment to manufacturing, particularly from the vantage point of the needs of communities that have depended on manufacturing jobs, and on workers who have looked to this sector as a source of a living-wage career. The report begins by reviewing the status of U.S. manufacturing activity today, including how it compares internationally. It looks at shifts in composition of U.S. manufacturing activity, identifying which industries within the sector have been growing, and which have been declining. It examines the debate over what caused the manufacturing decline of the past few decades and whether this decline was inevitable, or reversible, and how important a manufacturing recovery is to the nation's economic future. One strategy would be to establish a "high road commons"-a public commonwealth that would foster the transition to economic prosperity of left-behind Rustbelt rural communities and urban communities alike. There are many examples of national, state, and local initiatives that support the revitalization of manufacturing communities, through innovation in advanced manufacturing, business retention and the development of industrial ecosystems, innovative workforce education and training approaches, and capital investment. The high road commons model would seek to expand real world successes such as Pittsburgh's Steel Valley Authority, which has used Early Warning and Layoff Aversion to save 23,000 jobs; Chicago's Manufacturing Renaissance, which has united 90 companies and schools to get disadvantaged youth into manufacturing careers; and a pension-fund-driven restructuring of two earth-friendly bus manufacturers into New Flyer Industries, saving 3,500 mostly union jobs.
