By James Hohmann ( mailto:jhohmann@politico.com jhohmann@politico.com ; Twitter: @jameshohmann) ROMNEY WINS WYOMING CAUCUSES:"Throughout February, Wyoming Republicans held caucuses and cast votes in straw polls in 22 of the state's 23 counties. The final county, Sweetwater County, held its caucus Wednesday night. Based on results compiled and released by the Wyoming Republican Party, Romney won 39% of the votes cast in straw polls conducted at county-level caucuses through Tuesday," CNN reports. "Rick Santorum of Pennsylvania came in second with 33% of the straw-poll vote, followed by U.S. Rep. Ron Paul of Texas with 20% and former House Speaker Newt Gingrich with 8%. The delegate count may be closer. Of the 26 delegates at stake, CNN estimates Romney will pick up 10 delegates, while Santorum will take in nine delegates, Paul will receive six and Gingrich one. A little more than 2,000 people caucused this year in Wyoming, the state with the country's smallest population at just more than 500,000 residents." FIRST LOOK - ROMNEY NAMES CHAIRMAN FOR ALL 88 OHIO COUNTIES:Boston will roll out an "Ohio Grassroots Leadership Team" today that highlights the strong organization they are building in the most important of the 10 Super Tuesday states. The hope is to show that he has support from beyond the establishment and across the state. "My increasing support in Ohio is a sign that voters are looking for a Washington outsider with a bold vision for our economy," Romney says in a forthcoming statement. Here's the list of all 88 county chairs: http://go.politicoemail.com/?qs=038a58d313017e85be5fbb612b4e1a7130285cbbbfaac6773f96925ce332bf9e http://go.politicoemail.com/?qs=038a58d313017e85be5fbb612b4e1a7130285cbbbfaac6773f96925ce332bf9e . SNEAK PEEK - ACU CONGRESSIONAL RATINGS POST AT 10:30:The 41st edition of the American Conservative Union's ratings of members of Congress will go live on their web site in a few hours. Nine senators and 14 members of the House got perfect scores this year. The average Senate overall average is 62 percent and the House average is 48 percent. That's up in both chambers from 2010. The full report will post here at 10:30 a.m.: http://go.politicoemail.com/?qs=038a58d313017e85c13a67bf6634488a506410ced8fa173037597dc2cefc1e4e http://go.politicoemail.com/?qs=038a58d313017e85c13a67bf6634488a506410ced8fa173037597dc2cefc1e4e . ** As Dreier acknowledges political reality, the GOP enthusiasm gap narrows and Gingrich talks about "state's rights," here's POLITICO's Morning Score: your daily guide to the permanent campaign. CONTRACEPTION CONFUSION - ROMNEY COMES OUT FOR BLUNT BILL:"Romney created a new tempest when he told an Ohio news station that he was opposed to a Senate amendment, favored by conservatives and under debate in Congress on Wednesday, that would allow employers and insurers to limit coverage of contraceptives if they have religious or moral objections," The New York Times reports. "'I'm not for the bill,' Mr. Romney said, but then added, 'the idea of presidential candidates getting into questions about contraception within a relationship between a man and a women, husband and wife, I'm not going there.' Mr. Romney seemed to be further distancing himself from the hard-edged social conservatism of his chief Republican rival, Rick Santorum, who has argued that contraception is damaging to society. But in an apparent misunderstanding, Mr. Romney instead roused the momentary ire of many social conservatives, who already doubt his commitment to their cause. Mr. Romney and his aides quickly corrected his remarks, saying he strongly supports the Senate amendment, and had not properly understood the question." http://go.politicoemail.com/?qs=038a58d313017e851be5c57def80199ac9259b93fc52be04e54ba82ba87fdca6 http://go.politicoemail.com/?qs=038a58d313017e851be5c57def80199ac9259b93fc52be04e54ba82ba87fdca6 NEW DNC WEB VIDEO - "WHAT ROMNEY WILL TAKE AWAY FROM WOMEN":The Democratic National Committee is pouncing on Romney's embrace of the Blunt bill. A 70-secon web video - designed for women - warns that it would deny them the bill, cervical cancer screenings and mammograms. "The issue of a woman's right to make health care decisions for herself was settled decades ago - but Mitt Romney and GOP's far right-wing fringe would strip that right away," a DNC official emails. The video will be amplified in events across the country. Ohio Rep. Betty Sutton and Ohio Democratic Party Chairman Chris Redfern will echo the points in the DNC's video on an 11 am ET conference call for reporters. The idea is to weaken Romney's support among women going into Super Tuesday. Other events are in the works. SANTORUM - TRYING TO SOUND MORE WOMAN-FRIENDLY:"Although Santorum sought to spin the Michigan results as a tie, it is clear that the contest revealed a significant challenge for