Jeff,

Thanks again for convening the call this morning and for offering to take
the lead on drafting up the documents. Attached is the initial proposal we
drafted in January. I think the structure and budgetary portions are still
relevant (with the executive director tbd), but the mission & vision has
become more defined - particularly as it applies to collaboration with the
NEC Commission. Let me know if you have any questions or need any assistance
in putting together the drafts. Am happy to help.
