My read, after rereading, on the one issue is they are questioning the timing of Lula's visit to Bolivia to give a speech to businessmen, saying it was at a key time during this dispute, and he met with Morales while there. They mention that Lula's aides say the road dispute being financed by Brazil government was not part of the talks between Lula and Morales.
