I fully agree. While the overall transition to cash from commodities will likely increase efficiencies (and is consistent with the past funding/provisions in the Senate-passed Farm Bill), it does not take into consideration the political realities. I agree that a meeting with Raj could be very helpful. I have been in regular contact with other political officials at USAID - and know they are struggling to determine how best to proceed.
