To subscribe, please sign up here (http://bit.ly/ecs1s) . ** Veto Vetoed ------------------------------------------------------------ Congress voted today to override a presidential veto on the Justice Against Sponsors of Terrorism Act (JASTA), legislation that would allow Americans to sue foreign governments over terror attacks. Both the House and Senate voted overwhelmingly (348-77 and 97-1, respectively) to override the veto—the first such time Congress has done so since President Obama took office. Karoun Demirjian and Juliet Eilperin explain the ins and outs in today’s Washington Post (https://www.washingtonpost.com/news/powerpost/wp/2016/09/27/senate-poised-to-vote-to-override-obamas-veto-of-911-bill/) . Dive Deeper: CSIS Burke Chair Anthony Cordesman gave his analysis of the bill, and what it would mean for US-Saudi relations in a September 14 piece (https://www.csis.org/analysis/saudi-arabia-and-justice-against-sponsors-terrorism-act) . The New York Times had an editorial today on “The Risks of Suing the Saudis for 9/11 (http://www.nytimes.com/2016/09/28/opinion/the-risks-of-suing-the-saudis-for-9-11.html?_r=0) .” ** OPEC Cut ------------------------------------------------------------ After four and a half hours of discussion in Algiers, the 14 nations of the OPEC cartel agreed to cut crude-oil production over the coming months in an attempt to increase petroleum prices. The Wall Street Journal’s Benoit Faucon, Georgi Kantchev, and Selina Williams have the story (http://www.wsj.com/articles/opec-reaches-understanding-on-output-cut-1475089079?mod=djemalertNEWS) . Dive Deeper: Sarah Ladislaw yesterday authored “To Freeze or Not to Freeze: Why Are We Still Asking this Question? (https://www.csis.org/analysis/freeze-or-not-freeze-why-are-we-still-asking-question) ,” a CSIS Commentary looking at the global significance of a production freeze. ** Russia Blamed ------------------------------------------------------------ A Dutch-led team of investigators announced conclusive evidence today that passenger flight MH17, downed over Ukraine in July 2014, had been taken out by a Russian-made Buk missile system brought into Ukraine from Russia. Russia’s Ministry of Defense denied any involvement. CNN’s Tim Hume and Claudia Rebaza have the report (http://www.cnn.com/2016/09/28/europe/mh17-buk-russia/) , as well as imagery released by the investigation. Dive Deeper: CSIS’s Tom Karako wrote about the need for updated European air and missile defenses in a paper this summer: “Looking East: European Air and Missile Defense after Warsaw (https://www.csis.org/analysis/looking-east-european-air-and-missile-defense-after-warsaw) ”. The Russian Roulette podcast spoke with Taras Kuzio, senior research fellow at the Canadian Institute of Ukraine Studies at the University of Alberta on the country’s future (https://www.csis.org/podcasts/russian-roulette) . ** In That Number ------------------------------------------------------------ ** 32,000 ------------------------------------------------------------ The number of people that have been formally arrested by Turkish authorities since the July 15 coup attempt, according to the Turkish justice minister. Source: Washington Post (https://www.washingtonpost.com/world/middle_east/minister-32000-people-arrested-since-failed-coup-in-turkey/2016/09/28/432b6b9e-8556-11e6-b57d-dd49277af02f_story.html) . ** Critical Quote ------------------------------------------------------------ ** “Space is a tool of national power. China knows this, but it appears that we may have forgotten.” ------------------------------------------------------------ —CSIS’s James Lewis testified before Congress yesterday on “Are we Losing the Space Race to China?” You can watch his remarks here (https://youtu.be/nskVKJh9eN4?t=36m42s) or view a transcript here (https://csis-prod.s3.amazonaws.com/s3fs-public/congressional_testimony/ts160927_Dr_Lewis.pdf) . ** One to Watch ------------------------------------------------------------ Jennifer Cooke (@jengcooke (https://twitter.com/jengcooke) ) is the director of CSIS’s Africa Program. Buck was indeed a Zydeco music pioneer. But the genre, born out of a fusion of Creole, Cajun and rhythm and blues music in French speaking south Louisiana was first made popular by Buck's mentor, Clifton Chenier. His influence was so profound that many believe Clifton Chenier, invented the term "Zydeco," a word that traces its roots to the Louisiana French Creole pronunciation of the "spicy string bean." Clifton Chenier's music was electrifying, and he was crowned the undisputed "King of Zydeco" by his peers. In the 1960s, 70s and 80s, Chenier performed all over the world. But his shows at the New Orleans Jazz and Heritage Festival (https://youtu.be/OYkehxwpel4) in the 70s (when Jazz Fest was in its infancy) were truly sublime. ** Feedback ------------------------------------------------------------ I always welcome and benefit from your feedback.
