The Senate cleared a key procedural vote on a bill to avoid a government shutdown at the end of the week, with passage from the Senate and House expected as early as today.

Democrats dropped their resistance to the bill, which would fund the federal government through Dec. 9, after a bipartisan deal was reached to ensure aid to Flint, Mich., is provided in the lame-duck session.
