The bid called for construction and finance. OAS was one of the firms that bid on the project and they won. It was not a project initiated by the Brazil government or by OAS</div><div><br></div><div>- In order to fulfill the financing aspect of the project OAS brought BNDES</div><div><br></div><div>- There are three tranches (sections) to the project. Section 2 goes through the area in question</div><div><br></div><div>- OAS has received a letter from the Bolivia government telling them to continue work on tranche 1 and tranche 3, while they figure out a solution for tranche 2. The objective of the project is to of course connect all 3</div><div><br></div><div>- One option to go around this area in question would add 200+km to the project and the other solution is on unstable soil so it would increase the cost substantially to build in this area. Thus, neither are ideal solutions for Bolivia</div><div><br></div><div>- OAS, BNDES, or Bolivia did not ignore the environmental/social studies and work that needs to be done on tranche 2. It is a BNDES, OAS, and Bolivia government requirement to do this work. However, as they have not gotten to tranche 2 that work has not been complete yet</div><div><br></div><div>- In regards to the Lula question brought up in the article, President Lula has been giving speeches all over the world since he left office. He was in Bolivia as part of a 3 country speech tour, which was partly sponsored by OAS. However, it was not in relation to this project. </div><div><br></div><div><b>Summary: </b>It appears to be an issue where opposition to the project are trying to spin things in a way to help their cause.
