I am very happy to inform you that we achieved a great success today (in addition to convening a very successful board meeting) with the passage of an amendment on the House floor that provides initial funding of $10 million for the LRP program that was established in the Farm Bill. As you know, we led the effort to establish this program in the Farm Bill - which is linked to the McGovern-Dole Program. We are now poised/ready to work with the Senate to ensure that the Program is adequately funded in Conference. Major kudos to Charles who led the amendment effort (including engaging/coordinating among many of our NGO colleagues). If he appeared a bit distracted during the board meeting it was because he was orchestrating this truly extraordinary effort - which passed on a bipartisan vote. See below for a bit more detail: From: Charles Dujon Sent: Wednesday, June 11, 2014 7:29 PM Subject: LRP Amendment WFP USA policy staff led an effort with Mercy Corps, CARE, Bread for the World, InterAction, ONE and Oxfam to include funding for the newly authorized LRP program. House Foreign Affairs Chairman Royce (R-CA) offered the amendment. Royce's amendment increased the Foreign Agricultural Service by $10 million (taking the funds out of the Agriculture Marketing Account). During the floor debate, there was only 10 minutes of debate allowed on the amendment. Chairman Royce and Rep. Blumenauer (D-OR) spoke in favor of the amendment and Reps. Fincher (R-TN) and Garamendi (D-CA) spoke against the amendment. After debate was finished the chair called for a vote and stated it passed by voice. Ag Appropriations Chairman Aderholt (R-AL) asked for a recorded vote. Before, during and after the debate, the policy team sent advocacy emails supporting the Royce amendment to over 700 House staff. The email was forwarded by House staff 309 times and opened by 391 people. The final vote was 223-198 in favor of the amendment. 92 Rs voted YES and 135 voted NO. 130 Ds voted YES and 63 Ds voted NO.
