That is my read - although the ARRA rules may require 100% components compared to the 60% components. This document doesn't accurately explain that to my read. There are apparently a few clarifying ruling on the FTA/FRA websites which I haven't been able to find yet. Also, I am not sure the source of the funds for the current bid that Alstom and CAF are making with Amtrak so I am not sure what that bid has to comply with. You may know that. Key was finding out that 60% meant 60% of COST. But bottom line is that this is all with DOT to decide. Congress doesn't have anything to do with it anymore.
