By Theodoric Meyer | 02/02/2016 10:00 AM EDT With Kevin Robillard, Scott Bland, Lauren French, Elena Schneider and Daniel Lippman The following newsletter is an abridged version of Campaign Pro's Morning Score. For an earlier morning read on exponentially more races - and for a more comprehensive aggregation of the day's most important campaign news - sign up for Campaign Pro today. (http://www.politicopro.com/proinfo) CRUZ WINS - POLITICO's Eli Stokols reports from Des Moines, Iowa: "The Texas senator, a clear front-runner in Iowa just a month ago, took the top spot in the state's first-in-the-nation GOP caucuses Monday night, receiving 28 percent of the vote with 99 percent of precincts reporting. ... Trump, who may have lost support after skipping a GOP debate here last Thursday, received 24 percent of the vote, while Rubio grabbed 23 percent. ... Cruz never mentioned Trump by name, but he took several implicit swipes at his rival. 'Tonight is a victory for every American who understands that after we survive eight long years of the Obama presidency, no one personality can right the wrongs done by Washington,' he said in a marathon speech that monopolized an infomercial-length block of time before a large conservative audience" in Iowa and on Fox News. politi.co/1UG99sr CLINTON EKES OUT WIN IN IOWA AGAINST SANDERS - POLITICO's Nick Gass: "Hillary Clinton narrowly defeated Bernie Sanders in the Iowa caucuses, according to results announced by the state Democratic Party early Tuesday morning - a dramatic finish to a race so close that The Associated Press declined to call it even after all precincts except one had reported results. Clinton was awarded 699.57 state delegate equivalents, versus 695.49 for Sanders, Iowa Democratic Party Chairwoman Andy McGuire said in a statement. The results were the closest in state Democratic caucus history, and 171,109 Democratic voters turned out to caucus." http://go.politicoemail.com/?qs=d74be83bc3ea28a8c1544968bb7ebdec443c331d0ab20025b944d7e8023f2931 INSIDE THE CAMPAIGN - "How Cruz beat Trump," by POLITICO's Katie Glueck: "In August 2014, just 19 months after joining the U.S. Senate, Ted Cruz was already reviled by many people in Washington. But that only made him more appealing to the dozens of grassroots activists and conservative leaders who gathered in a room at Iowa State University on the weekend of Aug. 9 to meet with him on the sidelines of a socially conservative cattle call. At Cruz's request, conservative radio host Steve Deace had assembled a wide-ranging group that included libertarian Ron Paul acolytes and evangelical home schooling proponents, disillusioned party activists and grass-roots organizers. Even at that early juncture, Deace said, Cruz was probing whether it was feasible to unite various elements of the conservative base - libertarians, evangelicals, tea party activists - behind one grass-roots-approved presidential candidate." politi.co/20lbXSo THE AFTERMATH - "Gracious in defeat, Trump concedes Iowa," by POLITICO's Ben Schreckinger: "All of a sudden, Donald Trump doesn't mind losing. A gracious Trump gave brief concession remarks on Monday night, congratulating Ted Cruz and expressing gratitude to his team and the people of Iowa." http://go.politicoemail.com/?qs=d74be83bc3ea28a844f9544cf730a33b9557833e24e7454a7e07a3dee97f1929 - "Rubio off to New Hampshire with wind at his back," by POLITICO's Anna Palmer and Marc Caputo: "Marco Rubio moved one step closer to uniting the more establishment wing of the Republican Party behind his bid for the White House, setting up a clash with Ted Cruz in New Hampshire. While the votes were still being counted, the Florida Republican beat even his own team's internal projections coming in a solid third place in the Iowa caucus, giving him strong momentum going into New Hampshire." http://go.politicoemail.com/?qs=d74be83bc3ea28a8b9f5f9d1a883a074c003439f36288c1a3cd46c5b22f9064e - Sen. Tim Scott (R-S.C.) endorses Rubio: http://go.politicoemail.com/?qs=d74be83bc3ea28a8d4b36864b9b219acdade7352d8c20bdea99a773d1f7054d3 WHO'S IN WHO'S OUT - Rand Paul's still in; Mike Huckabee and Martin O'Malley have quit the race. ALLOWANCE - "Family money fuels single-race super PACs," by Campaign Pro's Kevin Robillard: "Super PACs backing two young Democratic Senate candidates - 32-year-old