Dear Kathleen and Hunter,

One of the most heartbreaking images we've seen during this recession is that of a family losing their home to foreclosure. The loss of a home can destroy a family's economic and financial stability, and cause emotional damage to children.

That's why, last year, we established the Mortgage Fraud Task Force to educate Delaware homeowners about responsible mortgages and their commitments. We've helped hundreds of Delaware families stay in their homes.

This week, my office took another stand on behalf of Delaware homeowners in light of questions about the foreclosure procedures of three banks. The banks had delayed foreclosures in 23 other states to review certain documents and ensure a fair process.

Everyone must play by the rules. Just as homeowners have an obligation to fulfill the terms of their mortgage and make their monthly payments on time, banks must also follow Delaware's laws, rules and regulations governing mortgages and foreclosures. We are not giving anyone a free ride or allowing anyone to get out of their mortgages without paying. But we have laws in our state that protect homeowners--and I intend to make sure these banks don't evade them.

So we called on those banks to stop foreclosure actions on all Delaware families until they thoroughly review their procedures -- and the Department of Justice has demanded documents related to foreclosures in Delaware. Some have already responded -- today, in fact, Bank of America announced they would halt foreclosure proceedings.

I know that many Delaware families continue to struggle in this difficult economy. And I will keep doing everything in my power to help them avoid foreclosure. As our state's chief law enforcement officer, that's my job: always standing up for Delaware families.
