General Wayne Stenehjem “falsely claimed” North Dakota was, for the most
part, complying with a 2006 law that set national standards for sex offender
registration. But Stenehjem said the state is “99 percent compliant” with
the Sex Offender Registration and Notification Act, part of the Adam Walsh
Child Protection and Safety Act passed by Congress in 2006.
