To clarify, train 1 and 2 indeed do not have any Buy America requirement because they were purchased with State funds. HOWEVER, we opted to apply the 60% anyway because we thought we were being proactive in respecting the only Buy America % that had been expected and stated clearly. So it's important to sell that to show the good faith effort Talgo is committed to in achieving 100% responsibly and gradually.

I finally sent the letter. See attached final version. I changed some
sentences because there was a missundertanding. The trains 1 and 2 sold to
Wisconsin were purchased using State funds, so that the Buy America
provisions do not apply. Our complaints are related to the acquisition of
new trains by Wisconsin.

We think it is a good idea to hand deliver the letter if you want to take
advantage of the opportunity to discuss the matter with Jennifer.

Otherwise we can just mail it. Let me know what you recommend.
