We are speaking with private, non-EB-5 investors and potential EB-5 investors, all of which are Marat’s contacts, to raise capital to finance multifamily real estate development projects in LA. The non-EB-5 investor would serve as the equity sponsor, allowing us to purchase the land, get the project approved by the USCIS, and start the build. We would then layer on EB-5 capital and debt capital if needed to finish the project. Our goal is to monetize the asset immediately after stabilization.

If we cannot find and equity sponsor, but find EB-5 capital, I have structured deals with land owners in LA that would allow us to send the project off for approval so we can put the EB-5 capital to work without an external equity sponsor. To entice the seller, I basically agree to pay a favorable price on the land once the EB-5 capital comes in and I also make them an equity partner in the project so they can justify the risk of us not being able to raise the capital. In return, they take the land off the market for a designated timeframe and partner with us, which allows us to send the land (entitled, shovel ready) to the USCIS as our project, at which point we can start bringing EB-5 capital in to build. I’m hoping we can find a non-EB-5 equity partner so we don’t have to deal with the seller in this regard.

Marat and I started the USCIS EB-5 Regional Center which we will use to bring the EB-5 capital over. It’s currently pending approval. The investment fund I started in January owns a portion of the Regional Center as well. We are putting on a conference/presentation in Astana on the 9th. Also, we opened an office in Astana so we are finalizing those arrangements. Marat wants me to goto Almaty at some point to meet more of his people. I’m on the plane now and will land in Germany in about 4 hours — call if you need more clarity.