him," write The Washington Post's Nia-Malika Henderson and Sandhya Somashekhar. "...In at least three speeches in recent days, he has made appeals to women, recalling not only his wife's career, but also that of his 93-year-old mother. On Wednesday, in Tennessee, he described his daughter Elizabeth as 'one of the great women' in his life. That was a subtle shift from what used to be a routine introduction of his eldest child, who often travels with him. Aides noted that Santorum's campaign includes women in senior positions and they promised a greater effort in coming days to flesh out the candidate's biography beyond some of his more controversial positions on social issues...Santorum is moving to expand the biographical portions of his stump speeches. In talking about his mother in an address in Ohio, he presented her as a woman ahead of her time." http://go.politicoemail.com/?qs=9cb344c4c3eb827ff70daf51010b41d5f989735173fe1edd1f2aba22d257c39b http://go.politicoemail.com/?qs=9cb344c4c3eb827ff70daf51010b41d5f989735173fe1edd1f2aba22d257c39b HE RAISED $9 MILLION IN FEBRUARY:"Santorum spokesman Hogan Gidley on Wednesday said more than 100,000 donors gave online to the former Pennsylvania senator. Gidley also said the campaign received more than 130,000 donations during the month," per the AP. http://go.politicoemail.com/?qs=9cb344c4c3eb827f0252ec3a3097b0678ad846af1cb38b9857579eb0ec7d3ab1 http://go.politicoemail.com/?qs=9cb344c4c3eb827f0252ec3a3097b0678ad846af1cb38b9857579eb0ec7d3ab1 ROMNEY SOFT PEDALS ATTACKS - VOTERS BEG HIM TO CONNECT BETTER:"Romney was asked by man who said he supports his candidacy to show people he has a heart and has done something 'where you've received no compensation or volunteered... to show the American people that you ... love Americans.' Romney's response, which lasted four minutes and 38 seconds, centered on his love for his family and his wife Ann's struggle with multiple sclerosis," Reid Epstein reports. In both Toledo and Bexley, Romney offered softer criticism of Santorum and Gingrich than he had been delivering prior to winning Arizona and Michigan on Tuesday. "There are a couple of guys who spent their entire career in Washington who you can vote for," Romney said in Toledo. http://go.politicoemail.com/?qs=9cb344c4c3eb827fc1ffda4a39ccd3ef876771b484e16ab57ec48ba79b34d0c3 http://go.politicoemail.com/?qs=9cb344c4c3eb827fc1ffda4a39ccd3ef876771b484e16ab57ec48ba79b34d0c3 MITT HAS PURCHASED TWO SHOTGUNS SINCE 2008: "The Romney campaign says the former Massachusetts governor now owns two shotguns purchased in the past five years, since he last ran for president," per NBC. At his town hall in Bexley, "a questioner asked what the candidate would do to protect gun rights (and allow people to protect their families from a tyrannical government). 'I believe in the second amendment,' Romney said. 'I'll protect the second amendment.I have guns myself. Not going to tell you where they are. Don't have them on myself either, alright.'" http://go.politicoemail.com/?qs=9cb344c4c3eb827f06a5465f1d75ac4a3d7cc45613570faf4bd21a9e2f66bbd1 http://go.politicoemail.com/?qs=9cb344c4c3eb827f06a5465f1d75ac4a3d7cc45613570faf4bd21a9e2f66bbd1 WHAT THE REPUBLICAN CANDIDATES ARE UP TO:Romney has a morning rally in Fargo, North Dakota, an afternoon event in Idaho Falls and a fundraiser in Bellevue. Santorum starts the day with two morning rallies in Georgia - Dalton at 8 and Atlanta at 11. Then he flies to Spokane (where I'll meet up with him) for a 3 p.m. PT rally. He finishes the day in southern Washington with a 6:30 p.m. local rally. Gingrich speaks to the Chamber of Commerce in Atlanta and opens up GOP offices in Woodstock, Ga. But of all the primaries left on the calendar, none carries quite the same symbolic weight as Ohio, a premier general election battleground at the center of the industrial Midwest. Public and private polling suggests the race here is a competitive fight between Romney and Santorum," Alex Burns reports. "Private polling conducted for Republicans outside the presidential race, and shared with POLITICO, showed Santorum up by 5 percentage points." SABATO PROJECTS ROMNEY WINS MORE DELEGATES THAN SANTORUM:"Because only Mitt Romney and Ron Paul are on the Virginia ballot, Romney -- who we expect to sweep the Old Dominion -- starts off with a big lead on Super Tuesday courtesy of Virginia," the University of Virginia's Center for Politics Larry Sabato, Kyle Kondik and Geoffrey Skelley write. "That built-in advantage will make it exceedingly difficult for Santorum to finish the day with more delegates than Romney. In fact, we expect Romney to win more delegates on Super Tuesday than Rick Santorum, probably many more."State by state analysis: http://go.politicoemail.com/?qs=9cb344c4c3eb827f7095bbc536f63880b02453374137cbb4f05fcb1d69e74331 