It’s hard to believe that February is already coming to a close. Even though it flew by, C_TEC managed to accomplish a watershed goal: the release of model legislation on data privacy. You can read the text of the model bill here (https://t.e2ma.net/click/n3d00d/r2f0ql/z46ocs).


Data privacy is just one of the pieces of the Data-Driven Innovation puzzle. Looking forward, C_TEC remains focused on telling the story of how technology affects American lives in a positive way. In the coming months, you will become familiar with our #DataDoneRight campaign. We’ll kick off our series of TecNation events in Indianapolis on March 19th, where we’ll host discussions with Governor Holcomb, Lt. Governor Crouch, among other problem solvers and job creators. You can look forward to discussions about how tech has transformed agriculture, and what that means for rural America. Stay tuned for updates about when TecNation will be coming to a city important to you.

C_TEC Privacy Update

Privacy continues to the be a hot issue on both Capitol Hill and in the states. On February 13, C_TEC and the U.S. Chamber of Commerce released model privacy legislation (https://t.e2ma.net/click/n3d00d/r2f0ql/fx7ocs). The bill is the result of the efforts or nearly 200 Chamber member companies and trade associations. The discussion draft would give consumers the ability to learn from companies how personal information is used and shared, stop the sharing of data with third parties, and give them data deletion rights. The bill would also empower the Federal Trade Commission to enforce these rights. Additionally, on February 26 and 27, the House Subcommittee on Consumer Protection and Commerce (https://t.e2ma.net/click/n3d00d/r2f0ql/bi9ocs) and the Senate Commerce Committee (https://t.e2ma.net/click/n3d00d/r2f0ql/raapcs) held hearings on consumer data privacy. In advance of these hearings, the Chamber submitted letters (https://t.e2ma.net/click/n3d00d/r2f0ql/72apcs) for the record to both Committees and the Chamber’s President and CEO Thomas J. Donohue penned a blog (https://t.e2ma.net/click/n3d00d/r2f0ql/nvbpcs) on the need for establishing clear rules of the road on privacy.

New Economy Working Group

We were excited that the administration selected U.S. Chamber and President Tom Donohue to serve on their American Workforce Advisory Board—which will help craft a workforce strategy to equip America’s students and workers with skills they need in today’s economy. C_TEC will coordinate with the Chamber’s Education & Workforce team to leverage the appointment to explore solutions to the growing skills gap across the country. AV Working Group

On February 28th, the AV Working Group will have a meeting at the U.S. Chamber of Commerce to discuss the path forward on autonomous vehicle policy and to discuss the Working Group’s focus for 2019. The Working Group will also hear from Finch Fulton, Deputy Assistant Secretary for Transportation Policy, on the U.S. Department of Transportation’s outlook on autonomous vehicles issues. UAS Working Group

On February 13th, two UAS-focused regulatory actions were published in the Federal Register. The first is the “Safe and Secure Operations of Small Unmanned Aircraft Systems” advance notice of proposed rulemaking (ANPRM). The ANPRM seeks comment on whether to promulgate additional rulemakings on topics including unmanned traffic management, payload restrictions, additional operational and performance restrictions, among other topics. The second is a notice of proposed rulemaking (NPRM) titled “Operation of Small Unmanned Aircraft Systems Over People” which will enable UAS operations over people and at night. The UAS Working Group is discussing the best approach to submit comments on both regulatory actions to move the UAS industry forward and safety integrate UAS into the airspace.