Rep. Patrick Murphy in Florida and 31-year-old Cincinnati City Councilmember P.G. Sittenfeld in Ohio - are relying on a most traditional source of cash: dear old dad. And they are not the only candidates relying on family funds. http://go.politicoemail.com/?qs=2fbe23b2da3a7dbe45f3ee608d729809767090573f55bda7a2d38c529873e8ca NECK AND NECK - Poll: McCain tied with Kirkpatrick in Arizona Senate race: GOP Sen. John McCain is tied with Democratic Rep. Ann Kirkpatrick in a new poll of the Arizona Senate race. http://go.politicoemail.com/?qs=2fbe23b2da3a7dbe042798db3aa54281d8a014aeb182c3017ee0531a45fd9a50 - But McCain's taking the poll in stride: "It was fine. Shows us doing very well in the primary and listen, I expect a very vigorous campaign," he told POLITICO's Burgess Everett on Monday. But is the race really tied? "Other polling data we have does not show that, but you've got to take everything with utmost seriousness ... she's a serious candidate." MORE FUNDRAISING NUMBERS - RGA raises $20.7 million, DGA raises $13 million in second half of 2015: The Republican Governors Association raised $20.7 million during the back half of 2015 and has $25.4 million on hand, heading into a year where the parties are contesting a dozen governor's races. The amount tops the Democratic Governors Association, which raised $13 million in the second half of the year and didn't release a cash-on-hand number. - Van Hollen raises $1.1 million in fourth quarter: Maryland Rep. Chris Van Hollen raised $1.1 million for his Senate bid in the fourth quarter of 2015, giving him $3.7 million on hand to start this year, his campaign announced. Van Hollen, who is facing Rep. Donna Edwards in the Democratic primary, ended the previous quarter with $4.1 million on hand but spent heavily on TV at the end of 2015. CALLING IT QUITS - Fincher announces retirement in TN-08: GOP Rep. Stephen Fincher, who represents a safe Republican seat in Tennessee's 8th Disrict, announced on Monday that he wouldn't seek reelection. GOP state Sen. Brian Kelsey will announce his campaign at the Old Country Store in Jackson, Tenn., according to an invitation obtained by Campaign Pro. Other potential Republican candidates include David Kustoff, a Memphis lawyer, and George Flinn, a wealthy doctor who ran against Fincher for the seat back in 2010 and later challenged Democratic Rep. Steve Cohen in the 9th District. - "GOP class of 2010 is deserting the House," by POLITICO's Jake Sherman and John Bresnahan: "They came to Washington from places like Frog Jump, Tenn.; Sherwood, Wis.; and Kinderhook, N.Y., looking to turn Congress on its head. The House Republican class of 2010 - 63 farmers, small-business owners and state legislators - made John Boehner speaker, drove Democrats into the political wilderness and drastically changed the trajectory of Barack Obama's presidency. But now, much of that class is leaving the House behind. In the past few months, 12 of the 45 remaining members of that historic class have announced they'll forgo election in November, marking a substantial exodus of the lawmakers that gave the GOP the majority. When the next Congress is sworn in in January 2017, the class will be just half the size it was when it was sworn in in 2011." http://go.politicoemail.com/?qs=2fbe23b2da3a7dbe060471eeac1db0fd66dbfe42eddb0cb4f9e1ae8bf8b6cc95 "Cummings won't run for open Maryland Senate seat," by POLITICO's Lauren French: "Rep. Elijah Cummings said on Monday he will seek reelection for his House seat, passing on an opportunity to run for the competitive open Senate seat in Maryland. The Democrat has yet to officially file for reelection but told POLITICO he planned to do so in the next two days, formally ending months of speculation that Cummings would challenge fellow Reps. Chris Van Hollen or Donna Edwards in the Senate primary. The deadline to file in Maryland is Wednesday. ... Cummings is a highly respected member of the House Democratic Caucus and would have presented a serious challenge to either Van Hollen or Edwards if he had entered the race." http://go.politicoemail.com/?qs=2fbe23b2da3a7dbeb2f07d0533025eb9ee8eda0a3191bf24cab70d04e166b1f0 CODA - QUOTE OF THE DAY: "Courageous conservatives said, 'Yes we can!'" - Ted Cruz, (accidentally?) echoing a previous Iowa caucus winner in his victory speech Monday night.
