When I travel up and down the state, I meet young people from all
walks of life who have one thing in common: dreams for their futures.

With only one out of ten freshmen in high school graduating college
by the age of 24, fulfilling those dreams is often blocked by a lack
of education and support.

Too many students -- especially students from low-income
families -- grow up unaware of the resources that are available
to them to provide for higher education. Disengaged, they end up
dropping out of high school and, putting their dreams in jeopardy.

I couldn't have been more proud to introduce legislation this week
to help expand educational opportunity and move education into
the digital age by establishing American Dream Accounts.

The American Dream Accounts Act is bipartisan legislation that builds
off of existing Department of Education programs at no additional
taxpayer cost. It's another step in helping maintain our economic
competitiveness worldwide by ensuring a highly trained workforce.

My bill encourages partnerships among schools, colleges, non-profits and
local businesses to develop secure, Web-based student accounts
containing information about academic preparedness, financial literacy
and high-impact mentoring and would be tied to a college savings
account. Dream Accounts are a bridge that connects students, parents,
teachers and mentors.

The idea is borne of my experience with the "I Have a Dream" Foundation
and the best practices of other organizations that are investing in our
students with a more holistic and community-oriented approach to college
preparation. The bill modernizes that approach by channeling it into a
secure, profile-based digital platform, giving students and their parents
the tools they need to access existing resources for helping them achieve
their dreams.