http://go.politicoemail.com/?qs=9cb344c4c3eb827f7095bbc536f63880b02453374137cbb4f05fcb1d69e74331 . DRUDGE BOOSTS NEWT:The banner headline on the Drudge Report this morning is "Lazarus rising again?!" under a big photo of Gingrich. It links to a blog post on Hot Air that notes Gingrich rose two points in the Gallup tracking poll. "Gingrich has engineered two comebacks already. Is a third out of the realm of possibility? Never say never," the post says. NOTE: it's in Romney's interest to strengthen Gingrich right now because it will drain support from Santorum in some of the Southern Super Tuesday states Romney hopes to compete in. "His setting was the ornate chamber of Georgia's House of Representatives, where Gingrich told lawmakers that he would fight for a 'very strong' states' rights platform at the Republican National Convention in Tampa. 'I want to return power back home to an extraordinary degree,' said Gingrich, a former U.S. House speaker who represented Georgia in Congress for 20 years."Newt also predicted he will "DECISIVELY" win George next Tuesday: http://go.politicoemail.com/?qs=9cb344c4c3eb827f2dd5e1c8dbfce0236b672fd9cdcd6c1c0b8b338d5114defe http://go.politicoemail.com/?qs=9cb344c4c3eb827f2dd5e1c8dbfce0236b672fd9cdcd6c1c0b8b338d5114defe . GINGRICH MAKES GAS PRICES CENTRAL TO STUMP:"After pledging to bring gas prices down to $2.50, a goal most analysts dismissed as implausible, Mr. Gingrich suddenly announced this week he wanted supporters to campaign for him at gas stations," reports The Wall Street Journal's Danny Yadron. MINNESOTA SENATE EXCLUSIVE - HEGSETH TO ANNOUNCE TODAY:Pete Hegseth will officially announce his bid against Sen. Amy Klobuchar at 11:15 a.m. at the State Capitol in St. Paul. Republicans have struggled to find someone to challenge the popular first-term Democrat, considered of the safest incumbents up this cycle. Hegseth is an Afghanistan veteran and former executive director of Vets for Freedom, a job that got him on TV a fair amount and taught him how to raise money. Here, first in Score, is his three-minute announcement video: http://go.politicoemail.com/?qs=1ab089b717a7437c20187c68e5e2d3f56549d872928c1468b4b618a9ca46ac27 http://go.politicoemail.com/?qs=1ab089b717a7437c20187c68e5e2d3f56549d872928c1468b4b618a9ca46ac27 . NEBRASKA SENATE - KERREY OFFICIALLY GETS IN THE RACE:Here is the lead of the story in the Omaha World-Herald: "It was an Oscar moment. Democrat Bob Kerrey and his wife, Sarah, were on the couch Sunday, watching the Academy Awards, when she resurrected a U.S. Senate bid. Kerrey, 68, had dashed Democratic Party hopes in early February when he bowed out of the race, citing family concerns. Sources say Paley was lukewarm to the idea of a political comeback for Kerrey, concerned that he would never be home. But on Sunday, she cracked open the door. According to Kerrey, his wife looked at him and said: 'You're not happy. I can see it. And I want you to be happy.'...Three days later, Kerrey returned to Nebraska to launch a campaign for his old seat, currently held by retiring U.S. Sen. Ben Nelson...Kerrey's return instantly raised the stakes, putting the state in play as Republicans launch a national fight to retake Senate control. With a high-profile Democrat in the race, Republicans can no longer take the state for granted, meaning national groups are likely to pour millions into Nebraska to score a win." http://go.politicoemail.com/?qs=1ab089b717a7437cf724744dca3298e49f805cb276f5ef3c25c33d5cbb114581 http://go.politicoemail.com/?qs=1ab089b717a7437cf724744dca3298e49f805cb276f5ef3c25c33d5cbb114581 KERREY'S STATEMENT:"Doing things the conventional way has never been my strong suit. This afternoon, I will file to become a candidate for the United States Senate in Nebraska. I came to realize that my previous decision was the easy one, not the right one. My commitment to serve Nebraska and America, and to be part of the debate about the challenges we face was too strong to dismiss. My family supports this decision 100%. I look forward to seeing you in the coming weeks. We have a lot of work to do." ROLLOUTS WORSE THAN KERREY'S:We asked on Tuesday morning for examples of worse rollouts. Democrats were quick to note that Republican Connie Mack announced he wasn't running before he got in earlier this year. Sherrod Brown also won in 2006 after flip-flopping on whether he'd run. The WINNER though for worst rollout in modern times goes to Jeanine Pirro. Announcing what would become a brief run against Hillary Clinton in 2000, she lost part of her announcement speech. 'Where's page 10?' she famously asked, as cameras rolled. "Dreier is the sixth California House member to announce plans to retire when his term ends, shaking up a delegation that has built up clout on Capitol Hill because of its stability over the years...Dreier's announcement was not a surprise.
