Hilary, Given the general feeling about what our chances are to overturn the FTA decision, I just want to clarify that a good result would be that FTA says in their response letter that CAF did nothing wrong. In other words, even if they still recommend cancellation because of Metro's sloppiness, CAF did not violate any laws. Any statement that exculpates CAF, would also be extremely helpful in getting money out of Metro. Call me if you get a chance. Virginia
