Eric, as a favor to me, Beau and I met last Friday with Elmer Heinel. Elmer
is a professional consultant who was very helpful to me when I first started
my business; he's also a longtime friend of Jeff Connaughton. Elmer is
competent and a good man. One client for whom he has secured a number of
contracts involves work in state prisons. The contracts involve
telecommunications systems used in prisons (monitoring inmate calls with
supposedly a state of the art software program among other benefits).
Contracts are in place in New Jersey and PA, and Elmer's understanding is an
RFP is likely to be announced in certain Maryland facilities. Elmer
understands the eventual bid is likely not a decision made by the AG, but he
would like the opportunity to speak to the benefits of the system which have
been placed in prisons other than MD.


Beau agreed to reach out to the AG, say that he has met with Elmer, and he
would like if Gansler would be willing to do the same. His contact info is
attached. I have not followed-up with Beau re: reaching out to Gansler, but
